Decision on the establishment of the Steering Committee for implementing
the new Tax Laws
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
To implement the new Tax Laws, effective from January 1, 1999.
At the proposal of the Minister of Finance,
DECISION:
Article 1. Establish the Steering Committee for implementing the new Tax Laws.
The members of the Steering Committee for implementing the new Tax Laws include:
1. Deputy Prime Minister Nguyen Tan Dung: Chairman.
2. Minister of Finance, Nguyen Sinh Hung: Vice-Chairman.
3. Deputy Minister of Finance: Standing Member.
4. Deputy Minister of Planning and Investment: Member.
5. Deputy Minister of Industry: Member.
6. Deputy Minister of Construction: Member.
7. Deputy Minister of Trade: Member.
8. Deputy Minister of Agriculture and Rural Development: Member.
9. Director General of the General Department of Customs: Member.
10. Head of the Government Price Control Board: Member.
11. Director General of the Tax General Department: Member.
Article 2. The Steering Committee for implementing the new Tax Laws shall have the following tasks and powers:
1. Direct ministries, sectors, and localities to implement the Value Added Tax Law, the Corporate Income Tax Law, the Special Consumption Tax Law, and other new Tax Laws according to their assigned state management functions.
2. Assist the Government in identifying and resolving difficulties arising during the implementation of the Tax Laws and subordinate legal documents. In cases exceeding its authority, it must report and propose recommendations to the Government, the Standing Committee of the National Assembly, and the National Assembly for consideration and resolution in accordance with current regulations.
Article 3. The permanent office of the Steering Committee for implementing the new Tax Laws shall be located at the Ministry of Finance.
Article 4. The Steering Committee for implementing the new Tax Laws shall operate from the date this decision takes effect until all tasks specified in Article 2 are completed.
Article 5. This Decision shall take effect from the date of signature. Ministers, Heads of ministerial-level agencies, and provincial People's Committees under the central government are responsible for enforcing this Decision.
