Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the establishment, approval, and management of overall socio-economic development plans and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government;
Considering the proposal of the People's Committee of Quang Ngai Province,
DECISION:
Article 1. Approves the overall socio-economic development plan for Quang Ngai Province until 2020, with the main contents as follows:
I. DEVELOPMENT VIEWS
1. Maximizing the potential and advantages of the locality; effectively utilizing all resources to focus on key industries to develop the economy and society, while continuously improving institutions and management mechanisms, implementing the goal of outward-oriented development, opening up, actively integrating, and expanding economic exchanges primarily with provinces along the Central Coast and Central Highlands and the Triangular Development Area of Vietnam-Laos-Cambodia.
2. Striving to maintain the high and sustainable economic growth target aimed at eradicating poverty, improving material and spiritual conditions for the people, developing human resources with a reasonable quality structure by industry and territory.
3. Accelerating the process of restructuring the provincial economy towards industrialization and modernization; focusing on key areas with competitive advantages such as oil refining, steel industry, processing of agricultural, forestry, and aquatic products, and high-tech service sectors to create breakthroughs in development capable of generating significant benefits, forming a provincial economic structure of industry-service-agriculture. At the same time, particular attention should be given to supporting the development of economic and social infrastructure in western districts of the province and residents in flood-prone areas and coastal islands.
4. Developing the economy in conjunction with effectively addressing pressing social issues, improving the material and cultural living standards of the people. Developing high-quality human resources to meet the requirements of key industries such as oil and gas, metallurgy, shipbuilding, and high-quality service sectors. Paying special attention to the development of culture, education, training, and human resource development in rural mountainous areas.
Implementing comprehensive measures to integrate industrial development planning, urban development, and the development of industrial and residential infrastructure with environmental protection requirements in a sustainable ecological direction. Appropriately investing in forest conservation and quality improvement, environmental protection, prevention of industrial and urban pollution, ensuring safe working environments.
5. Combining economic development with national defense and security, consolidating and building a solid political system towards continuously strengthening defense capabilities, constructing basic and interconnected defensive zones. Ensuring the people's security and national defense, maintaining public order and social stability, especially in key and vulnerable areas.
II. DEVELOPMENT OBJECTIVES
1. General Objective
Expanding cooperation and foreign economic relations, broadening domestic and international markets, prioritizing investment in sectors with comparative advantages to achieve high, effective, and sustainable economic growth rates, restructuring the economy towards industrialization, laying the foundation to become an industrial-service province by 2020.
Creating breakthroughs in the development of basic industries with high value-added, services, and high-quality ecological agriculture. Investing in human resource development, particularly high-quality human resources, combined with the application of advanced technology, solving employment for workers; rapidly reducing the number of poor households, improving the material and spiritual living standards of the people.
Closely combining economic and social development with the firm guarantee of national defense and security, protecting the ecological environment. Striving to elevate Quang Ngai to a high position in development among provinces in the Central Economic Zone by 2020.
2. Specific objectives
a) On Economy
- Striving to achieve an average annual economic growth rate of 14% during the period 2011-2015, and approximately 12-13% during the period 2016-2020. The average GDP per capita of the province calculated at 2007 prices will reach about 2,000-2,200 USD/person in 2015 and 4,300-4,500 USD/person in 2020.
- The economic structure will shift towards increasing industry and services, gradually decreasing the share of agriculture in GDP. The share of industry and services will reach about 85-90% in 2015 and over 90% in 2020.
- Forming a large commercial center in Quang Ngai City and a chain of supermarkets in major economic centers of the province. By 2020, the share of services in GDP of Quang Ngai Province will reach 32-35%.
- Implementing measures to increase revenue sources and effectively utilize budget funds on the local scale to raise the ratio of state budget revenue to GDP from 13.2% in 2008 to 18% in 2020.
b) On Society
- Striving to have 99% of primary and lower secondary school students attend school at the appropriate age by 2020; more than 50% kindergartens, 70% primary schools, and 70% secondary schools meeting national standards; 99% of individuals within the age range achieving universal lower secondary education, 35% children attending kindergarten, 85% children attending preschool, and 99% five-year-olds completing one year of preschool preparation for primary school. Striving to achieve the Human Development Index (HDI) at the national average level.
- Annually resolving about 35-38 thousand job positions during the period 2011-2015 and 38-42 thousand positions during the period 2016-2020. The proportion of trained labor reaching over 35% in 2015 and 42% in 2020; agricultural labor decreasing to 47% and 40% respectively in corresponding years.
- Increasing the average income per person in the province to about 1.2 times the national average by 2020. Reducing the poverty rate according to the new criteria to below 8% in 2015 and approximately 6% in 2020.
By 2020, 100% of rural roads will be connected to villages and paved, with 20-30% of roads to hamlets being reinforced. Develop infrastructure and social services comprehensively to ensure that by 2020, 100% of the population has access to national grid electricity, 98% have access to clean and hygienic water, 100% receive primary healthcare, and the rate of malnutrition among children under five years old is reduced to below 5%.
Effectively implement population work and family planning, striving to achieve an average annual population growth rate of 0.9% during the period from 2011 to 2015 and 0.87% during the period from 2016 to 2020.
Strive to achieve 100% of communes, wards, and towns having cultural villages and cultural neighborhoods. Promote gender equality, develop the social security system, and combat social evils. Expand democracy, strengthen ethnic solidarity, enhance the effectiveness of state management. Preserve and promote tangible and intangible cultural heritage.
c) On economic development combined with national defense and security.
Implement tasks to consolidate national defense and security, be ready for combat in all situations, and ensure order and discipline in economic and social activities. Economic and national defense capabilities are strengthened, firmly consolidating the political system to maintain social order and safety. Combine economic development with national defense and security, adapting to the context of deeper integration into the region and internationally. Build economic zones for national defense on land and islands.
d) On rational utilization of natural resources combined with environmental protection and sustainable development.
- Rationally exploit mineral resources and water resources, plan land use changes reasonably and safely, ensuring food security and ecological sustainability.
- Ensure forest coverage exceeds 50%, collect and treat 95% of household waste in urban areas and 65% in rural areas; 100% of hazardous industrial waste and medical waste; collect and treat approximately 65% of wastewater.
III. DIRECTION FOR DEVELOPMENT OF INDUSTRIES, SECTORS AND KEY PRODUCTS
1. Industry: Fully exploit the potential and comparative advantages of the Province to develop industry at a high pace, especially those advantages gained from the Dung Quat Economic Zone; create breakthroughs in economic development and structural transformation of the Province. Strive to increase the share of GDP from industry and construction to 60% by 2020.
- Petroleum Refining Industry:
Period 2011-2015: Develop the petrochemical industry and products derived from oil such as liquefied petroleum gas (250 thousand tons/year), N-paraffin (65 thousand tons/year); produce polystyrene plastic (60 thousand tons/year), produce black coal (50 thousand tons/year); produce industrial detergents (80 thousand tons/year) with total investment of about 250 million USD. Implement projects for LAB, Carbon Black, Radian rubber tires, plastic PVC, PE production. Expand the current oil refinery capacity to 10 million tons and prepare conditions for developing a new petrochemical complex at Dung Quat.
Period 2016-2020: Develop a new oil refining complex, increasing the total value of petrochemical products by 1.5 to 2 times compared to 2015 and increasing the added value of the sub-sector by three times compared to 2015.
- Metal Processing, Shipbuilding, and Electronics Information Technology Industries:
Invest in producing advanced mechanical and electronic equipment to meet export and domestic consumption needs; process non-standard equipment to serve the construction of the Dung Quat Economic Zone, Van Tuong City, and other industrial parks in the region.
Develop the electronics information technology industry towards software processing and system integration to support the development of machinery and electronic equipment, production lines of enterprises in the province.
- Agricultural, Forestry, and Aquatic Product Processing Industry:
Modernize production equipment to produce high-quality products, ensuring food hygiene and safety standards for aquatic, forestry, and livestock product processing for export. Strive to achieve a production value of the agricultural, forestry, and aquatic product processing industry and food products reaching 14% of the provincial industrial production value by 2020.
- Building Materials, Porcelain, and Glass Industry:
Increase the capacity of additive processing plants; clinker grinding plant; brick manufacturing plant; establish a steel sheet production plant with an annual capacity of 1.5 million square meters; centrifugal concrete pipe production plant with a daily capacity of 100 pipes. Increase the proportion of sub-sector production value to 6.2% of the provincial industrial production value by 2020.
- Mining Industry:
Invest in new quarries and expand the extraction capacity of rock in the western area of Doc Soi (Binh Chan, Binh Nguyen) district of Binh Son; the area of Binh My, east of Tra Bong district (Tra Son, Tra Phu) and Tinh Hiep; the area of Pho Phong district of Duc Pho and Ba Dong district of Ba To (along National Highway 24); the southern area of Duc Pho (Pho Hoa, Pho Khanh, and Pho Thach).
Invest in mineral water production facilities at Binh Dong (Trà Bình commune, Tra Bong district), exploiting and utilizing the Nghia Thuan and Thach Tru mineral water sources, and Thach Bich mineral water. Invest in the exploitation and processing of other valuable minerals in the locality such as iron, titanium, tin, rare earths, etc.
- Textile Garment and Leather Footwear Industry:
Expand the capacity of garment factories by an additional 3-3.5 million pieces per year. Establish a sports shoe factory with an annual capacity of 1 million pairs; a polyethylene fiber production factory with an annual capacity of 200 thousand tons.
- Electricity Production and Water Distribution Industry:
Focus on investing in building and operating hydropower plants according to the provincial power planning (15 plants), prioritizing first those on the Tra Khuc River with a total capacity of 40 MW; Nui Trong Hydropower Plant (16 MW); Dakring Hydropower Complex (170 MW).
Continue to invest in upgrading the water supply system and increasing the capacity of the water treatment plant in Quang Ngai city to 45,000 cubic meters/day-night; complete phase II of the Dung Quat water treatment plant to reach 100,000 cubic meters/day-night. Invest in a water treatment plant for steel production with a capacity of 33,000 cubic meters/day-night.
- Small-scale Industry and Village Crafts:
Restore and develop traditional crafts, improve product quality to meet increasingly high market demands. Introduce and develop new industries: mushroom cultivation, ornamental plants, ornamental animals, flower making, embroidery, and handicraft production.
- Develop industrial zones and clusters:
Develop provincial industrial parks in conjunction with the Dung Quat Economic Zone towards modernization and integration. Strive to fully occupy the Tinh Phong and Quang Phu Industrial Parks by 2015, achieving an annual growth rate of over 3.0% for all industrial parks. After 2010, expand the Tinh Phong Industrial Park by an additional 209 hectares and construct residential areas for these industrial parks.
Plan industrial clusters - small and medium-sized enterprises - craft villages in districts with a total area of approximately 560 hectares, providing employment for about 45,000 workers. Among them: In Duc Pho district, plan four industrial clusters - small and medium-sized enterprises - craft villages: Sa Huynh (5 hectares), Phu Phong (10 hectares), Go Hoi (5 hectares), and Phu Khanh Industrial Cluster (5 hectares); in Tu Nghia district, plan La Ha Industrial Cluster (50 hectares) and industrial points at Co Luu and Nghia Thuan; in Nghia Hanh district, expand Dong Dinh Industrial Cluster from 10 hectares to 30 hectares and establish Hai Mountain Industrial Cluster in Hau Phuoc Commune with a scale of 5 hectares; in Binh Son district, develop four industrial clusters: Binh Nguyen (20 hectares), Binh Khuong (15 hectares), Dong Town Center Chau O (10 hectares), and Binh Hiep (20 hectares); in Mo Duc district, complete Quan Lat Industrial Cluster and increase its scale to 20 hectares after 2010, establish Thach Tru Industrial Cluster (20 hectares), and consider establishing a western Mo Duc Industrial Park after 2015; in Son Tinh district, complete Tinh Anh West Industrial Cluster and the craft village-industrial point in Son Tinh Town. Expand the An Hai craft village-industrial point in Ly Son Island District from 1 hectare to 2 hectares.
2. Services: Rapidly and diversely develop various service forms, increasing the share of services in GDP to 30.8% by 2015 and over 32.4% by 2020. The value of export goods and services should reach 400-410 million USD by 2020.
- Commerce:
Strive to achieve a social retail sales growth rate of 16-18% annually during the period 2011-2015 and 16% annually during the period 2016-2020.
During the period 2011-2015, complete the construction of 189 markets; prioritize the Dung Quat Market, the city's agricultural products wholesale market, and the Duc Pho Market.
During the period 2016-2020, build new comprehensive agricultural markets in Nghia Chanh (Quang Ngai City) and Son Tinh. Construct general supermarkets in Quang Ngai City, Dung Quat Economic Zone, Doc Soi, and Duc Pho. Establish two export-import cargo storage areas in the Sa Ky Port and Dung Quat Port regions, and one to two domestic cargo storage areas serving internal circulation outside Quang Ngai City and Van Tuong City. Build a new Dung Quat Port warehouse with a capacity of 60,000 cubic meters, capable of receiving ships with a deadweight tonnage of 30,000 DWT. Form trading floors, auction centers, online supermarkets, and develop e-commerce.
- Tourism:
Rapidly, stably, and sustainably develop the tourism industry towards cultural-historical, ecological, festival, and environmental landscape tourism, achieving high economic efficiency linked to investment in protecting and restoring the environment, promoting cultural traditions, and ethnic identity.
Plan to develop five main tourist areas: central tourist area (Quang Ngai City and surrounding areas), northeastern tourist area (Van Tuong and surrounding areas), southern tourist area (Sa Huynh Beach and surrounding areas), southwestern tourist area (Bat Bo and surrounding areas), northwestern tourist area (Tra Bon and surrounding areas); key tourist spots include Thien Dang (Khe Hai), Van Tuong, Ba Lang An, My Khe, Sa Huynh, Nuoc Trong - Ca Dam. Simultaneously, build intra-provincial tourist routes and effectively exploit inter-provincial tourist routes. Combine the development of eco-tourism and traditional craft villages in mountainous districts.
- Tourism transportation:
Invest in upgrading Sa Ky Port and transportation means to Lý Sơn Island.
Implement the construction and management of intra-provincial transportation planning and organize the opening of inter-provincial passenger transport routes. First, encourage the addition of several high-quality bus routes, gradually develop taxi systems and bus routes from Quang Ngai City to districts.
- Financial, banking, insurance services:
Strengthen local capital mobilization activities of banks and other credit organizations, expand investment capital for various economic sectors, ensuring stable, safe, sustainable, and efficient credit growth.
Promote insurance activities (life and non-life) and other financial services (leasing, credit card services, financial advisory...) in conjunction with the development of the Dung Quat Economic Zone.
Rapidly develop other service forms such as training services, consulting services, technology transfer...
3. Agriculture, forestry, fisheries
Develop agriculture, forestry, and fisheries towards industrialization and modernization, ensuring ecological sustainability, providing clean agricultural products competitive in domestic markets and aimed at exports.
Vigorously develop animal husbandry, aquaculture, and related technical services. Combine the development of commercial agricultural production with ensuring product quality and food safety. Agricultural production value per hectare of cultivated land should reach 50 million dong in 2015 and 55 million dong in 2020. Average per capita grain production should be 332 kg in 2015 and 307 kg in 2020. Total meat production should be 81,000 tons in 2015 and 130,000 tons in 2020.
Form specialized cultivation areas such as high-quality rice fields, intensive clean vegetable cultivation areas applying modern production processes and techniques, increasing investment value per hectare of cultivated land. Apply advanced post-harvest technology linked to organizing commodity sales for farmers. Create non-agricultural jobs to reduce agricultural labor to 40% of total labor by 2020.
- Invest in developing forestry towards intensifying afforestation efforts, combining enclosure and restoration with forest protection, especially upstream forests. Increase forest coverage to 47-48% by 2015 and over 50% by 2020.
- Investment in constructing aquatic infrastructure systems, primarily the Sa Huynh fishing port, Sa Can fishing port, and Sa Ky fishery service center; dredging and deepening the Cua Dai entrance (Nghe Phu),... Preparing and implementing construction of the My A fishing port, Cua Dai - Co Luu fishing port. After 2015, planning to continue building anchorage areas for fishing vessels and fishery service centers in Ly Son with regional Central Vietnam scale.
4. Social sectors
- Regarding population development and human resources
The population of Quang Ngai province will be approximately 1.4 million people by 2015 and about 1.5 million people by 2020. It is expected that by 2020, agricultural labor will account for only about 40.4% of total social labor. Striving to have 42% of workers trained and 35-37% skilled by 2020.
From 2015, 100% of key leaders in communes belonging to the plain districts will have university or college degrees; 100% of key leaders in communes belonging to mountainous and island districts will have at least a specialized secondary level education. The cadre of leadership, management, scientific and technical staff, cultural and artistic personnel, civil servants, and public officials must meet the job title standards and have sufficient capacity to fulfill assigned tasks.
Strive to create new jobs and additional employment annually from 38,000 to 42,000 workers. Reduce the unemployment rate among working-age people to below 5% by 2010 and below 3.5% by 2020.
- Regarding education and training
Maintain and improve the quality of universal primary education, striving for 50% of kindergartens, 70% of primary schools, 70% of junior high schools, and 70% of high schools to reach national standards.
Ensure that 90% of junior high school and high school students participate in vocational guidance programs and activities. Completely eliminate illiteracy and provide universal primary education for workers up to 35 years old, piloting remote training classes according to regulations.
Complete the construction and operation of the Vietnam-Korea College - Quang Ngai, Duc Pho Technical College, Dung Quat High Technology Training Center, aiming to upgrade it to a high technology vocational school when conditions permit. Establish regional-scale training facilities and set up additional vocational centers in six mountainous districts.
Coordinate with the Ministry of Finance to establish a University of Finance and Accounting based on the current College of Finance and Accounting. Strengthen investment in upgrading modern facilities for Pham Van Dong University and the Ho Chi Minh City Industrial University branch.
- Regarding healthcare and community health care
Train, enhance, and improve the quality of medical staff in terms of expertise, medical ethics, management, and the use of modern equipment.
Continue developing advanced techniques at provincial hospitals. By 2015, establish an endocrine hospital and an eye hospital. After 2015, build a provincial cancer hospital. Expand the scale and upgrade the Provincial Health School to a Medical College.
- Regarding culture, physical education, and sports
Strive to have 90-95% of families, 80-85% of villages and residential wards; over 95% of agencies and schools reach cultural standards; 100% of county and commune radio stations are consolidated and upgraded with modern equipment; 100% of counties and cities have cultural-sports centers, libraries, sports fields, traditional houses, and entertainment zones, mobile information teams; 100% of county and city cultural houses are invested in repair and upgrade to meet requirements for organizing cultural information activities.
By 2020, 70% of villages and residential wards will have cultural houses; 100% of towns and urban districts will have cultural villages and cultural neighborhoods; 100% of families, 90-95% of villages and residential wards, and 100% of agencies and schools will meet cultural standards.
- Regarding science and technology
Implement socialized investment in science and technology so that by 2020, science and technology in Quang Ngai will truly become a productive force of local economy. Form some research and application centers serving economic and social development, primarily centers for applying agricultural, forestry, aquaculture, and marine technologies.
Promote the popularization of computer science, widely connect the Internet and other internal networks. Develop technical services such as measurement, technological assessment, strengthen state management work on product registration, and combat counterfeit goods. Strengthen intellectual property protection (trademark and industrial design protection) for products produced within the province.
- Regarding social policies and poverty reduction
Implement comprehensive, integrated, and effective poverty reduction programs and projects; strengthen resources through socialization, accelerate poverty reduction; focus on the six poor mountainous districts; implement housing support policies for policy households and poor households; promote production development, gradually improving the living standards of residents in poor communes. Build and develop a social security network, actively implement social policies and anti-social evil work.
- Regarding broadcasting and television.
Strive to broadcast PTQ waves via satellite to cover 100% of regions in the province, including the eastern sea region, ensuring 100% of households can listen to the radio, 99% can watch television, and 80% can watch satellite television. Construct a modern and synchronized provincial radio and television station.
5. Infrastructure Development
a) Transportation
- Roadways: Invest in upgrading the main north-south routes (7 routes) and east-west routes (3 routes) of the province, achieving at least Class III standards, with mountainous areas meeting Class IV standards, urban roads being 100% concrete or cement concrete; district roads meeting Class IV and V standards; commune roads meeting Class V standards. Roads leading to village centers should reach Class A and B standards.
Upgrade provincial roads mainly to Class IV standards. Specifically, Route DT623 and Route DT625 (from km4 to km26+800) will be upgraded to Class III standards from 2011 to 2020. Plan to upgrade provincial roads to national highways along the Dung Quat - Tra Bong - Tra Thanh - Tra My - Tac Po - Ho Chi Minh Highway route.
Invest in upgrading and paving asphalt and cement concrete on approximately 90% of the length of district roads, 70% of the length of commune, town, and village roads. Plan to upgrade the central district road from Ba To - Ba Trang - Phu Nhinh - National Highway 1A to a provincial road after 2010.
Upgrade urban roads to meet the standards of regional urban roads in Class 3 cities after 2010. By 2020, reach the standards of urban roads from Class Regional upwards in Class II cities.
Construct one central bus station in Quảng Ngãi City meeting Class I standards; build a new Sơn Tịnh Bus Station (North Quảng Ngãi Bus Station) meeting Class III standards; establish 12 bus stations at district centers in various districts meeting Class 4 standards and passenger pick-up/drop-off points at commune centers in mountainous districts within the Province. Form a public transportation network.
- Waterway: Upgrade and renovate the Châu Ổ - Sa Cần route to the Cà Đú Hydroelectric Plant (S. Trà Bồng); from Cửa Đại to the Thạch Nham Irrigation Dam (Trà Khúc River). Put into operation according to planning the inland waterway routes on the Kinh Giang River, Vệ River, Trà Câu River, Thoa River, and the Sa Kỳ - Lý Sơn route.
Complete the Dung Quất Port as a specialized and combined container port hub according to planning. Simultaneously study the planning for the deep-water Dung Quất II Port capable of accommodating ships with up to 260,000 DWT; port capacity by 2020 will be 30 million tons/year; Sa Kỳ Port (Tịnh Kỳ Commune): design capacity by 2020 will be ships up to 2,000 DWT and a throughput of 0.3 to 0.4 million tons/year. Plan small local ports: Cổ Lũy (combined), Lý Sơn (fishing port), Sa Huỳnh (fishing port), military dock Lý Sơn (ship dock), Mỹ Á Port (combined port) invest in technical infrastructure for anchorage and typhoon shelters for Lý Sơn boats phase II.
- Railways: Construct a new railway connecting to the Dung Quất Port with a gauge of 1435 mm, using the Trị Bình station as a ship terminal to transfer the North-South Railway to the Dung Quất Port railway. Upgrade and expand the Bình Sơn and Đức Phổ stations to four tracks; upgrade the Quảng Ngãi station to a regional station with six tracks.
- Airports: Upgrade the Quảng Ngãi Military Airport to a dual-use airport and invest in it as an airport serving economic and social development in the Province. Invest in restoring the Lý Sơn Airport, Quảng Ngãi to allow helicopter operations to serve economic and social development combined with national defense and security.
b) Power Supply
Maintain power sources and ensure the quality of the power grid meets the electricity demand of the Province. At the same time, take advantage of natural conditions to construct several medium and small hydropower plants or utilize wind energy and solar energy to supply electricity to remote areas and island communes without national grid electricity. Study installing solar panels and building a thermal power plant with a capacity of 8 MW on Lý Sơn Island.
c) Information and Telecommunications
Develop approximately 30 additional post offices in industrial zones and new residential areas; 4 post offices in Phổ Phong Industrial Zone; 5 service points in two industrial zones Tịnh Phong and Quảng Phú. Construct 129 new rural post and cultural service points in communes not yet covered. Expand coverage to every commune, provide universal telephone and Internet services. By 2015 achieve 114 phones per 100 people and by 2020 reach 130 phones per 100 people.
During the period 2011-2015, construct over 250 km of optical cable, install an additional 159 BTS stations; during the period 2016-2020 complete undergrounding to residential areas, clusters, industrial zones, and optical fiberization to commune level. Strive for 100% of communes, 100% of high schools and healthcare facilities to have Internet access points, 25-30% of the population using the Internet. Successfully implement basic e-Government services, electronic services G2B, G2C, G2G, B2B, B2C.
d) Water Supply and Wastewater Treatment
Renovate the water supply system and increase the capacity of the water treatment plant in Quảng Ngãi City to 45,000 m³/day-night; the Dung Quất water treatment plant to 100,000 m³/day-night and build a water treatment plant to serve the steel industry with a capacity of 33,000 m³/day-night. Simultaneously conduct supplementary surveys and plan the development of water supply systems in new urban areas and industrial zones.
Continue construction and completion of large reservoirs to complete the irrigation and flood control system of Thạch Nham together with the Nước Trong reservoir supporting Thach Nham; implement the Chóp Vung hydraulic project, plan the construction of coastal dykes (Quảng Ngãi - Kiên Giang coastal dyke project) combined with coastal traffic Dung Quất - Sa Huỳnh.
Review the flood control planning for the entire region towards prevention and avoidance of floods, allocate funds for construction and upgrading of major hydraulic works in the upper reaches. Develop an integrated water use planning for major river systems, detailed plans to address water-related disasters through engineering measures in key areas of the Province.
Invest in constructing and operating wastewater treatment infrastructure in industrial parks, light industrial zones, and industrial production facilities, urban areas, and concentrated residential areas. Ensure that by 2015, 65% of industrial wastewater is treated and by 2020, 75% of industrial wastewater is treated to current permissible discharge standards.
IV. DEVELOPMENT PLANNING BY TERRITORY
1. Urban Network Development
Expand Quảng Ngãi City towards Sơn Tịnh District including six communes and the Sơn Tịnh Town in Sơn Tịnh District and two communes in Tuy Nghĩa District, Nghĩa Hà and Nghĩa Phú Communes; to the east bordering the East Sea, to the west bordering the Da Nang - Quảng Ngãi Expressway.
By 2015, reach the standard of a Class II city, by 2020 complete the infrastructure and urban renovation to become a modern sea city in the Central Region. Develop Vạn Tường City into an industrial-service-tourism coastal city, the center of the expanded Dung Quất Economic Zone, with beautiful and modern architecture reflecting ethnic characteristics, having synchronized and modern infrastructure comparable to major cities in the Central Region. Develop Đức Phổ Town into a town under the Province by 2015, the economic, cultural, and tourism center of southern Quảng Ngãi. Develop Dốc Sỏi Urban Area to reach the standard of a Class IV city by 2015. By 2020, Châu Ô Town will meet some basic criteria of a Class IV city.
Develop and form new towns in the districts such as Sơn Tịnh, Trà Câu, Thạch Trụ, Sa Huỳnh. By 2020, form Nam Sông Vệ Town and Phổ Phong Town.
2. Development of Driving Territories
- Dung Quất Economic Zone and Bình Sơn District
The expansion planning for the Dung Quat Economic Zone aims to increase its current area from 10,300 hectares to 45,332 hectares, thereby forming an open industrial city, a national oil refining center with a capacity of 10 million tons per year, connected to the deep-water port Dung Quat II, Chu Lai International Airport, and serving as the economic center of Quang Ngai Province within the Central Coastal Economic Region, while playing a significant role in national defense for the Central Highlands and Central Vietnam in the future.
- Quang Ngai City
With modern commercial, tourism, and financial infrastructure, Quang Ngai City will be one of the important transportation hubs and economic centers in the Central region for trade and tourist services, serving as a crucial rear base during the formation and development of the Dung Quat Economic Zone.
- Thach Tru - Sa Huynh Axis of Mo Duc and Duc Pho Districts
Development focuses on processing agricultural products and food industries; aquaculture and fishing; construction materials industry; small-scale traditional craft villages; and special tourism, particularly cultural and historical inter-provincial tourism integrated with Central and Central Highlands tourism routes.
- Mountain Economic-Social Center at Son Ha
Develop Son Ha Town to level IV by 2020 as the economic core territory for all six mountainous districts based on fully utilizing the advantages brought by mountain economic-technical corridors, gradually forming medium and relatively large-scale industrial processing facilities, small-scale industries, traditional crafts, creating jobs, and improving the income of mountain residents to a relatively high level compared to other provinces in the Central Highlands region.
3. Economic and Social Development According to Subregions
- Effectively implement the goals of Project 30a on sustainable poverty reduction in the six mountainous districts, gradually changing the economic face of the entire western part of the province. Reduce the poverty rate below 10% by 2015 and below 8% by 2020. Decrease the proportion of labor in the agricultural sector to under 60% by 2015 and around 50% by 2020 in total social labor. Increase the proportion of trained labor to over 40% by 2015 and over 50% by 2020. Ensure all communes and most hamlets have year-round transportation, electricity, and educational, healthcare, and cultural living conditions.
Complete universal secondary education across the region by 2015; reduce child malnutrition rates to under 16% by 2015 and under 13% by 2020. Forest coverage in the region reaches 58% by 2015 (province-wide target of 47-48%), and exceeds 63% by 2020 (province-wide target of 50%).
- By 2020, marine economy and coastal districts contribute more than 80% to the provincial GDP, accounting for 85-90% of export value, with average per capita income in coastal districts being twice that of the provincial average.
- Develop the Dung Quat Economic Zone according to the model of an open industrial city with special administrative and economic systems, attracting foreign investors with large-scale and advanced technology projects, implementing international administrative systems, serving as the foundation for forming the Central Coast Corridor from Chien Mai - Da Nang - Dung Quat...
- By 2015, develop the Sa Huynh Tourism-Economic-Cultural Zone with the provincial and national cultural-research-archaeological center, a comprehensive commerce-service-tourism center, and an international film studio complex, along with industrial clusters including shipbuilding and seafood processing industries.
- Develop the coastal economic corridor from Dung Quat to Sa Huynh adjacent to the open Chu Lai Economic Zone of Quang Nam Province, starting from the Dung Quat Economic Zone and running along the coast for 110 kilometers southward, connecting with Binh Dinh at Tam Quan to form a complete maritime economic link for the region and the country.
- Develop beach tourism areas such as Thien Dang, Van Tuong, Ba Lang An, My Khe, Sa Huynh, Ly Son, and coastal tourism spots like Son My Memorial, Co Luu - Co Thon, and Ong Pagoda.
- Construct fish ports and post-harvest service centers at Tra Bong River, Sa Huynh, and Tinh Ky. Plan fish landing sites and post-harvest service zones at Tu Nghia. Invest in building anchorage areas and post-harvest service zones for fishing vessels at Ly Son.
- Plan the development of Ly Son Island into a clean and beautiful eco-tourism island combined with marine resource exploitation. Improve infrastructure on the island by constructing disaster warning stations, anchorage areas, and military airports to fulfill national defense and security tasks.
V. PRIORITY INVESTMENT PROGRAMS AND PROJECTS

VI. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN
1. Mobilization of Investment Capital
The investment capital requirement for the period 2010-2015 is approximately 158 trillion VND; for the period 2016-2020, it is approximately 279 trillion VND.
To mobilize investment funds for plan implementation, the province closely cooperates with central ministries and sectors from the planning stage, ensuring key projects, especially major transportation, water resources, national defense, and security projects, are fully reflected in the plan and development programs with corresponding funding plans.
Implement diversified investment; continue to vigorously reform administrative procedures, create a transparent investment environment; establish attractive mechanisms and policies, and promote investment promotion activities to encourage and facilitate direct foreign investment and various economic components investing in production and business activities on the local territory, while encouraging ongoing projects to expand their operations.
Implement measures to encourage investment in export-oriented production sectors; effectively utilize and manage funds raised from land funds for socio-economic infrastructure construction. Ensure credit and joint venture capital from other regions and mobilized from the public meets 31.5% of the total investment needs during the 2011-2015 period and 35.2% during the 2016-2020 period. Direct foreign investment is expected to account for about 15% of total investment in the 2011-2015 period and 42% in the 2016-2020 period, with a total investment of approximately 113 trillion VND equivalent to 7.2 billion USD.
In addition to investment capital from the state budget, encourage enterprises to invest through BT, BOT, BTO models, and other investment forms to strongly attract capital for infrastructure development, while integrating target programs and national programs in each locality, prioritizing funds from these programs for difficult areas, ethnic minority regions, and revolutionary bases.
Effective solutions for utilizing long-term credit investment capital and credit capital from the national investment support fund will be concentrated on certain production and business units according to priority targets, especially effective businesses in priority investment sectors.
2. Solutions for training and developing human resources
Continue implementing policies to adequately reward competent cadres working in the province, cadres working in mountainous and island districts. Assist in training human resources for small and medium-sized enterprises regarding business training costs, short-term vocational training, and recruitment costs.
Vigorously implement the policy of socialization to enhance investment resources for healthcare, education and training, vocational training, culture, and sports. Strengthen material facilities in the healthcare sector, improve medical ethics, expand voluntary health insurance coverage. Form, develop, and expand social insurance, moving towards implementing unemployment insurance.
3. Solutions for infrastructure development
Focus investment capital on the important infrastructure system of the Dung Quat Economic Zone, industrial parks, urban infrastructure in Van Tuong, Quang Ngai, Duc Pho, and coastal towns...
Pay attention to key transportation and irrigation works that are crucial for production, tourism infrastructure, Dung Quat Economic Zone infrastructure, urban and industrial park infrastructure, and concentrated residential areas based on linking state capital, credit capital, advance capital from investors, and joint venture capital with infrastructure business operators. Develop specific plans for investing in environmental infrastructure projects combined with the Government's Quang Ngai - Kien Giang sea dyke project.
4. Solutions for mechanisms and policies
Improve the environment for production and business development, new market development, especially import-export goods markets, promote the activities of economic zones, promptly disseminate economic information, particularly about mechanisms and policies. Strengthen market inspection and control, combat smuggling, fake goods production and business, and fraud within the territory.
Enhance and diversify investment promotion activities, propose mechanisms and policies to develop dynamic economic regions, services, tourism, finance, human resource training,...
Implement detailed land use planning based on ensuring reasonable land use for economic, social, and national defense security goals according to sustainable ecological environment, social safety, and national defense criteria.
5. Solutions for science and technology, environment
Build and implement a program to support enterprises in modernization and technological innovation. Diversify partners and cooperation forms in science and technology between the province and scientific and technological agencies.
Implement forest and land leasing must be linked to planning, settlement, integration of poverty reduction, forest garden development, and farm economy programs. Implement environmental protection requirements for large-scale planning and investment projects, strictly monitor wastewater, waste, dust, noise... treatment procedures at industrial parks, hospitals, urban areas.
6. Solutions for coordinated development with provinces in the Central Coast and Central Highlands economic zone
Coordinate in infrastructure development such as constructing the Da Nang - Quang Ngai expressway and Quang Ngai - Nha Trang expressway; the Dong Truong Son road passing through Quang Ngai province; coordinate with Central Highlands provinces to upgrade National Highway 24, and with Quang Nam province to upgrade the Dung Quat - Tra Bong - Tra My road. Coordinate in shared use of economic and social infrastructure in the Central Coast economic zone such as ports, airports, power systems,...
Cooperate in building tourist routes, product introduction centers, trade promotion activities, research and technology transfer, healthcare development, and disease prevention. Coordinate to enhance the capacity of agricultural water management systems in the region.
7. Solutions for ensuring national defense and security
- Construct some national defense works: provincial and district basic command posts, mobile roads to provincial and district basic command posts, combined with economic development in nearby civilian areas,...
- Construct defense works in Ly Son district under the East Sea - Island Program such as: airport, military port, warehouse, mobile road combined with protective embankment, and other important works.
- Construct coastal defense works (mobile roads, logistics bases), combat works of the province and districts combined with national defense and security and economic development in nearby civilian areas.
8. Organization and management of economic and social development
After the planning is approved, it is necessary to publicize the provincial economic and social development plan, review and build new detailed plans for various industries and fields. Detail the planning in five-year and annual socio-economic development plans. Supervise and inspect the implementation of development investments according to the planning.
Continue administrative reform towards efficiency, integrity, sufficient quality and capability to serve the people.
Strengthen collaboration among sectors, localities, and investors in implementing socio-economic development objectives, ensuring appropriate and effective state intervention in development activities.
VII. ORGANIZATION AND MONITORING OF PLAN IMPLEMENTATION
1. Organizing the announcement and dissemination of the plan
- Organize the announcement and dissemination of the Provincial Master Plan for Socio-Economic Development until 2020 to Party committees and authorities at all levels, relevant sectors, mass organizations, enterprises, and the people within the Province.
- Organize the introduction and promotion of potential advantages, priority programs, and projects to investors.
2. Develop an action program
- After the Master Plan is approved by the Prime Minister, based on the objectives of the Master Plan, the Province shall develop an action program to implement the Master Plan.
- Specificize the Master Plan's objectives through five-year plans and annual plans to effectively implement the Master Plan.
- All levels, sectors, political-social organizations, and the people have the responsibility to inspect and supervise the implementation of the Plan.
Article 2. Entrust the People's Committee of Quang Ngai Province to base on the objectives, tasks, and directions for socio-economic development set out in the Master Plan, take the lead in coordinating with relevant Ministries and sectors to direct the establishment, adjustment, supplementation of planning, and implementation of the following contents:
1. Comprehensive planning for socio-economic development of districts and related units; urban system development planning, residential area planning, construction planning, land use planning, sectoral and field development planning to ensure overall and synchronized development.
2. Establish long-term, medium-term, and short-term plans, key socio-economic development programs, specific investment projects to focus investments and reasonably prioritize investments.
3. Study and issue, within their authority, or submit to competent authorities for issuance certain mechanisms and policies appropriate to the development requirements of the Province and state laws at each stage, aiming to attract and mobilize resources to implement the Master Plan.
4. Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to this Master Plan in accordance with the socio-economic development situation of the Province and the country at each stage of the Master Plan.
Article 3. Entrust relevant central Ministries and sectors within their functions, tasks, and powers to be responsible for:
1. Guide and assist the People's Committee of Quang Ngai Province in researching and establishing detailed plans; study and build, and submit to competent authorities for issuance certain mechanisms and policies appropriate to the socio-economic development requirements of the Province at each stage to effectively utilize resources; encourage and attract investment according to the socio-economic development goals and tasks outlined in the Master Plan.
2. Research, review, adjust, and supplement sectoral development plans and investment project plans already proposed in the approved comprehensive plan. Support the Province in arranging and mobilizing domestic and foreign investment capital to implement the Master Plan.
Article 4. This Decision shall take effect from the date of signing.
Article 5. The Chairman of the People's Committee of Quang Ngai Province, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government agencies are responsible for implementing this Decision./.
