Regarding the establishment of the Central Steering Committee for Public Salary Reform, Social Insurance, and Preferential Treatment for Those Contributing to the Revolution

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;
Pursuant to Conclusion No. 63/KL-TW dated May 27, 2013 of the Seventh Plenary Session of the Central Committee of the Communist Party of Vietnam on several issues concerning public salary reform, social insurance, preferential treatment for those contributing to the revolution, and the direction of reform until 2020;
Pursuant to Decision No. 34/2007/QD-TTg dated March 12, 2007 of the Prime Minister on the issuance of the Regulation on the establishment, organization, and operation of inter-ministerial coordination bodies;

Considering the proposal of the Minister of Home Affairs,

DECISION:

Article 1. The Central Steering Committee for Public Salary Reform, Social Insurance, and Preferential Treatment for Those Contributing to the Revolution (hereinafter referred to as the Steering Committee) is hereby established with the following members:

1. Chairman: Deputy Prime Minister Vu Van Ninh

2. Vice Chairman in charge: Minister of Home Affairs

3. Other Vice Chairmen:

- Minister of Labor, Invalids and Social Affairs;

- Minister of Finance.

4. Members:

- Minister of Justice;

- Minister of Defense;

- Minister of Public Security;

- Minister of Planning and Investment;

- Minister of Education and Training;

- The Minister of Health;

- Minister of Culture, Sports and Tourism;

- Minister of Science and Technology;

- Minister of Information and Communications;

- Head of the Government Office;

- One Deputy Minister of Home Affairs;

- One Deputy Minister of Labor, Invalids and Social Affairs;

- One Deputy Minister of Finance.

Inviting representatives from central agencies to participate in the Steering Committee, including: Vietnam General Confederation of Labor, Central Organization Department, Central Office, Central Economic Commission, Central Propaganda Department, National Assembly Office, Committee for Social Issues of the National Assembly, Committee for Financial and Budgetary Affairs of the National Assembly, Supreme People's Court, and Supreme People's Procuracy.

Article 2. The Steering Committee shall have the following tasks:

1. Studying, building, and supervising the implementation of the following projects:

a) Project on public salary reform for cadres, civil servants, public officials, armed forces personnel, and workers in enterprises;

b) Project on social insurance policy reform;

c) Project on preferential treatment policy reform for those contributing to the revolution;

d) Project on reforming the operational mechanism, financial mechanism, and remuneration linked to the performance of public service units.

2. Cooperating with ministries and agencies to study economic and social policies related to public salary, social insurance, and preferential treatment for those contributing to the revolution according to the assignment of the Prime Minister.

3. Assisting the Prime Minister in overseeing and urging ministries, sectors, and localities in implementing public salary, social insurance, and preferential treatment policies for those contributing to the revolution; reforming the operational mechanism, financial mechanism, and remuneration linked to the performance of public service units and mechanisms for funding salary reform; proposing measures to promptly address new issues arising during the implementation of public salary, social insurance, and preferential treatment policies for those contributing to the revolution.

Article 3. Tasks of the Chairman of the Steering Committee:

1. Directing all activities of the Steering Committee and being responsible before the Prime Minister for the activities of the Steering Committee.

2. Issuing the Regulation on the organization and operation of the Steering Committee.

Article 4. Tasks of the Vice Chairmen of the Steering Committee:

1. Minister of Home Affairs - Vice Chairman in charge of the Steering Committee:

a) Being responsible for leading and coordinating with ministries and agencies participating in the Steering Committee to research and build the project on public salary reform for cadres, civil servants, public officials, armed forces personnel, and workers in enterprises;

b) Deciding to establish a drafting team to assist the Steering Committee in building the project mentioned in Point a of this Clause;

c) Submitting to the Chairman of the Steering Committee for issuance of the Regulation on the organization and operation of the Steering Committee.

2. Minister of Labor, Invalids and Social Affairs - Vice Chairman of the Steering Committee:

a) Being responsible for leading and coordinating with ministries and agencies participating in the Steering Committee to research and build two projects, including:

- Project on social insurance policy reform;

- Project on preferential treatment policy reform for those contributing to the revolution.

b) Deciding to establish two drafting teams to assist the Steering Committee in building the projects mentioned in Point a of this Clause.

3. Minister of Finance - Vice Chairman of the Steering Committee:

a) Being responsible for leading and coordinating with ministries and agencies participating in the Steering Committee to research and build two projects, including:

- Project on reforming the operational mechanism, financial mechanism, and remuneration linked to the performance of public service units.

- Project on solutions to fund the implementation of public salary, social insurance, and preferential treatment reforms.

b) Deciding to establish two drafting teams to assist the Steering Committee in building the project mentioned in Point a of this Clause.

Article 5. Tasks of the Members of the Steering Committee:

Members of the Steering Committee shall be responsible for performing tasks assigned by the Chairman of the Steering Committee and the operational regulations issued by the Chairman of the Steering Committee.

Article 6. This Decision takes effect from the date of signing and replaces Decision No. 858/QD-TTg dated July 9, 2007 of the Prime Minister on the establishment of the Steering Committee for Research and Implementation of State Public Salary Reform.

Article 7. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees directly under the Central Government, and members specified in Article 1 are responsible for implementing this Decision./.
