Regarding the approval of the overall plan for the conservation, restoration, and enhancement of the historical value of the Côn Đảo Historical Relic Zone in Bà Rịa - Vũng Tàu Province

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Minister of Culture, Sports and Tourism (document number 4747/VHTT-KH dated November 3, 2000) and the Minister of Planning and Investment (document number 3548/BKH/VPTĐ dated May 30, 2001),

DECISION:

Article 1. Approve the overall plan for the conservation, restoration, and enhancement of the historical value of the Côn Đảo Historical Relic Zone in Bà Rịa - Vũng Tàu Province with the main contents as follows:

1. Objectives:

a. Conserve and restore the Côn Đảo Historical Relic Zone as a cultural and revolutionary heritage of the nation, aiming to educate current and future generations about the revolutionary traditions of the Party and the people; highlight the indomitable spirit of revolutionaries who sacrificed for the national liberation cause.

b. Exploit and enhance the value of the Côn Đảo Historical Relic Zone effectively, coordinating with economic and social development programs, historical, cultural, and ecological tourism programs, contributing to improving the spiritual and material lives of the people of Côn Đảo District.

2. The viewpoint on the conservation, restoration, and enhancement of the value of the Côn Đảo Historical Relic Zone:

a. Restore, conserve, and renovate some representative and important components closely related to the planning objectives.

b. Collect and protect materials about the entire Côn Đảo Historical Relic Zone and other intangible cultural heritages.

c. Construct a museum dedicated to Côn Đov corresponding to its special significance, importance, and glorious history.

d. Plan the conservation area in accordance with the approved regulations.

e. Adhere to the Party's viewpoints on preserving national identity and comply with existing regulations on protecting cultural heritage.

3. Investment Content: The heritage sites listed in the project of the eight main areas that need to be conserved within the Côn Đảo Historical Relic Zone must be detailed and consistent with the nature of each functional area, ensuring the principle of maintaining the original state, not constructing new buildings in the conservation area, and not altering or distorting existing heritage sites. The boundaries of the town of Côn Đảo must be clearly defined and preserved according to the provisions of the law.

4. Implementation Solutions: Implement according to Option 2 (the option that has been selected) outlined in the "Overall Plan for the Conservation, Restoration, and Enhancement of the Value of the Côn Đảo Historical Relic Zone, Côn Đảo District, Bà Rịa - Vũng Tàu Province," including 19 important heritage sites and some detailed items adjusted in document number 1397/BVHTT-KH dated April 18, 2001 of the Ministry of Culture, Sports and Tourism, with a total protected area of 209.492 hectares.

5. Investment Capital: The estimated total investment capital is approximately 60,732,819,000 VND, including demarcation of the protected area, key conservation of some particularly important heritage sites, non-key conservation heritage sites, renovation works, interior equipment costs, other expenses, and contingency (5%). However, the total investment amount will only be accurately calculated based on the results of the competent authority's review of the design and budget estimates of each feasible component project according to current regulations.

6. Implementation Mechanism: The People's Committee of Bà Rịa - Vũng Tàu Province manages the plan and implements investment according to the approved plan. The Ministry of Culture, Sports and Tourism provides professional guidance (including the Hàng Dương Cemetery and other cemeteries within the relic zone), participates from the stage of approving feasible project proposals to designing construction projects.

Implementation Period: 2001 - 2005.

Article 2. The Chairman of the People's Committee of Bà Rịa - Vũng Tàu Province, the "Investment Decision Authority," shall be responsible for:

1. Directing the project owner (Project Management Board) to develop component projects and submit them for approval according to current regulations on investment management and construction.

2. Coordinating with the Ministry of Culture, Sports and Tourism and relevant agencies to carefully review the investment structure before implementing this plan, ensuring it aligns with the set goals and efficiently uses investment funds for the Côn Đảo Historical Relic Zone.

3. Collaborating with the Ministry of Culture, Sports and Tourism to study and develop the "Regulations on the Conservation, Restoration, and Enhancement of the Value of the Côn Đảo Historical Relic Zone" as a basis for implementing component projects and managing and organizing activities; establishing financial regulations to manage and reasonably increase revenue for maintenance, repair, and reinvestment in organizing activities at the Côn Đảo Historical Relic Zone.

4. Strengthening the organization of the Côn Đảo Historical Relic Zone Management Board, enhancing material resources, equipment, and operational means, training and developing the capabilities of management and professional staff to meet assigned functions and tasks, commensurate with the scale and special importance of this historical relic zone.

5. Closely collaborating with the Ministry of Culture, Sports and Tourism, the Ministry of National Defense, the Ministry of Fisheries, the Ministry of Transport, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, the General Administration of Tourism, and related ministries and sectors during the implementation of this plan to ensure effective conservation, restoration, and enhancement of the value of the Côn Đảo Historical Relic Zone, contributing to sustainable economic and social development strategies for Côn Đảo District.

Article 3. The Ministry of Culture, Sports and Tourism shall be responsible for:

1. Managing and providing professional guidance, especially the collection, conservation, and promotion of the value of intangible historical and cultural heritage and the construction and operation of a dedicated museum for Côn Đảo.

2. Cooperating with the Ministry of Construction and related ministries and sectors to participate in the preparation of feasibility studies, examination of designs, and total budgets of component investment projects.

Article 4. Relevant ministries and sectors, within their respective functions and responsibilities, shall be responsible for coordinating with the People's Committee of Bà Rịa - Vũng Tàu Province and the Ministry of Culture, Sports and Tourism during the implementation of this plan to achieve the set goals.

Article 5. This Decision takes effect fifteen days after the date of signature;

The Chairman of the People's Committee of Bà Rịa - Vũng Tàu Province, Ministers of relevant ministries and sectors, and heads of related agencies shall be responsible for enforcing this Decision.
