DECISION OF THE PRIME MINISTER
Regarding the establishment of the Steering Committee for the Construction of the Chu Lai Open Economic Zone

Based on the Government Organization Law dated September 30, 1992;
To assist the Government and the Prime Minister in directing the construction of the Chu Lai Open Economic Zone; pursuant to the proposal of the Minister, Head of the Organization and Cadre Management Agency under the Government, and the Director of the Vietnam Industrial Park Management Board,
DECISION:
Article 1. Establish the Steering Committee for the Construction of the Chu Lai Open Economic Zone comprising the following members:
- Mr. Nguyen Tan Dung, Deputy Prime Minister.
2. Members:
The Minister of Planning and Investment,
the Minister of Finance,
The Minister, Head of the Organization and Cadre Management Agency under the Government,
The Minister of Justice,
The Minister of Construction,
Director of the General Department of Customs,
The Director of the Vietnam Industrial Park Management Board,
The Chairman of the People's Committee of Quang Nam Province.
3. Invite a Deputy Head of the Central Economic Commission of the Party and a Secretary of the Quang Nam Provincial Party Committee to join the Steering Committee.
Article 2. The Steering Committee for the Construction of the Chu Lai Open Economic Zone (hereinafter referred to as the Steering Committee) shall have the following powers and responsibilities::

Based on the approved project, direct the overall planning, detailed planning; organize the division of tasks, urge relevant ministries, sectors, and localities to build administrative-economic systems and incentive mechanisms and policies for investment applicable to the Chu Lai Open Economic Zone to be submitted to competent authorities for consideration and decision; establish management regulations for the Chu Lai Open Economic Zone to be submitted
3. Direct, urge, and inspect the implementation of functions, tasks, and powers of the preparatory board for implementing the Chu Lai Open Economic Zone Project (as stipulated in Article 4 of this Decision).

Article 3. The Director of the Vietnam Industrial Park Management Board shall serve as the permanent representative of the Steering Committee; support for the Steering Committee shall be provided by a working group within the Vietnam Industrial Park Management Board, arranged by the Director of the Vietnam Industrial Park Management Board.
Specific operating regulations of the Steering Committee shall be decided by the Chairperson.
Article 4. The Chairman of the People's Committee of Quang Nam Province, after consulting with the Minister, Head of the Organization and Cadre Management Agency under the Government, and the Director of the Vietnam Industrial Park Management Board:
1. Submit to thePrime Minister for the establishment of a state management agency for the Chu Lai Open Economic Zone in accordance with the provisions of the law.
2. Establish a preparatory board for implementing the Chu Lai Open Economic Zone Project to assist the People's Committee of Quang Nam Province in preparing contents related to planning, development, construction, and management of this economic zone.
Article 5. This Decision takes effect from the date of signature. Decree No. 48/1998/QĐ-TTg dated February 27, 1998 of the Prime Minister regarding the establishment of the Research Team for Special Economic Zones in Vietnam is hereby repealed..
Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, the Vietnam Industrial Park Management Board, the Chairman of the People's Committee of Quang Nam Province, and members of the Chu Lai Open Economic Zone Steering Committee are responsible for implementing this Decision./.
