THE MINISTER OF TRANSPORTATION
Now hereby promulgates with this Decision the "Regulations on Responsibilities and Forms of Handling for Organizations and Individuals when Violating Management and Operation of Road Traffic Load Control Stations for Motor Vehicles."
Pursuant to Decree No. 40/CP dated July 5, 1996 of the Government on ensuring traffic order and safety for inland waterways;
At the proposal of the Heads of the Legal Department and the Vietnam Inland Waterways Administration,
DECISION:
Article 1. - Amend the provisions on the placement of prohibition signals, restriction signals, and guidance signals in the "Inland Waterway Traffic Signal Rules of Vietnam" issued pursuant to Decision No. 1538 QĐ/KHKT dated August 3, 1992 of the Ministry of Transport as follows: the surface of the signal should be placed perpendicular to the direction of vessel traffic.
The placement of supplementary signal boards remains as previously stipulated: the surface of the signal board should be placed parallel to the direction of vessel traffic.
Article 2. - Supplement the following signal boards indicating obstacles, restriction signals, and guidance signals to the "Inland Waterway Traffic Signal Rules" (with attached appendices):
1. B-5: Signal indicating bottom fishing gear as provided for in Clause 2, Article 76 of Decree No. 40/CP dated July 5, 1996 of the Government.
2. C-II.5: Signal indicating maximum speed limit;
3. C-II.6: Signal indicating sound signal emission;
4. C-III.11: Guidance signal for sports and entertainment areas;
5. C-III.12: Guidance signal for the number of vessels allowed to moor;
6. C-III.13: Guidance signal for the end of a prohibition or restriction regulation.
Article 3. This Decision shall take effect from September 1, 1996.
Any previous regulations that conflict with this Decision are hereby abolished.
Article 4. - Entrust the Director of the Vietnam Inland Waterways Administration to guide and organize the uniform implementation of this Decision throughout the country.
Article 5. The Heads of the Ministry's Office, the Heads of the Legal Department, the Head of the Science and Technology Department, the Director of the Vietnam Inland Waterways Administration, the Directors of Provincial Departments of Transportation, Provincial Departments of Transportation and Construction, and organizations and individuals participating in inland waterway traffic are responsible for implementing this Decision.
