DECISION
Issuing the National Action Program to Combat Desertification for the period 2006-2010 and orientations until 2020
To implement Vietnam's commitment as a member participating in the United Nations Convention to Combat Desertification;

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 153/2004/QĐ-TTg dated August 17, 2004 of the Government Chairman on Strategic Orientation for Sustainable Development in Vietnam (Vietnam Agenda 21);
This Decision hereby promulgates the National Action Program to Combat Desertification for the period 2006-2010 and orientations until 2020 to concretize the implementation of the United Nations Convention to Combat Desertification and to concretize the Strategic Orientation for Sustainable Development in Vietnam (Vietnam Agenda 21).
Considering the proposal of the Minister of Agriculture and Rural Development,
DECISION:
Article 1. 1. The National Coordination Board for Implementing the United Nations Convention to Combat Desertification established pursuant to Decision No. 68/2003/QĐ-TTg dated April 28, 2003 of the Government Chairman shall be responsible for performing the tasks assigned by the Government Chairman in this Decision.
Article 2. Implementation of the Program
2. The Ministry of Agriculture and Rural Development, the main agency of the National Action Program to Combat Desertification for the period 2006-2010 and orientations until 2020, shall be responsible for:
a) Taking the lead and coordinating with relevant ministries, sectors, provincial People's Committees, social organizations, and international organizations to organize the implementation of the National Action Program to Combat Desertification for the period 2006-2010 and orientations until 2020 approved by the Government Chairman;
b) Taking the lead and coordinating with the Ministry of Planning and Investment and relevant ministries, sectors, and provincial People's Committees to integrate cross-sectoral and cross-regional projects under the National Action Program to Combat Desertification for the period 2006-2010 and orientations until 2020 approved by the Government Chairman;
c) Taking the lead and coordinating with the Ministry of Finance and related agencies to develop financial regulations to ensure strict and effective management of the program and projects;
d) Annually reporting to the Government Chairman, focusing on evaluating the impact of programs, projects, and state management policies regarding forest resources, land, and water on the lives of people in affected areas;
đ) Timely reporting to the Government Chairman any new issues arising beyond the authority of the Ministry; proposing amendments, supplements to projects, and changes in the leading agency when the project does not meet its objectives and deadlines. 3. The Ministry of Planning and Investment, the Ministry of Finance shall be responsible for:
a) Coordinating with the Ministry of Agriculture and Rural Development, the main agency of the Program, to integrate tasks and projects with related socio-economic development tasks;
b) Reviewing projects under the Program in accordance with the provisions of the law;
c) Balancing and allocating funds to implement the Program.
4. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees directly under the Central Government shall organize the implementation of assigned projects listed in the Project List issued together with this Decision.
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
4. The ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial people's committees under the central government shall organize the implementation of the projects assigned in the List of Projects issued together with this Decision.
Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.
THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
