JOINT CIRCULAR
Regarding the regulation on payment procedures for purchasing newspapers by agencies and enterprises
stock,

________________________

Up until now, agencies and enterprises that purchase newspapers from the Post Office, except for a few units that pay immediately within the month, most others record debts, and at the end of the month, the Post Office issues debt notices to the agencies and enterprises that owe money, only then do these agencies and enterprises send people to the Post Office to settle the payments.

Such delayed collection not only affects the capital utilization plans of the postal sector and newspaper publishing agencies but also requires the State to allocate a certain amount of capital for newspaper publication to these agencies for debts that have not been collected in the month, while these agencies and enterprises have already received this full amount to purchase newspapers from the beginning of the month.

To make it more reasonable, the Ministry of Finance - State Bank - Post and Telecommunications General Department stipulates the following payment procedures for purchasing newspapers by agencies and enterprises:

1. All agencies and enterprises purchasing domestic newspapers published in national language and distributed through the Post Office must prepay the total amount for the newspapers ordered each month to the Post Office.

2. The Provincial and City Postal Departments, County and District Postal Offices will sign specific contracts with agencies and enterprises under their service area, agreeing on the method for the Post Office to collect payment for newspaper purchases as follows:

a) Based on the price of newspapers specified and the quantity of newspapers in the long-term order placed by the agency or enterprise, the Post Office will calculate the total amount and issue a mandate for collection to be sent to the Bank for collection. Upon receiving the mandate, the Bank will automatically deduct the amount indicated on the mandate from the account of the debtor unit and transfer it to the Post Office's account without waiting for confirmation from the agency or enterprise.

b) The payment procedure for purchasing newspapers using mandates for collection for units operating under the budgetary allocation system shall be implemented in accordance with the spirit of Circular No. 07-TT/LB/E2 dated February 12, 1962 issued by the Ministry of Finance - State Bank regarding the payment procedures for labor supply between units operating under the budgetary allocation system and labor supply units.

3. Trade Union units that have accounts at the Bank purchasing newspapers for business operations or supplying to member groups shall follow the payment procedures as stipulated in points 1 and 2 above for agencies and enterprises. For Trade Union units without accounts at the Bank, the common regulations of the Post and Telecommunications General Department shall apply as for other types of readers.

4. Based on the payment conditions recorded in the contract, the Post Office will issue a mandate for collection requesting the Bank to collect on behalf. If the debtor's account does not have sufficient funds for payment, the Bank will apply the State's payment priority order (third priority for payment of goods). Within a five-day period for these mandates, if beyond this five-day period, the debtor's account still lacks sufficient funds, the Bank will return the mandate to the Post Office, and the Post Office has the right to cancel the newspaper order contract and suspend newspaper supply to that unit.

5. This circular takes effect from the date of issuance, and the Post and Telecommunications General Department will provide detailed guidance on implementation.
