DECISION
Establishment of the Fire Prevention and Fighting University
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;
Considering the proposal of the Minister of Public Security in the report No. 564/1999/BCA dated May 20, 1999; the letter No. 4762/TCCB dated May 25, 1999 from the Minister of Education and Training;
The Prime Minister's Office's Organizational and Cadre Affairs Department report No. 148/TTr-TCCP dated June 4, 1999.
DECISION
Article 1. Establishing the Fire Prevention and Fighting University based on the Fire Prevention and Fighting College under the Ministry of Public Security.
Article 2. The Fire Prevention and Fighting University shall have the following tasks:
- Training fire prevention and fighting personnel at university level and lower levels; providing professional training in fire prevention and fighting.
- Conducting scientific research on fire prevention and fighting to meet socio-economic development needs.
Article 3. The Fire Prevention and Fighting University is under the Ministry of Public Security and subject to state management by the Ministry of Education and Training in education and training; it enjoys policies and regulations issued by the State applicable to universities and colleges.
Article 4The Ministry of Public Security and the Ministry of Education and Training shall jointly develop professions and training programs; determine reasonable training scales for each educational level to meet the human resource requirements for fire prevention and fighting nationwide.
Article 5The organizational structure and specific duties of the Fire Prevention and Fighting University shall be stipulated by the Minister of Public Security.
Article 6This Decision shall take effect fifteen days after the date of signature.
Article 7. The Minister of Public Security, the Minister of Education and Training, other ministers, heads of relevant agencies, Chairpersons of provincial and municipal People's Committees directly under the central government are responsible for implementing this Decision./.
