Regarding the establishment of the Steering Committee for Administrative Reform under the Government 

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

To strengthen the guidance on administrative reform work under the Government;

Considering the proposal of the Minister, Head of the Organization-Cadres Department of the Government, the Minister, Chairman of the Government Office, 

DECISION:

Article 1. The Steering Committee for Administrative Reform under the Government is hereby established.

The Steering Committee shall have the following functions and tasks:

1. Studying and preparing for the Government to decide on the program and plan to guide annual administrative reform work and during each period.

2. Assisting the Government in examining important tasks and policies on administrative reform of Ministries, agencies at the ministerial level, agencies under the Government, People's Committees of provinces and centrally governed cities;

3. Assisting the Prime Minister in guiding, urging, and inspecting Ministries, agencies at the ministerial level, agencies under the Government, People's Committees of provinces and centrally governed cities in implementing approved administrative reform tasks.

Article 2. Members of the Steering Committee for Administrative Reform under the Government include:

1. The Prime Minister, Chairperson,

2. Comrade Nguyen Khanh, former

3. Minister, Head of the Organization-Cadres Department of the Government Do Quang Trung, Standing Member,

4. Minister, Chairman of the Government Office Lai Van Cu, Member,

5. Minister of Justice Nguyen Dinh Loc, Member.

The Steering Committee shall have a Secretariat to assist in researching, summarizing, and contacting relevant agencies in implementing specific tasks related to administrative reform.

The Secretariat shall be determined by the Steering Committee.

Article 3. The Government Office shall be responsible for ensuring working conditions for the Steering Committee.

Article 4. This Decision replaces Decision No. 210/TTg dated April 7, 1995 of the Prime Minister regarding the establishment of the Government's Administrative Reform Expert Group and shall take effect from the date of signing.

Ministers, Heads of agencies at the ministerial level, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and members of the Steering Committee are responsible for implementing this Decision./.
