DECISION OF THE PRIME MINISTER
Regarding the responsibility allowance system for inspectors based on their profession
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Considering the proposal of the Inspector General, the Minister of Home Affairs, and the Minister of Finance,
DECISION:
Article 1. Inspectors classified under the inspector ranks (including the Inspector General) shall be entitled to a responsibility allowance according to the following regulations:
1. The Inspector General and Senior Inspectors shall receive a responsibility allowance for their inspection profession equal to 15% of their current basic salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
2. Principal Inspectors shall receive a responsibility allowance for their inspection profession equal to 20% of their current basic salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
3. Inspectors shall receive a responsibility allowance for their inspection profession equal to 25% of their current basic salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
Article 2. The financial resources for implementing the responsibility allowance system for inspectors based on their inspection profession shall be allocated within the annual state budget estimate in accordance with the State Budget Law.
Specifically, the financial resources for implementing the responsibility allowance system for inspectors based on their inspection profession from the date this Decision takes effect until the end of 2005 shall be allocated from the state budget estimate for salary reform expenses in 2005 approved by the National Assembly.
Article 3. The Government Inspectorate shall take the lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to be responsible for guiding the implementation of this Decision.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for implementing this Decision./.
