On the Difficulties Allowance System for 1996

Pursuant to the Government Organization Law dated September 30, 1992;
At the request of the Minister of Labor, War Invalids and Social Affairs; the Minister, Head of the Civil Service Organization Board of the Government; the Minister of Finance;
DECISION:
Article 1. Implement the difficulties allowance system for the year 1996 as follows:
a) Quarterly difficulties allowance at the rate of 100,000 VND per quarter for civil servants, administrative officials, public service employees, personnel receiving salaries in the armed forces, retirees, those who have ceased working due to health reasons, and those truly facing difficulties due to having many dependents to support, children still in school, resulting in a low average income in the household, or although their salary is not low, their living conditions are extremely difficult;
b) One-time difficulties allowance at three levels: 300,000 VND, 400,000 VND, and 500,000 VND for civil servants, administrative officials, public service employees; personnel receiving salaries in the armed forces; retirees, those who have ceased working due to health reasons, and those benefiting from social policies when encountering sudden difficulties due to prolonged illness, accidents, or misfortunes.
For some state-owned enterprises with special difficulties managed by ministries, sectors, localities, and the Vietnam General Confederation of Trade Unions, their workers and officials who encounter sudden difficulties will also be considered for this allowance system.
c) Additional allowance of 20,000 VND per month for war invalids and disabled veterans with particularly severe disabilities, losing more than 81% of their work capacity.
Article 2. The Ministry of Labor, War Invalids and Social Affairs, the Civil Service Organization Board of the Government, and the Ministry of Finance shall be responsible for guiding and coordinating with the Vietnam General Confederation of Trade Unions to implement this Decision.
Article 3. Ministries, sectors, People's Committees of provinces and centrally-administered cities shall be responsible for directing competent agencies to coordinate with trade union organizations, associations of former soldiers, retired personnel liaison boards... to examine and provide allowances to the correct recipients, avoiding equal distribution, ensuring fairness, preventing loss or misuse of funds.
Article 4. Assign the Minister, Head of the Civil Service Organization Board of the Government to submit to the Prime Minister the establishment of a research team to develop a plan for restructuring the organizational structure, staffing, and operations of administrative and public service agencies, and large state-owned enterprises in conjunction with administrative reform and continued reform of the salary policy for 1997.
Article 5. This Decision takes effect from April 1, 1996.
Article 6. The Minister, Head of a ministry-level agency, Head of a government-affiliated agency, Chairman of the People's Committee of provinces and centrally-administered cities are responsible for implementing this Decision./.
