THE MINISTER OF FINANCE

Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decision No. 108/2009/QĐ-TTg dated August 26, 2009 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the State Treasury under the Ministry of Finance;

Considering the proposal of the Director General of the State Treasury, the Head of the Organization and Cadres Department,

DECISION:

Article 1. Position and Functions

The Vocational Treasury School is a public service unit under the State Treasury, with the mission to assist the Director General of the State Treasury in organizing training and professional development activities for civil servants and officials of the State Treasury; managing scientific research activities within the State Treasury system; providing services and consulting on training and professional development related to the operational field of the State Treasury as prescribed by law.

The Vocational Treasury School has legal personality, its own seal, and is authorized to open accounts at the State Treasury and commercial banks to carry out assigned tasks in accordance with the law.

The main office of the Vocational Treasury School is located in Hanoi City.

Article 2. Tasks

1. Develop the strategic plan for the Vocational Treasury School within the overall strategic plan of the State Treasury for submission to the Director General of the State Treasury for reporting to the Minister of Finance for consideration and decision.

2. Submit to the Director General of the State Treasury plans for compiling and issuing textbooks and materials for training and professional development for the State Treasury.

3. Organize the implementation of training and professional development plans for civil servants and officials of the State Treasury system according to approved objectives, target groups, contents, and programs.

4. Manage scientific research activities and perform the role of secretary for the scientific council of the State Treasury system.

5. Establish and manage the library of the Vocational Treasury School to serve the information retrieval needs, research of specialized materials, and other relevant documents for students and civil servants and officials of the State Treasury.

6. Build and develop a management cadre team, a teaching staff, and part-time instructors for the State Treasury system.

7. Implement international cooperation in the field of training and professional development for civil servants and officials of the State Treasury within the scope of assigned tasks.

8. Provide services and consulting on training and professional development related to treasury operations for organizations and individuals with such needs.

9. Summarize, evaluate, and report on the results of the Vocational Treasury School's operational tasks as prescribed.

Article 3. Powers

1. Request units and individuals to provide documents, files, and materials related to the execution of assigned tasks as prescribed by law.

2. Sign guiding, explanatory, answering, or work-related documents within the scope of the School’s tasks.

3. Link and cooperate with domestic and foreign organizations and individuals to implement training, professional development, scientific research, and service provision tasks in the field of State Treasury training and professional development as prescribed by law.

4. Issue certificates to students upon completion of training and professional development courses organized by the School as prescribed by law.

Article 4. Organizational Structure

1. The organizational structure of the Vocational Treasury School includes:

a) Training Department;

b) General Affairs Department;

c) Science and Library Department;

d) Professional Training Department;

e) Advanced Training and Development Department;

f) Branch in Ho Chi Minh City;

g) Branch in Thua Thien Hue.

2. The operation regulations of the Vocational Treasury School, specific tasks of departments, and branches shall be stipulated by the Director General of the State Treasury.

Article 5. Leadership

1. The Vocational Treasury School has a Director and several Deputy Directors.

The Director of the Vocational Treasury School is responsible before the Director General of the State Treasury and the law for all activities of the School. Deputy Directors are responsible before the Director and the law for the areas of work they are assigned to manage.

2. The appointment and removal of the Director, Deputy Directors, and other leading positions of the Vocational Treasury School shall be carried out in accordance with the law and the classification of cadres managed by the Ministry of Finance.

Article 6. Staffing and Operating Budget

1. The staffing of the Treasury Business School shall be decided by the Director General of the State Treasury within the total staffing allocated.

2. The operating budget of the Treasury Business School shall be funded from the operating budget of the State Treasury and other revenues as prescribed by law.

Article 7. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from the date of signing and replaces Decision No. 165/2004/QĐ-BTC dated January 14, 2004 of the Minister of Finance on the organization of the Training Center under the State Treasury.

2. The Director General of the State Treasury, the Head of the Personnel Department, the Director of the Ministry of Finance's Office, the Director of the Treasury Business School, and the Heads of units under and directly under the State Treasury are responsible for implementing this Decision./.
