ON THE OVERSIGHT PROGRAM OF THE NATIONAL ASSEMBLY IN 2026
OF THE NATIONAL ASSEMBLY
On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented by Resolution No. 203/2025/QH15;
On the basis of ||| Law on the Supervisory Activities of the National Assembly and People's Councils No. 87/2015/QH13;
After examining Document No. 1293/TTr-UBTVQH15 dated May 27, 2025, submitted by the Standing Committee of the National Assembly regarding the proposed Oversight Program of the National Assembly for 2026; Report No. 1334/BC-UBTVQH15 dated June 21, 2025, submitted by the Standing Committee of the National Assembly on incorporating and explaining the opinions of National Assembly deputies regarding the proposed Oversight Program of the National Assembly for 2026;
RESOLUTION:
Article 1. Content of the Oversight Program
1. At the First Session of the Sixteenth National Assembly
a) Reviewing reports on the results of the election of members of the Sixteenth National Assembly and representatives of People's Councils at all levels for the 2026-2031 term;
b) Reviewing reports on the results of oversight on the handling of citizens' complaints sent to the Tenth Session of the Fifteenth National Assembly;
c) Reviewing reports of the Government on:
- Supplementary assessment of the results of implementing the Socio-Economic Development Plan and State Budget for 2025, and the situation of implementing the Socio-Economic Development Plan and State Budget in the first months of 2026;
- State finance in 2024; settlement of the State Budget for 2024;
- Thrift and anti-waste efforts in 2025;
- Implementation of the national target on gender equality in 2025;
- Implementation of Resolution No. 172/2024/QH15 dated November 30, 2024 of the National Assembly on the investment policy for the High-Speed Railway Project on the North-South axis;
- Implementation of Resolution No. 187/2025/QH15 dated February 19, 2025 of the National Assembly on the investment policy for the construction project of the railway line from Lào Cai to Hà Nội and Hải Phòng;
- Implementation of Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting certain special mechanisms and policies to develop the urban rail network in Hà Nội and Hồ Chí Minh City;
d) Reviewing other reports of relevant agencies as prescribed by law.
2. At the Second Session of the Sixteenth National Assembly
a) Reviewing reports of the Government on:
- Results of implementing the Socio-Economic Development Plan and State Budget for 2026, and the draft Socio-Economic Development Plan and State Budget Estimate for 2027; the plan for allocating the central budget for 2027;
- Anti-corruption work; crime prevention and control; enforcement of judgments; handling of complaints and petitions;
- Implementation of social insurance policies and management and use of the Social Insurance Fund in 2025; management and use of the Health Insurance Fund in 2025;
- Implementation of Resolution No. 66/2013/QH13 dated November 29, 2013 of the National Assembly and the implementation plan for the next phase of the Ho Chi Minh Highway Project;
- Implementation of resolutions of the National Assembly concerning Long Thành International Airport, including: (i) Resolution No. 94/2015/QH13 dated June 25, 2015; (ii) Resolution No. 38/2017/QH14 dated June 19, 2017; (iii) Resolution No. 53/2017/QH14 dated November 24, 2017; (iv) Resolution No. 95/2019/QH14 dated November 26, 2019; (v) Resolution No. 110/2023/QH15 dated November 29, 2023; (vi) Resolution No. 174/2024/QH15 dated November 30, 2024;
- Implementation of Resolution No. 52/2017/QH15 dated November 22, 2017 on the investment policy for the construction of some sections of the North-South Expressway in the 2017-2020 period;
- Implementation of Resolution No. 44/2022/QH15 dated January 11, 2022 of the National Assembly on the investment policy for the construction of the North-South Expressway in the 2021-2025 period;
- Implementation of Resolution No. 56/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy for the construction of the fourth outer ring road around Hà Nội;
- Implementation of Resolution No. 57/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy for the construction of the third outer ring road around Hồ Chí Minh City;
- Implementation of Resolution No. 58/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy for the construction of the first phase of the Khánh Hòa - Buôn Ma Thuột Expressway;

- Implementation of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly on piloting certain special policies on the construction of highway projects;
- Implementation of Resolution No. 138/2024/QH15 dated June 28, 2024 of the National Assembly on the investment policy for the construction of the Western North-South Expressway from Gia Nghĩa (Đắk Nông) to Chơn Thành (Bình Phước);
b) Reviewing reports of the Government, Supreme People's Court, and Supreme People's Procuracy on the implementation of the Constitution, laws, ordinances, and resolutions of the National Assembly and the Standing Committee of the National Assembly;
c) Reviewing reports on the results of oversight on the handling of citizens' complaints sent to the First Session of the Sixteenth National Assembly; results of receiving citizens, processing letters, and overseeing the handling of citizens' complaints and petitions sent to the National Assembly;
d) Reviewing reports on the work in 2026 of the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Government, the Supreme People's Court, and the Supreme People's Procuracy;
đ) Reviewing reports of the State Audit Agency on: Work in 2026; Audit Plan for 2027;
e) Conducting questioning and answering questions from National Assembly deputies;
g) Reviewing reports of the Standing Committee of the National Assembly on the implementation of oversight recommendations of the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, Delegations of National Assembly Deputies, and individual National Assembly deputies (if any);
h) Reviewing other reports of relevant agencies as prescribed by law.
Article 2. Implementation
1. The National Assembly entrusts the Standing Committee of the National Assembly to take the lead in issuing and organizing the effective implementation of this Resolution along with completing the draft Law on the Supervisory Activities of the National Assembly and People's Councils (Amended) for submission to the National Assembly for consideration and approval at the 10th Session; based on actual circumstances, adjust the contents at sessions in 2026 appropriately and feasibly, report to the National Assembly when building specific programs for each session; study and innovate the guidance and coordination of supervisory activities of the National Ethnic Council and Committees of the National Assembly; direct the follow-up, urging, and summarizing the results of implementing conclusions and recommendations from supervision; report on the implementation of the National Assembly's supervisory program, serving as the basis for planning the next year's supervisory program, ensuring the connection between supervisory activities and legislative activities and decisions on important national issues.
Guide Delegations of National Assembly members and National Assembly members in performing supervisory activities; guide procedures, formalities, and organize training to enhance independent supervisory activities of National Assembly members; continue researching and perfecting mechanisms and policies to mobilize the participation and support of experts in supervisory activities.
2. Based on the National Assembly's supervisory program and actual conditions, the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, Delegations of National Assembly members, and National Assembly members proactively build and implement their own supervisory programs, including studying and organizing supervision of contents related to the implementation of National Assembly resolutions and the Standing Committee of the National Assembly regarding the reorganization of provincial and commune administrative units and the implementation of the two-level local government model through appropriate forms or integrating them with other supervisory activities, ensuring effectiveness; report on the implementation according to the provisions of the law.
Continue innovating and promoting the spirit of initiative in supervisory activities; thoroughly implement the new provisions of the Law on the Supervisory Activities of the National Assembly and People's Councils expected to be approved by the National Assembly at the 10th Session (October 2025) and detailed regulations; intensify the application of information technology in supervisory activities; proactively supervise from the outset of implementing laws, decrees, and resolutions of the National Assembly and the Standing Committee of the National Assembly; closely monitor the practical implementation of laws, ensuring that supervisory activities have focus and avoid overlap, enhancing efficacy, contributing to improving policies and laws, and enhancing the effectiveness of state management.
3. The National Ethnic Council and Committees of the National Assembly continue to innovate methods, further enhancing the efficacy of supervisory activities over normative legal documents within their areas of responsibility, ensuring timeliness and consistency in policy and law implementation, contributing to effectively implementing Resolution No. 66-NQ/TW on reforming the construction and enforcement of laws to meet the requirements of national development in the new era; combine and integrate supervisory activities over normative legal documents with other supervisory activities such as thematic supervision, organizing explanatory activities, supervising the handling of complaints and grievances... to ensure comprehensive and thorough supervisory activities. Select suitable and practical contents for thematic supervision; among which, assign the Permanent Office of the Committee for Representative Affairs to continue advising the Standing Committee of the National Assembly and the National Election Council to regularly inspect and supervise the preparation and organization of the election of the 16th term National Assembly deputies and the 2026-2031 term People's Council deputies.
Proactively grasp practical situations, collect and synthesize information, based on conducting supervisory activities within their areas of responsibility or assigned by the Standing Committee of the National Assembly to select contents for explanation; implement the provisions of Resolution No. 969/NQ-UBTVQH15 of the Standing Committee of the National Assembly, ensuring effective and substantive explanatory activities. In cases where issues arise in practice requiring organizational explanations but not included in the annual plan, they must prepare quickly and promptly organize explanations to ensure timeliness and address requests, suggestions for improving policies and laws, immediately rectifying shortcomings and limitations in state management and handling violations (if any).
Delegations of National Assembly members and National Assembly members should strengthen supervisory activities, ensuring efficacy, avoiding formality, and being consistent with their capabilities and resources, especially in the implementation of policies and laws at the local level; proactively coordinate with National Assembly inspection delegations, the Standing Committee of the National Assembly, National Assembly agencies, and coordinate with the Standing Committee of the People's Council, relevant committees of the People's Council of provinces and cities in supervisory activities, avoiding overlap.
National Assembly members need to proactively innovate their supervisory activities towards increasing independence, reducing dependence on the supervisory programs of their Delegation, the National Ethnic Council, and Committees of the National Assembly; deeply understand and research specialized fields to question, discuss, and debate with focus and substance, directly addressing issues, ensuring brevity and avoiding repetition.
The National Assembly Office, based on its functions and responsibilities, strengthens conditions to facilitate smooth and highly effective supervisory activities.
Relevant agencies, organizations, and individuals have the responsibility to report and provide complete, timely, and accurate information and materials required for supervisory content; fully, promptly, and strictly implement conclusions and recommendations after supervision; clearly identify the reasons and responsibilities of each agency, organization, and individual for non-compliance or incomplete compliance with conclusions and recommendations, and report the results of implementation to the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, Delegations of National Assembly members, and National Assembly members.
The Standing Committee of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Agency, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, the National Assembly deputies, and relevant agencies, organizations, and individuals shall cooperate and effectively implement this Resolution in accordance with their assigned functions and tasks.
This Resolution was adopted by the Ninth Session of the Fifteenth National Assembly of the Socialist Republic of Vietnam on June 24, 2025.
