CIRCULAR
Issuing National Technical Regulations
on state reserves for rice

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the National Reserve Ordinance dated April 29, 2004;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:
Article 1. This Circular promulgates the National Technical Regulations on state reserves for rice.
Article 2. This Circular takes effect from July 2, 2012. This Circular replaces Circular No. 61/2009/TT-BTC dated March 26, 2009 promulgating the National Technical Regulations on state reserves for hermetically stored rice.
Article 3. The Director of the State Reserves General Department, heads of agencies, organizations, and individuals related to the management, import, export, and storage of state rice reserves shall be responsible for implementing this Circular.
During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
