THE MINISTER OF FINANCE

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Considering the proposal of the Director of the Information Technology and Financial Statistics Department and the Head of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

The Information Technology and Financial Statistics Department is a unit under the Ministry of Finance, having the function of advising and assisting the Minister of Finance in performing state management tasks and organizing the implementation of activities related to information technology application and statistics in the financial sector.

The Information Technology and Financial Statistics Department has legal personality, its own seal, and is authorized to open accounts at the State Treasury and banks in accordance with the provisions of the law.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Submit to the Minister of Finance:

a) Drafts of regulatory legal documents within the specialized management scope of the Department;

b) Strategies, development plans, overall architecture, long-term, medium-term, and annual plans on the application of information technology and statistics in the financial sector;

c) Standards, technical regulations, quality management regulations, economic and technical norms within the fields of information technology and statistics in the financial sector;

d) A system of statistical indicators in areas under the state management of the Ministry of Finance;

đ) Policies and plans for managing electronic information security in the financial sector.

2. Organize the implementation and guide, inspect, and evaluate the execution of state regulations and plans of the Ministry of Finance in the field of information technology application and statistics in the financial sector.

3. Guide and support provincial and centrally-administered city finance departments in building plans for development and application of information technology in their operations.

4. Take the lead in reviewing plans and projects on information technology application and statistics developed by units under the Ministry; participate in approving annual information technology budgets; take the lead or coordinate with units to implement approved projects.

5. Organize the review of procurement activities for information technology goods and services of units under the Ministry according to the division of management authority of the Minister of Finance.

6. Organize statistical work and analytical forecasting to serve the direction and control tasks assigned by the Minister of Finance; take the lead in publishing statistical data and providing statistical information of the Ministry of Finance; compile and publish the Financial Statistics Yearbook and other statistical publications in accordance with state regulations.

7. Uniformly manage common coding tables and classification tables for statistics in the financial sector; assign codes to managed objects according to the assignment of the Minister of Finance.

8. Develop and manage the operation of the national financial database; guide and supervise the construction of specialized databases of units under the Ministry of Finance.

9. Develop and implement general solutions and products (hardware, software, content, digital information) for the entire financial sector, common software, and integration between specialized organizations under the Ministry of Finance; programs serving the operational tasks of the Ministry and local financial authorities.

10. Organize research and testing of new technologies in the field of information technology and communication to meet the management needs of the financial sector.

11. Develop and manage the operation of the financial sector's communication infrastructure; manage the operation of the Ministry of Finance's network.

12. Develop and manage the operation of the Ministry of Finance's website; integrate various information channels, applications, and databases; provide public financial services on the Ministry of Finance's website (Ministry of Finance Website).

13. Organize the implementation and inspection of the execution of policies and the establishment of electronic information security systems by units under the Ministry.

14. Develop and manage a disaster recovery information system for the financial sector.

15. Take the lead in coordinating with relevant units to develop human resource development plans for information technology, communication, and statistics in the financial sector; organize the implementation of plans after approval.

16. Organize information and communication activities and activities promoting the application of information technology in the financial sector.

17. Regularly assess and rank the application of information technology in the financial sector.

18. Organize scientific research or cooperate with domestic and foreign units in scientific research according to the plan and content approved by the competent authority.

19. Coordinate with relevant units to organize the implementation of international cooperation tasks in areas within the functions and responsibilities of the Department; receive and manage foreign projects on information technology and statistics according to the assignment of the Minister of Finance.

20. Manage civil servants, employees, finances, and assets allocated according to the law and the division of authority of the Minister of Finance.

21. Implement reporting requirements as prescribed by the Ministry of Finance and the law.

22. Perform other tasks and powers delegated by the Minister of Finance.

Article 3. Organizational Structure

1. The Deputy Office of the Director of the Information Technology and Financial Statistics Department:

1.1. The Department Office.

1.2. The Planning and Project Management Section.

1.3. The Network Management and Information Security Section.

1.4. The Software Management and Development Section.

1.5. The Statistics Section.

1.6. The Electronic Information Management and Editing Section.

2. Public Service Units:

2.1. The Data Center and Information Processing Center.

2.2. The Technology Transfer and Technical Support Center.

2.3. The Data Center and Financial Information Technology Deployment Center in Ho Chi Minh City.

2.4. The Electronic Finance Magazine.

Specific tasks of the Office, Sections, and the Electronic Finance Magazine are defined by the Director of the Information Technology and Financial Statistics Department.

Regulations on the organization and operation of the Data Center and Information Processing Center, the Technology Transfer and Technical Support Center, and the Data Center and Financial Information Technology Deployment Center in Ho Chi Minh City are prescribed by the Minister of Finance.

The establishment of the Bureau of Information Technology and Financial Statistics shall be decided by the Minister of Finance.

Article 4. Leadership of the Bureau

The Bureau of Information Technology and Financial Statistics consists of a Director and several Deputy Directors.

The Director of the Bureau of Information Technology and Financial Statistics is responsible to the Minister of Finance for all activities of the Bureau; manages staff, civil servants, finances, and assets assigned in accordance with the law.

The Deputy Directors of the Bureau of Information Technology and Financial Statistics are responsible to the Director for the tasks assigned to them.

Article 5. Effectiveness and Responsibility for Implementation

This Decision takes effect from the date of signing and replaces Decision No. 117/2003/QĐ-BTC dated July 29, 2003 of the Minister of Finance on the functions, duties, authorities, and organizational structure of the Bureau of Information Technology and Financial Statistics and Decision No. 2849/QĐ-BTC dated August 21, 2006 of the Minister of Finance on the establishment of the Electronic Information Editing Department.

The Director of the Bureau of Information Technology and Financial Statistics, the Head of the Cadre and Civil Servant Organization Department, the Director of the Ministry of Finance's Office, and the Heads of organizations and units under the Ministry of Finance are responsible for implementing this Decision./.
