CIRCULAR

Regulations on technical grade standards for electric power station repair technicians

Pursuant to the Law on Legislative Documents of 2008;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Director of the General Department of Technology,

The Minister of National Defense issues this Circular to regulate the technical grade standards for electric power station repair technicians.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the technical grade standards for electric power station repair technicians in the Vietnam People's Army; responsibilities, authorities of agencies, units, organizations, and individuals in training, upgrading, assessing professional knowledge and skills, assigning tasks, and implementing policies for electric power station repair technicians.

Article 2. Applicability

This Circular applies to technical staff and electric power station repair technicians in the following trades: Electric power stations, motor-generator sets, electrical systems of electric power stations, and related agencies, units, and individuals.

Article 3. Requirements for electric power station repair technicians

1. Firm political conviction, good moral character, absolute loyalty to the Party, the country, and the people; strict compliance with state laws, military discipline; work style and methods that meet job requirements; completion of secondary school or equivalent education.

2. Graduation from初级维修电工或汽车中等技术学校,已完成汽车维修培训,并已转岗培训为维修电工。

3. Have been further trained to improve their level, hone their skills, and pass theoretical and practical tests according to the specified standards for each technical grade before registering for higher-grade technical exams.

4. In the same trade, a technician of a higher technical grade must be proficient in the work of a technician of a lower technical grade; a technician of a lower technical grade should understand the basic content and be able to perform some tasks of a higher-grade technician under the guidance of specialized agencies.

5. Fulfill assigned duties and responsibilities; strictly comply with internal regulations, procedures, technical norms, labor safety rules, and provisions regarding the preservation and protection of state and Ministry of National Defense assets and equipment.

Article 4. Technical Grades of Electric Power Station Repair Technicians

Divided into seven grades (Grades 1 to 4 are referred to as low technical grades, and Grades 5 to 7 are referred to as high technical grades), including:

1. Technical Grade 1/7 (referred to as Grade 1).

2. Technical Grade 2/7 (referred to as Grade 2).

3. Technical Grade 3/7 (referred to as Grade 3).

4. Technical Grade 4/7 (referred to as Grade 4).

5. Technical Grade 5/7 (referred to as Grade 5).

6. Technical Grade 6/7 (referred to as Grade 6).

7. Technical Grade 7/7 (referred to as Grade 7).

Chapter II
TECHNICAL GRADE STANDARDS FOR REPAIR TECHNICIANS

OF ELECTRIC POWER STATIONS

Article 5. General Standards

1. Basic knowledge about the repair of electric power stations, knowledge about inspection, environmental standards for electric power stations, labor safety, and electrical safety; able to explain symbols marked on components, systems, and details of electric power stations; familiar with the technical operation regulations for vehicles-machines and the technical operation regulations for the Vietnam People's Army; have knowledge about military affairs, politics, economy, culture, and society to meet job requirements.

2. Properly carry out operational, maintenance, sealing, storage, servicing, and repair activities of electric power stations and their components, systems, and details according to procedures, meeting technical requirements specified for each grade of technician.

Article 6. Standards for Level 1 Technician

1. Understand the concepts of cross-sections, cuts, lines, contact traces, intersection lines; tolerance conventions for loose joints, tight joints, and intermediate joints; metals, alloys, non-metals, symbols of some common materials such as: cast iron, steel...; resistance, inductance, electromagnetic induction, electromagnets, permanent magnets; function, structure, operating principle of common batteries, DC generators, AC generators; operational regulations, storage, sealing, regular maintenance content of batteries and common DC generators, AC generators.

2. Proficiently use tools and measuring instruments to perform operation, storage, sealing, regular maintenance of batteries and some maintenance contents of a common power station, clean the surface of batteries, replenish battery solution, and check and tighten joint connections according to regulations.

Article 7. Standards for Level 2 Technician

1. Understand basic concepts of projection, intersection lines, methods of finding projections; characteristics of joints, assembly tolerances according to TCVN; names, components, properties, symbols, usage scope of metal materials (iron, copper, aluminum, cast iron, steel...), non-metal materials (rubber, wood...); names, properties, usage regulations of oils, greases, fuels for power stations; functions, uses, methods of using specialized meters (voltmeter, ammeter, ohmmeter, micrometer, caliper, dial gauge...); methods of marking and using cold working tools; function, structure, operating principle of DC motors, AC motors; function, structure, operating principle of installation systems on common power stations; principles and conditions for synchronous connection of power stations to low-voltage power grids; phenomena, causes of motor and electrical equipment failures at common power stations, methods of rectification; regulations on inspection and environmental standards for power stations; contents, procedures, technical requirements for regular maintenance of new generation power stations. Master contents, procedures, requirements for operation, storage, sealing, maintenance 1, and minor repairs of some units and systems of common power stations.

2. Able to draw third angle projections, perspective drawings of simple objects and record some tolerance symbols on drawings; proficiently use equipment and measuring instruments to carry out sealing, maintenance, repair work of power stations according to regulations. Skilled in disassembling, assembling, and minor repairing of units of motors - frames, electrical equipment of common power stations; proficiently perform maintenance 1 contents and some maintenance 2 contents of common power stations, regular maintenance of new generation power stations; connect, switch between star and delta circuits according to voltage requirements. Check the concentration of electrolyte, voltage, current of batteries; charge batteries according to specified regimes; store, maintain braking systems, suspension systems, and deploy generator sets to meet technical requirements. Synchronize 2 to 3 power stations into the system using synchronization lights and voltmeters; proficiently record books after storing, maintaining, and repairing power stations according to regulations.

Article 8. Standards for Level 3 Technician

1. Master the conventions for drawing axial views, cross-sections, and intersection lines of simple objects; the schematic diagrams of the electrical circuit principles of common power supply stations; pressure processing methods, cutting machining methods, and repair techniques for components; the operating principle of internal combustion engines, capable of drawing transition diagrams and air distribution phase diagrams for four-stroke multi-cylinder internal combustion engines; the function, structure, and operating principle of single-phase and three-phase generators, synchronous motors, various types of electrical equipment, and common electrical installations (starting switches, relays, switches, circuit breakers, transformers, current regulators, mechanical-type voltage regulators, charging units, dryers, capacitors, diodes...); environmental standards for power supply stations; phenomena, causes of damage, and measures to increase the lifespan of common power supply stations; maintenance content at level 2 and minor repairs for common power supply stations, and some maintenance content at level 1 according to the manufacturer's regulations for new generation power supply stations. Firmly grasp tolerance specifications, assembly properties, and types of thread and dovetail assemblies; symbols for metals, non-metals, electrical materials, fuels, oils, and greases commonly used.

2. Able to draw axial views, mark certain tolerances on drawings; dimensions, surface finish, hardness, parallelism, perpendicularity according to TCVN standards, signs and signals on power supply station clusters and systems. Proficient in using common handheld measuring tools (spring scales, vernier calipers, micrometers, dial indicators...). Capable of performing maintenance at level 2 and minor repairs for common power supply stations, and some maintenance content at level 1 for new generation power supply stations. Able to check and adjust fuel injectors, set high-pressure pumps, achieve ignition angle requirements; repair lubrication, cooling, and braking system components to meet technical requirements; inspect primary and secondary circuits of the electrical system, rectify phase-to-ground and phase-to-neutral faults, arrange loads across phases. Proficient in repairing dual starting switches, relays, multi-level switches, and low-voltage power distribution systems; adjust mechanical-type voltage regulators; repair minor faults in common charging units; prepare technical condition inspection reports in accordance with regulations.

Article 9. Standards for Level 4 Technician

1. Understand material, spare parts, fuel, oil, grease consumption rates, and labor usage in dismantling, technical maintenance, and repair of power supply stations; the operating principle of new generation power supply stations; technological processes for machining and restoring some simple components of common power supply stations. Proficient in reading detailed drawings, symbols on cross-sections, dimensions, and structural drawings; properties and uses of steel and cast iron, and basic concepts of heat treatment and chemical heat treatment; names and usage regulations for fuels, oils, greases, and working fluids for power supply stations; construction and usage methods of measuring tools; measurement and inspection methods for key engine component dimensions (cylinders, cylinder heads, pistons, rings, camshafts, bearing shells...); operating principle of four-stroke internal combustion engines, capable of analyzing with P-V diagrams; functions, structures, and operating principles of common power supply station systems; maintenance content at level 2 and reasons for component, system damage in common power supply stations, maintenance content at level 1 for new generation power supply stations.

2. Able to draw detail drawings from assembly drawings, cross-sections, intersection lines, find traces of simple objects; explain tolerance conventions on assembly drawings; read symbols marked on power supply station clusters and systems. Proficient in performing maintenance at level 2 and medium repairs for common power supply stations; maintenance at level 1 and minor repairs for new generation power supply stations according to manufacturer's regulations. Capable of checking and adjusting fuel injectors, high-pressure and low-pressure pump operations, replace components of the fuel supply, lubrication, and cooling systems to meet technical requirements. Calibrate mechanical-type and semi-conductor voltage regulators, install current-limiting circuits with selenium rectifiers and diodes. Perform some tasks of a Level 2 mechanical machinist (marking, drilling, boring, punching, filing, bending, straightening simple components...).

Article 10. Standards for Technician Level 5

1. Master the technological characteristics of metal processing (casting, pressure processing, welding, and cutting metals...); technical standards and inspection procedures for repairing assemblies and parts (magnets, voltage boosters...); technical standards and inspection procedures for repairing assemblies and parts (carburetors, camshafts, pistons, fans, speed regulators, high-pressure pumps, air distribution valves, power couplings...); requirements for maintenance level 2 and medium repairs of new generation power stations; regulations, quotas for materials, fuels, oils, greases... used in the installation, technical maintenance, and repair of common power stations. Firmly grasp the rules and conventions in assembly drawings, process drawings, design drawings according to TCVN; methods for determining tolerances of components on power stations; properties and functions of aluminum, aluminum alloys, copper, copper alloys, non-metallic materials, electrical materials, and commonly used fuels, oils, greases; schematic diagrams of the combined electrical circuits of common power stations; effects, structures, operating principles of some assemblies and systems of new generation power stations; technical requirements for corresponding spare parts for replacement during repairs (capacitors, resistors, ICs, bipolar transistors, triode transistors...); effects, structures, operating principles of systems installed on common power stations; standards for medium repairs of common power stations.

2. Be able to draw process drawings for repairing and restoring some key components of common power stations. Skillfully use measuring tools to determine the technical condition of components and assemblies belonging to engines and electrical equipment of power stations. Assemble electrical circuits according to schematic diagrams (electrical circuits of automatic and manual voltage regulation blocks...). Wind transformers, current transformers, relays of common power stations to meet technical standards. Skillfully install camshafts, ignition angles, high-pressure pumps, pneumatic starting distributors for common engine power stations to meet technical requirements. Repair crankshaft-connecting rod mechanisms, air distribution systems, power transmission systems, fuel supply systems, lubrication systems, cooling systems, braking systems of engines, and medium repairs of common power stations to meet technical requirements. Perform maintenance level 2 and medium repairs of new generation power stations to meet technical requirements. Skillfully use machine tools (table drill, grinding, and mechanical turning machines), tools (threading bench, tap, drill bits, turning tools, reaming tools...) to produce simple components according to manufacturing drawings to meet technical requirements. Develop plans and estimates for labor, materials, spare parts, fuels, oils, greases to carry out installation, technical maintenance, and repair of common power stations; effectively manage repair teams.

Article 11. Standards for Technician Level 6

1. Understand the properties, functions, and usage scope of semiconductor materials; structure, principle, and usage procedures of measurement instruments (cable testers, resistance meters, waveform meters, digital meters...); basic characteristic curves of internal combustion engines, braking characteristic curves of trailer brakes; major repair standards for common power stations; control circuits of new generation power stations. Proficiently understand the rules and conventions on technical drawings within the mechanical group; dimensions and technical standards of assemblies and components on common power stations; schematic diagrams of electrical circuits of common power stations and the operating principles of internal combustion engines, analyze forces acting on key components of engines, dynamic balance forces of multi-cylinder engines; technical requirements for maintenance level 2 and medium repairs of new generation power stations; regulations, quotas for materials, fuels, oils, greases, labor used in the installation, technical maintenance, and repair of common power stations.

2. Skillfully draw manufacturing drawings, develop machining and repair restoration processes for some components of power stations; skillfully use specialized equipment to test and accept generators, relays, regulators. Be able to perform major repairs of common power stations to meet technical requirements; proficiently perform medium repairs of new generation power stations to meet technical requirements; inspect and repair electrical tools, skillfully calibrate control panels; assess technical conditions, determine repair levels, and accept, run tests on power station assemblies after repairs according to technical standards; skillfully develop technological processes, labor quotas, materials, fuels, times to carry out maintenance and repair work on common power stations; properly prepare technical files when testing and accepting common power stations after major repairs according to regulations; guide lower-level workers in installation, technical maintenance, and repair of power stations to meet technical requirements; effectively manage mobile repair teams.

Article 12. Standards for Level 7 Technician

1. Master digital control circuitry; basic theory of radio technology, automation; structure and operating principles of new generation power station equipment. Proficient in installation drawings and circuit diagrams of power station equipment; tolerance and deviation in assembly of size chains; function, structure, and operating principle of common electrical measuring instruments, electromagnetic and digital meters; function, structure, and operating principle of internal combustion engines, external combustion engines, electrical engineering, and electric machines; repair and restoration procedures for common power station equipment components; technical standards for major repairs of common power station equipment and diagnostic, maintenance, and repair standards for new generation power station equipment.

2. Able to draw installation drawings and proficiently establish technological processes for repairing and restoring common power station equipment components; read proficiently symbols and signals recorded on power station system clusters; use testing equipment and specialized tools for maintenance, storage, and repair of power station equipment; proficiently perform major repairs on common power station equipment and new generation power station equipment; accurately determine repair levels, acceptance, and testing of power station system clusters and equipment according to technical standards; inspect and calibrate control panels of new generation power station equipment; assess technical condition, synchronization, and quality grading of power station equipment according to regulations; guide lower-level technicians to establish major repair procedures for motor clusters, undercarriage systems, and generator sets of common power station equipment; command and manage mobile repair teams effectively.

Chapter III
TECHNICAL GRADE STANDARDS FOR REPAIR TECHNICIANS
REPAIR

MOTOR - UNDERCARRIAGE OF POWER STATION EQUIPMENT

Article 13. General Standards

1. Have basic knowledge in the field of motor-undercarriage repair of power station equipment, knowledge about inspection, environmental standards for power station equipment, labor safety; explain symbols recorded on motor-undercarriage clusters, systems, and components of power station equipment; master the Technical Operation Regulations for Vehicles and Machinery, and the Technical Operation Regulations of the Vietnam People's Army; have knowledge in military, political, economic, cultural, and social fields to meet job requirements.

2. Perform operational, preservation, storage, maintenance, and repair tasks of motor-undercarriage power station equipment according to procedures and technical requirements specified for each technician level; understand and explain symbols recorded on motor-undercarriage clusters, systems, and components of power station equipment.

Article 14. Standards for Level 1 Technician

1. Understand concepts of cross-sections, cuts, lines, contact traces, intersection lines; assembly tolerance conventions for loose joints, tight joints, and intermediate joints; concepts of metals, alloys, non-metals; symbols of some common materials (cast iron, steel...); function, structure, and operating principle of four-stroke internal combustion engines and gear drive systems, differential; operation modes, regulations, preservation, and regular maintenance content of common power station equipment motor-undercarriages.

2. Use tools and measuring instruments to perform operational, preservation, storage, and regular maintenance tasks of common power station equipment motor-undercarriages; carry out operational, preservation, and regular maintenance content and some maintenance tasks of common power station equipment motor-undercarriages to meet technical requirements.

Article 15. Standards for Level 2 Technician

1. Master basic concepts of projection, intersection lines, methods to find projections; concepts, characteristics of joints, assembly tolerances according to TCVN; names, components, properties, symbols, usage scope of metal materials (iron, copper, aluminum, cast iron, steel...), non-metallic materials (rubber, wood...); names, properties, usage regulations of oils, greases, fuels for power supply stations; functions, uses, operation principles of systems (fuel supply, lubrication, cooling, air distribution, muffler exhaust system, braking system, suspension system...) of common power supply stations; phenomena, causes of damage to engines - chassis of common power supply stations, ways to fix them; understand regular maintenance content for new generation power supply station engines; regulations on inspection and environmental standards for power supply stations. Be proficient in content, procedures, requirements for operation, storage, sealing, maintenance 1, and minor repairs of some units belonging to engines - chassis of common power supply stations.

2. Able to draw third angle projections and perspective drawings of simple objects. Record some tolerance symbols on drawings; skillfully use equipment and measuring tools to perform maintenance and repair work on engines - chassis of common power supply stations; skillfully carry out maintenance 1 and some parts of maintenance 2 on engines - chassis of common power supply stations, some parts of maintenance 1 on engines - chassis of new generation power supply stations; repair fuel supply systems, cooling systems, lubrication systems, braking systems, suspension systems of common power supply stations to meet technical requirements; inspect and deploy power supply stations that meet technical requirements; skillfully record books after storing, maintaining, and repairing engines - chassis of power supply stations according to regulations.

Article 16. Standards for Level 3 Technician

1. Master conventions for drawing axial projections, cross-sections, intersection lines of simple objects; pressure processing methods, cutting machining repair methods; installation procedures for camshaft, adjusting valve clearance, brake shoe clearance adjustment; content, procedures for maintenance 2 and minor repairs of engines - chassis of common power supply stations; content, procedures for maintenance 1 of engines - chassis of new generation power supply stations. Proficient in regulations on tolerances, fit properties, and types of thread fits, keyway fits; symbols of metals, non-metals, fuels, oils, greases commonly used; effects, structures, operating principles of systems installed on engines - chassis of common power supply stations; scraping and installing new bearing shells procedures; cleaning combustion chamber procedures; content, procedures for maintenance 1 of common power supply stations; regulations, standards on the environment for engines - chassis of power supply stations.

2. Able to draw axial projections, record some size tolerances, surface finish, hardness, parallelism, perpendicularity according to TCVN. Read marks and signals recorded on engines - chassis of power supply stations; skillfully use common handheld measuring tools; skillfully carry out maintenance 2, minor repairs on engines - chassis of common power supply stations and maintenance 1 on engines - chassis of new generation power supply stations; check and calibrate fuel injectors, set high-pressure pumps, ignition angles of engines of common power supply stations to meet technical requirements; check and make minor repairs on components of engines - chassis of power supply stations to meet technical requirements. Able to prepare technical condition inspection reports for engines - chassis of power supply stations in accordance with regulations.

Article 17. Standards for Technician Level 4

1. Master the method of finding intersection lines, traces; symbols and conventions on assembly drawings and technological drawings according to TCVN; the function, structure, and operating principle of assemblies and systems installed on new generation power station engines and undercarriages; regulations on material quotas, spare parts, fuel, oil, grease, labor usage in maintenance, technical preservation, and repair of general power station engines and undercarriages; technological processes for machining, repairing, and restoring some simple components of general power station engines and undercarriages. Understand the properties and functions of steel and cast iron; basic concepts of heat treatment and chemical heat treatment; names and usage regulations of fuels, oils, greases, working fluids for power station engines and undercarriages; construction and usage methods of measuring tools. Master the measurement and inspection methods for key engine components (cylinders, cylinder heads, pistons, rings, camshafts, bearing shells...). Understand the function, structure, operating principle, and causes of failure of assemblies and systems installed on general power station engines and undercarriages; content and process of maintenance level 2 and causes of failure of assemblies, components, and systems of general power station engines and undercarriages; content of maintenance level 1 for new generation power station engines and undercarriages.

2. Be able to draw detail drawings from assembly drawings, cross-sections, intersection lines, and traces of simple objects. Determine the tolerance of components installed on power station engines and undercarriages. Read and analyze symbols recorded on assemblies and systems of power station engines and undercarriages; proficiently perform maintenance level 2 and minor repairs on general power station engines and undercarriages; perform maintenance level 1 and minor repairs on new generation power station engines and undercarriages as prescribed; install and set camshafts, high-pressure pumps, check and adjust fuel injectors, high-pressure pumps, low-pressure pumps of some general power station engines; carry out major repairs on some assemblies of the system (fuel supply system, lubrication system, and cooling system) meeting technical requirements; inspect, repair, and replace crankshaft bearings, connecting rod bearings of general power station engines meeting technical requirements; operate lathes, grinders, drills; weld simple joints; perform tasks such as marking, drilling, cutting, punching, filing, forging, straightening for machining, repairing, and restoring some simple components; prepare technical inspection reports on power station engines and undercarriages after repair in accordance with regulations.

Article 18. Standards for Technician Level 5

1. Master the technological characteristics of metal processing and alloys (casting, pressure working, metal welding and cutting...); technological processes for machining and repairing basic components of engines and assemblies and systems of general power station undercarriages. Understand the regulations and material quotas, materials, fuels, oils, greases, labor usage in maintenance, technical preservation, and repair of general power station engines; technical requirements for maintenance level 2 and minor repairs on new generation power station engines and undercarriages. Master the regulations and conventions in assembly drawings, technological drawings, and design drawings according to TCVN; names and usage regulations of fuels, oils, greases, working fluids for power station engines and undercarriages; methods for determining tolerances of components on power station engines and undercarriages; standards, basic dimensions, and assembly conditions of key engine components (cylinders, pistons, rings, camshaft bearing shells, crankshaft bearing shells...); performance, functions, and usage methods of common measuring tools; operating principles of assemblies and systems on new generation power station engines and undercarriages (electronic fuel injection system, electronic speed control system, electronic diesel injection system, automatic control system, brake warning and safety system...); standards for major repairs on general power station engines and undercarriages.

2. Be able to draw technological drawings, establish machining and repair restoration procedures for some components of general power station engines and undercarriages; read and analyze marks and signals recorded on power station engines and undercarriages; inspect and evaluate the technical condition of components and subcomponents for major repairs on general power station engines and undercarriages. Calibrate high-pressure pumps on specialized equipment. Perform major repairs on general power station engines and undercarriages; maintenance level 2 and minor repairs on new generation power station engines and undercarriages; operate mechanical processing equipment (grinders, reamers, lathes, drills...) to machine, repair, and restore some basic components of general power station engines and undercarriages (crankshafts, cylinders, camshaft bearings, gears, brake linings...) meeting technical requirements. Develop plans and estimates of labor, materials, spare parts for maintenance, technical preservation, and repair work on general power station engines and undercarriages; effectively manage mobile repair teams.

Article 19. Standards for Technician Level 6

1. Firmly grasp the names, properties, factors affecting the quality of gasoline, oil, grease, working fluids, and storage measures; structure, operating principles, and factors affecting the power of internal combustion engines, causes of cylinder and piston wear, reasons for engine and braking system failures, suspension system failures; technical standards for major repairs of common power station engine frames; technical requirements for maintenance level 2 and major repairs of new generation power station engine frames; labor norms, materials, spare parts, fuel, and lubricants used in hoisting, technical maintenance, and major repairs of common power station engine frames.

2. Able to draw manufacturing drawings, establish technological processes for repairing and restoring engine frame parts of power stations; skillfully operate machine tools, measuring equipment, and gauges. Perform crankshaft grinding, cylinder boring, bearing lining, valve seat machining, camshaft grinding to technical standards for technical maintenance and repair of power station engine frames. Skillfully perform major repairs of common power station engine frames; maintenance level 2 and major repairs of new generation power station engine frames meeting technical requirements; inspect and evaluate the technical condition, determine the repair level, and conduct trial runs of power station engines after repairs according to regulations; skillfully establish technological processes; labor norms, materials, fuel, time for maintenance and major repairs of common power station engine frames and technical files when conducting trial runs and acceptance of power station engine frames after repairs according to regulations; guide lower-level technicians in hoisting, technical maintenance, and repair of power station engine frames according to technical standards; effectively manage mobile repair teams.

Article 20. Standards for Technician Level 7

1. Firmly grasp the functions and uses of digital technical measuring equipment and the functions, uses, and methods of using common measuring devices and tools; regulations and conventions on various types of technical drawings in the mechanical industry group; dimensions and technical standards of parts of common power station engine frames; heat treatment processes (annealing, quenching, tempering, normalizing...); environmental factors affecting the lifespan of power station engine frames; phenomena, causes, and methods to overcome failures of common power station engine frames; effects, structures, operating principles, and usage requirements of assemblies and systems installed on new generation power station engine frames; repair and restoration processes of power station engine frame parts; technical standards for major repairs of common power station engine frames; diagnostic, maintenance, and repair standards for new generation power station engine frames.

2. Draw assembly drawings and skillfully establish technological processes for repairing and restoring parts of common power station engine frames. Read and analyze signs and signals recorded on power station engine frames. Skillfully use testing equipment and specialized equipment to perform hoisting, technical maintenance, and major repairs of common power station engine frames; skillfully perform major repairs of common power station engine frames; major repairs of new generation power station engine frames meeting technical requirements; machining, repairing, and restoring parts (boring cylinder block, crankshaft grinding, cylinder honing...) to technical standards. Skillfully determine repair levels and conduct inspections and tests of power station engine frame assemblies; guide lower-level technicians in performing major repairs of power station engine frames according to technological processes; inspect, evaluate the technical condition, synchronization, and classify the quality of power station engine frames according to regulations; participate in research, improvement, and application of technical advancements on power station engine frames.

Chapter IV
TECHNICAL GRADE STANDARDS FOR REPAIR TECHNICIANS
ELECTRICAL REPAIR

POWER STATION

Article 21. General Standards

1. Possess basic knowledge about the specialized field of electrical repair for power supply stations, knowledge on inspection, environmental standards for power supply stations, labor safety, electrical safety; be able to explain the symbols recorded on various components, systems, and details of the power supply station's electrical system; firmly grasp the Technical Operation Regulations for Motor Vehicles and the Technical Operation Regulations for the Vietnam People's Army; have knowledge about military affairs, politics, economy, culture, and society that meet the requirements of tasks.

2. Carry out operational, maintenance, sealing, preservation, and repair activities of the power supply station's electrical system according to procedures, meeting technical requirements specified for each level of worker; understand and explain the symbols recorded on various components, details, and equipment of the power supply station's electrical system.

Article 22. Standards for Level 1 Workers

1. Understand the concepts of cross-sections, cuts, lines, contact points, intersection lines; the concepts of metals, alloys, non-metals, electrical materials; comprehend the symbols of some common materials (copper alloy, semiconductors, insulators, electrolytes...); the concepts of impedance, inductive reactance, electromagnetic induction, mutual induction, Foucault current, electromagnets, permanent magnets. Understand the theory and techniques of winding wires; the function, structure, and operating principle of batteries, direct current generators, and common alternating current generators; operational, maintenance, sealing, and regular maintenance content for batteries and common direct current and alternating current generators.

2. Proficiently use tools and measuring instruments to perform operational, maintenance, sealing, and regular maintenance work on batteries and common electrical equipment at power supply stations. Able to carry out operational, maintenance, regular maintenance, short-term sealing, and some maintenance content for common electrical equipment at power supply stations; maintenance and usage content for batteries; check battery voltage and replenish battery solution to meet technical requirements.

Article 23. Standards for Level 2 Workers

1. Understand basic concepts about projection, intersection lines, methods to find projections; conventions, symbols, standards, and technical specifications on electrical schematic drawings; symbols and properties of conductive, insulating, and semiconductor materials; names, functions, and operating principles of meters and the functions, structures, and operating principles of common electrical equipment installed at power supply stations; functions, structures, operating principles, and usage regulations of devices and measuring tools for technical maintenance and repair of electrical systems (voltmeter, ammeter, ohmmeter, multimeter...); content and procedures for operation, maintenance, sealing, and regular maintenance of common electrical equipment installed at power supply stations; content and procedures for operation, maintenance, sealing, and regular maintenance of new generation electrical equipment at power supply stations; regulations on inspection and environmental standards for power supply stations. Firmly grasp fundamental laws in general electricity programs; electrical safety rules, first aid for electric shock, and personal protective equipment.

2. Be able to draw third-angle projections and perspective views of simple objects, schematic diagrams of electrical systems at common power supply stations. Read and record some symbols and technical specifications on electrical schematic drawings; explain the operating principle of the schematic diagram of the electrical system at common power supply stations. Perform regular maintenance on new generation electrical equipment at power supply stations; proficiently carry out content of maintenance 1 and minor repairs, some maintenance 2 content, long-term sealing of common electrical equipment installed at power supply stations to meet technical requirements; disassemble, assemble, inspect, adjust, replace parts of electrical equipment assemblies on common power supply stations (generators, starters, batteries, distribution boards...) to meet technical requirements; connect and convert star and delta circuits according to voltage requirements; check the concentration of the electrolyte, voltage, and current of batteries, charge batteries according to specified regimes; implement power supply stations to meet technical requirements; synchronize two to three power supply stations into the system using synchronization lights and voltmeters; proficiently use measuring instruments (voltmeter, ammeter, ohmmeter, multimeter...) to perform repair work to meet technical requirements; accurately record books after maintaining, preserving, and repairing electrical equipment at power supply stations according to regulations.

Article 24. Standards for Level 3 Technician

1. Master the conventions for drawing axial projection views, cross-sections, intersection lines of simple objects; diagrams of direct current, single-phase alternating current, three-phase alternating current electrical systems; basic laws in general electricity programs; phenomena, causes of failures, measures to extend lifespan, contents of maintenance level 2, minor repairs of common power station electrical equipment and maintenance level 1 of new generation power station electrical equipment. Master the symbols, insulation standards of various insulating materials (wood, fabric, plastic, mica, insulating paint, phosphor bronze...); usage and storage regulations for batteries and methods of charging, repairing, and restoring batteries; functions, structures, operating principles of DC generators, AC generators, synchronous electric motors, types of electrical devices, and electrical equipment on common power stations; conditions for synchronous parallel operation and basic methods of synchronous parallel operation of common power stations; procedures for inspecting, operating, sealing, and safety testing standards of electrical systems at power stations.

2. Draw, record, and explain symbols on electrical system diagrams of common power stations; draw axial projection views and record basic tolerances on drawings. Proficiently use tools and equipment to skillfully perform maintenance level 2, minor repairs, long-term sealing of common power station electrical equipment and maintenance level 1 of new generation power station electrical equipment to meet technical requirements; prepare inspection reports on the technical condition of power station electrical equipment in accordance with regulations.

Article 25. Standards for Level 4 Technician

1. Master basic knowledge about automatic control, digital automatic control, and automatic elements; basic methods of speed control, automatic start-up control, and automatic protection control. Proficiently understand detailed drawings and structural drawings; conventions and symbols recorded on semiconductor devices, microcircuits; marks, signals, technical specifications, storage and usage regulations for electrical materials, components, and materials according to TCVN standards; functions, structures, operating principles of automatic control circuits, digital automatic control circuits, commonly used semiconductor electronic components (two-terminal semiconductors, three-terminal semiconductors, voltage stabilizer lamps, single-crystal junction diodes, two-terminal controlled semiconductors...) and electrical equipment and devices on common power stations. Proficiently understand procedures for inspecting, operating, sealing, maintenance level 2, and minor repairs of common power station electrical equipment; maintenance level 1 and some contents of maintenance level 2 of new generation power station electrical equipment; safety testing standards of electrical systems at power stations.

2. Skillfully draw, record, and explain symbols on motor control circuit diagrams, voltage adjustment circuit diagrams, synchronization circuit diagrams, insulation testing circuit diagrams of generators on common power stations; proficiently perform maintenance level 2, minor repairs of common power station electrical equipment; maintenance level 1, minor repairs of new generation power station electrical equipment to meet technical requirements; read replacement wiring diagrams of power station electrical systems to meet technical requirements. Proficiently use mechanical processing equipment (lathes, welding machines...); skillfully weld solder joints, copper joints; repair and restore some simple parts to meet technical requirements; prepare inspection records on the technical condition of power station electrical equipment after repairs in accordance with regulations.

Article 26. Standards for Technician Level 5

1. Master the names, properties of electrical materials used in repairing power supply stations; technical standards and inspection procedures for repairing components (magnets, voltage increasers...); maintenance requirements level 2 and minor repairs for new generation power station electrical equipment; environmental factors and usage conditions affecting the lifespan of power station electrical equipment; the function, structure, and operating principles of semiconductor devices used in new generation power stations. Proficiently understand conventions, symbols on electrical system drawings of common power supply stations; the function, structure, and operating principles of semiconductor rectifier circuits and electronic semiconductors; basic methods to control speed, automatic start-up, and protection of various types of generators; technical requirements for corresponding replacement parts in repairs (capacitors, resistors, ICs, two-terminal and three-terminal semiconductors...); maintenance requirements level 2 and major repairs for common power station electrical equipment; regulations and material, labor norms for sealing, technical maintenance, and repair of common power station electrical equipment.

2. Skillfully draw and explain symbols on control motor circuit diagrams, voltage adjustment circuits, synchronous parallel circuits, generator insulation test circuits of common power supply stations. Capable of performing major repairs on DC and AC generators, AC motors, semiconductor power controllers, and electrical tools; skillfully calibrate control panels for common power supply stations. Skillfully perform maintenance level 2 and minor repairs on new generation power station electrical equipment to meet technical requirements. Proficiently use testing and inspection equipment to maintain new generation power station electrical equipment according to regulations. Develop plans and estimates for labor, materials, and spare parts for sealing, technical maintenance, and repair of common power station electrical equipment; effectively manage mobile repair teams.

Article 27. Standards for Technician Level 6

1. Master calculation methods, selection of electrical machines and tools used in common power supply stations; the function, structure, and operating principles of semiconductor devices and automatic control systems installed in new generation power stations; technical requirements for major repairs of new generation power station electrical equipment. Thoroughly understand conventions, symbols, specifications on electrical system drawings; names, properties of electrical materials used to manufacture power station electrical equipment; the function, structure, and operating principles of semiconductor control circuits, digital control circuits; environmental factors and usage conditions affecting the lifespan of power station electrical equipment components and equipment; technical standards for major repairs of common power station electrical equipment; regulations on labor, material, spare part, fuel, lubricant norms used in sealing, technical maintenance, and major repairs of common power station electrical equipment.

2. Skillfully draw and explain symbols on electrical circuit diagrams of new generation power stations. Proficiently use testing and inspection equipment to inspect and repair power station electrical equipment according to regulations. Skillfully perform major repairs on common power station electrical equipment and some new generation power station electrical equipment clusters to meet technical requirements. Inspect, evaluate technical condition, determine repair levels; accept and test common power station electrical equipment after repairs according to regulations. Skillfully establish technological processes; material, material, oil, grease, labor norms for sealing, technical maintenance, and major repairs of common power station electrical equipment; establish technical files when testing and accepting power station electrical equipment after major repairs according to regulations; guide lower-level technicians in sealing, technical maintenance, and repair of power station electrical equipment according to technical standards; effectively manage mobile repair teams.

Article 28. Standards for Level 7 Electrician

1. Master technical drawings, symbols, specifications in electrical engineering drawings; names, properties of superconducting materials, semiconductor devices, microcircuits, automatic control systems, digital control systems; methods for calculating the selection of electric motors and electrical equipment; methods for automatically controlling voltage and current according to varying loads, automatic startup and protection of various types of generators; effects, structure, operating principles, usage requirements of new generation power station electrical equipment; environmental factors and usage conditions affecting the lifespan of power station electrical equipment; technical standards for major repairs of common power station electrical equipment; contents, procedures for maintenance, condition diagnosis, and major repairs of new generation power station electrical equipment as stipulated by the manufacturer; technological processes for major repairs of electrical equipment and regulations, material and labor norms used in maintenance, technical preservation, and major repairs of power station electrical equipment.

2. Proficiently draw and establish processing procedures for repairing and restoring components of common power station electrical equipment. Skilled use of specialized testing equipment for maintenance, technical preservation, and major repairs of common power station electrical equipment and new generation power stations; proficiently perform major repairs of power station electrical equipment to meet technical requirements. Processing and repair restoration of components (winding stators, restoring rotor shafts, semiconductor control circuits...) to technical standards. Proficiently determine levels of repair and testing, acceptance of power station electrical equipment; inspect, evaluate technical conditions, classify quality grades of power station electrical equipment according to regulations; guide lower-level technicians in maintenance, technical preservation, and major repairs of power station electrical equipment to meet technical standards; participate in research, improvement, and application of technical advancements on power station electrical equipment.

Chapter V
IMPLEMENTING PROVISIONS

Article 29. Effective Date

This Circular takes effect from December 26, 2013; all previous provisions contrary to this Circular are abolished.

Article 30. Responsibility for Implementation

1. The Director of the General Department of Engineering and Heads of related agencies and units are responsible for implementation.

2. The Director of the Motor-Cycle Department under the General Department of Engineering is responsible for guiding and implementing this Circular./.
