Pursuant to the Law on Prevention and Control of Narcotics dated December 22, 2000;
Pursuant to Resolution No. 16/2003/QH11 dated June 17, 2003 of the National Assembly regarding the implementation of pilot projects organizing management, vocational training, and employment for people after drug rehabilitation in Ho Chi Minh City and some centrally governed cities and provinces;
Pursuant to Decree No. 146/2004/NĐ-CP dated July 19, 2004 of the Government stipulating procedures and authorities for deciding to place individuals after drug rehabilitation in management facilities, vocational training, and employment; The Government stipulates the procedures and authority to decide on placing individuals after drug rehabilitation into management facilities, vocational training, and employment resolution.
Considering the proposal of the Minister of Labor, Invalids and Social Affairs and the Chairman of the People's Committee of Long An Province.

Article 1. Approving the Pilot Project "Organizing Management, Vocational Training, and Employment for People After Drug Rehabilitation" in Long An Province (annexed hereto).
Article 2. The People's Committee of Long An Province shall be responsible for implementing the pilot project; annually organizing reviews and evaluations of the implementation situation of the project and reporting to the Prime Minister.
Article 3. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Justice, and relevant ministries and sectors to guide the implementation of the project according to their functions, tasks, and authorities; at the same time, taking measures to assist Long An Province in resolving legal, policy, and related issues; annually reporting to the Prime Minister on the implementation status of the project in Long An Province.
Article 4. This Decision takes effect 15 days from the date of publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Long An Province are responsible for implementing this Decision./.
