DIRECTIVE
OF THE PRIME MINISTER
On Strengthening Work to Prevent and Control Epidemics
In the first three months of 1994, outbreaks of cholera, meningococcal meningitis, and food poisoning were detected in some provinces. Some localities have not proactively prevented and controlled diseases, have not regularly conducted propaganda and education on hygiene awareness, and have not promptly reported cases, leading to deaths caused by epidemics, causing losses to human lives, health, and livelihoods.
To minimize losses to people and property caused by epidemics, the Prime Minister requests the Chairpersons of People's Committees of provinces and centrally governed cities, Ministers, and Heads of relevant sectors to immediately implement the following tasks:
1. The Chairpersons of People's Committees of provinces and centrally governed cities shall regularly urge and inspect the Health sector and all levels and sectors in implementing the Law on Protecting the Health of the People, hygiene regulations, especially in preventing and controlling infectious diseases and epidemics in their respective localities.
Regularly conduct propaganda and education to encourage the public to take preventive measures for each disease according to the season, so that each person can maintain their own health, report illnesses, enhance personal hygiene, food hygiene, and use clean water.
2. The Ministry of Health shall strengthen guidance on disease prevention, treatment, emergency care, disease surveillance, rapid detection of epidemic areas, and prepare medical supplies, medicines, equipment, and healthcare personnel to respond promptly when epidemics occur.
Promptly rectify the reporting of epidemics. Village and ward leaders who fail to promptly report epidemics to the People's Committee of the district or county and the District Health Center or Provincial Health Department shall bear responsibility. Directors of Health Centers and Provincial Health Departments who know about an epidemic but fail to immediately dispatch anti-epidemic personnel to support shall bear responsibility.
3. The Ministry of Agriculture and Food Industry shall guide the proper handling of organic fertilizers before application; work with the Ministry of Commerce and related sectors to strictly manage processing, slaughtering, and distribution of food products; prohibit the use of industrial dyes or chemical sugars in food production and beverages.
4. The Tourism General Administration and Customs General Administration shall cooperate with health quarantine agencies to effectively monitor and manage to prevent the entry of dangerous diseases transmitted through people and goods sent from abroad.
Ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces, centrally governed cities are responsible for implementing this Directive./.
