Pursuant to Article 103 and Article 106 of the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;
Pursuant to the Law on Vietnamese Citizenship 1998;
Considering the proposal of the Government at the Memorandum No. 13/TTr-CP dated February 5, 2009,
DECISION:

Mr. Keslay Alves, born on December 23, 1981, in Brazil
With Vietnamese name: Kesley Huynh Alves
Currently residing at: Becamex Binh Duong Football Team Housing Area, Thuan Giao Commune, Thuan An District, Binh Duong Province.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision takes effect from the date of signature.
