GOVERNOR OF THE STATE BANK OF VIETNAM
Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;

Article 1. This Decision promulgates the Regulation on awarding the Medal "For the Cause of the Vietnam Banking Industry".
Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette, replacing Decision No. 233/2000/QĐ-NHNN dated July 25, 2000 of the Governor of the State Bank of Vietnam promulgating the Regulation on awarding the Medal "For the Cause of the Vietnam Banking Industry" and other related guiding documents of the State Bank of Vietnam.
Article 3. The Head of the Office, the Director of the Organization and Cadre Training Department, and the Heads of units under the Banking Industry are responsible for implementing this Decision.

Chapter 1:
GENERAL PROVISIONS
Article 1. The Medal "For the Cause of the Vietnam Banking Industry" (hereinafter referred to as the Medal) is a form of award issued by the Governor of the State Bank of Vietnam to recognize the contributions of individuals both within and outside the Banking Industry who have achieved outstanding results in contributing to the cause of building and developing the Vietnam Banking Industry.
Article 2. The Medal is awarded only once to each individual and is presented annually on the anniversary of the establishment of the Industry (May 6).
Chapter 2:
OBJECTS, CRITERIA AND BENEFITS OF THE MEDAL "FOR THE CAUSE OF THE VIETNAM BANKING INDUSTRY"
Article 3. The objects eligible for the award of the Medal include:
1. Staff, civil servants, officials, and workers (hereinafter referred to as staff) who have worked and are currently working in the Banking Industry (including those who have passed away);
2. Individuals outside the Banking Industry (including Vietnamese citizens residing abroad and foreigners residing in Vietnam).
Article 4. Criteria for awarding the Medal to staff, civil servants, officials, and workers in the Banking Industry.
1. General criteria: Having served in the Banking Industry for at least 25 years for males and 20 years for females, performing assigned tasks satisfactorily, and not having been disciplined with a warning or higher (including party discipline and administrative discipline).
2. Specific cases:
a. Those who are automatically eligible for the award or posthumous award of the Medal include: Bank staff who died and were recognized as martyrs, staff participating in the preparatory committee for the establishment of the National Bank of Vietnam, Bank staff who participated in the B front from 1968 onwards, Bank staff awarded high honors such as the Gold Star Order; Ho Chi Minh Order; Independence Order of all classes; Labor Hero; and comrades who are leaders of the State Bank.
b. Staff who are prioritized for the award of the Medal are those who have worked in the Banking Industry from May 6, 1951 to May 7, 1954 and have continuously served for at least 10 years when considered. Bank staff who participated in the B, C, and K fronts until April 30, 1975 will have their service time counted double (one year equals two years) when considered.
c. Staff who previously worked in the Banking Industry and were later sent to military service, volunteer work, study, or transferred to other sectors before returning to the Banking Industry will have that period counted as continuous service in the Banking Industry when considered.
3. Those who have been disciplined below the level of warning can be considered for the award only if they have received a decision to remove the disciplinary record, and the period of disciplinary action is not counted towards the award consideration.
Article 5. Criteria for awarding the Medal to individuals outside the Banking Industry:
Individuals outside the Banking Industry must have made direct, substantial, and specific contributions to banking activities.
Article 6. Cases not eligible for the award of the Medal:
1. Those who have been disciplined with a warning or higher;
2. Those who are currently being pursued for criminal responsibility by judicial authorities or are involved in cases without a conclusion from judicial authorities,
3. Those who are serving or have served sentences: imprisonment, suspended sentence, or probation.
Cases specified in Clauses 1, 2, and 3 of this Article may be reconsidered only upon receipt of a clearance document from competent authorities.
Article 7. Special cases and diplomatic cases are decided by the Governor of the State Bank of Vietnam for awarding.
Article 8. Benefits of the Medal recipient
The Medal recipient receives the Medal and a certificate from the Governor of the State Bank of Vietnam.
Chapter 3:
PROCEDURES, DOCUMENTATION, AND TIMEFRAME FOR AWARDING THE MEDAL "FOR THE CAUSE OF THE VIETNAM BANKING INDUSTRY"
Article 9. Proposing the award of the Medal for staff who have worked and are currently working in the Banking Industry:
The Heads of units managing staff (including retired, deceased, or transferred staff) prepare a report along with documentation for those meeting the criteria and correct objects as stipulated, submitting to the Governor of the State Bank of Vietnam for the award of the Medal to individuals in their unit.
Article 10. Proposing the award of the Medal for individuals outside the Banking Industry (including Vietnamese citizens residing abroad and foreigners residing in Vietnam):
1. For leaders of the Party, State, Ministries, Committees, and Industries at the central level, the State Bank of Vietnam's Office proposes.
2. For leaders of mass organizations at the central level, cadres, specialists of Ministries, Committees, and Industries, foreigners residing in Vietnam, and Vietnamese citizens residing abroad, the Heads of Departments, Bureaus, and units directly related propose.
3. For leaders of provincial-level Party committees and local governments, the Governors of the State Bank of Vietnam's branches in provinces and centrally-administered cities propose.
Article 11. The Organization and Cadre Training Department is responsible for receiving, reviewing, and compiling the documentation for the award of the Medal, submitting to the Governor of the State Bank of Vietnam for decision.
Article 12. Documentation for proposing the award of the Medal for staff, civil servants, and officials in the Banking Industry includes:
1. Report to the Governor of the State Bank of Vietnam by the Head of the unit (signed and stamped, according to attached Form No. 1).
2. Personal work history statement (according to attached Form No. 2), verified and confirmed by the Head of the unit.
3. Unit's summary statement (according to attached Form No. 3).
4. Other documents (if any).
Article 13. Documentation for proposing the award of the Medal for individuals outside the Banking Industry includes:
1. Memorandum proposing the Governor of the State Bank of Vietnam signed and stamped by the head of the unit (in accordance with form number 01 attached).
2. Summary of achievements and contributions to the development of the Vietnamese banking industry (in accordance with form number 04 attached).
3. Other documents (if any).
Article 14. The head of the unit is responsible for checking and compiling the entire system (unit) along with the file as prescribed and submitting to the Governor of the State Bank of Vietnam, and shall be accountable to the Governor of the State Bank of Vietnam for the proposal to award the Medal to the cases proposed by themselves.
Article 15. Time for awarding the Medal
1. The awarding of the Medal takes place every April annually. The announcement and presentation are conducted on the occasion of the anniversary of the establishment of the sector on May 6th annually.
2. Special, unexpected, and diplomatic cases are announced and presented after the decision of the Governor of the State Bank of Vietnam.
Chapter 4:
ORGANIZATION OF THE AWARDING
MEDAL "FOR THE BANKING INDUSTRY OF VIETNAM"
Article 16. Organization of the awarding of the Medal
1. The head of the unit (submitting unit) is responsible for solemnly organizing the ceremony for presenting the Medal to the awardees.
2. For leaders of the Party, State, Ministries, Departments, and international financial and monetary organizations, the presentation will be organized by the Office of the State Bank of Vietnam, directly led by the Sector leadership to present.
Chapter 5:
FINAL PROVISIONS
Article 17. Any amendment or supplementation to this Regulation shall be decided by the Governor of the State Bank of Vietnam. The Director of the Department of Organization and Training shall guide the implementation of this Regulation.
