THE MINISTER OF TRANSPORTATION

Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport.

Pursuant to Article 26 of Decree No. 40/CP dated July 5, 1996 of the Government on ensuring traffic order and safety on inland waterways.

To ensure the safety of people, vessels, and goods during the flood season. - Considering the proposal of the Director of the Legal Department and the Director of the Vietnam Inland Waterway Administration.

DECISION:

Article 1. All organizations and individuals operating inland waterway transport vessels during the flood season must implement load reduction in accordance with the provisions of this decision.

Article 2. Load reduction levels:

1. Vessels carrying cargo, passengers, ferries, and long-distance boats shall reduce their load by 10% of the registered tonnage.

2. Short-distance boats shall reduce their load by 25% of the registered tonnage.

Article 3. Time period for load reduction:

Based on the flood patterns in our country, the time period for implementing load reduction each year during the peak flood season in each region is specified as follows:

1. For passenger-carrying vessels:

a) Provinces from Thanh Hoa northward: From July 1 to September 30. b) Provinces from Nghe An southward: From September 1 to November 30.

2. For cargo-carrying vessels:

a) Provinces from Thanh Hoa northward: From July 15 to September 15. b) Provinces from Nghe An southward: From September 15 to November 30.

Article 4. This Decision takes effect from September 1, 1996. Previous regulations on load reduction that conflict with this Decision are hereby abolished.

Article 5. The Heads of the Ministry's Office, Directors of relevant Departments; Director of the Vietnam Inland Waterway Administration; Directors of Provincial Transport Departments, Provincial Transport and Public Works Departments; Relevant organizations and individuals are responsible for implementing this Decision.
