DECISION
Regarding the establishment of the Export Support Center under the Department of Trade Promotion
THE MINISTER OF TRADE
Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Commerce;
Pursuant to Decision No. 1680/2004/QĐ-BTM dated November 15, 2004 of the Minister of Commerce on the functions, tasks, powers, and organizational structure of the Department of Trade Promotion,
At the proposal of the Director of the Department of Trade Promotion and the Head of the Cadre Organization Department,
DECISION:
Article 1The Export Support Center is established under the Department of Trade Promotion.
The Export Support Center operates on a non-profit basis, is a self-financing public service unit, and self-funds part of its regular operational expenses. The staffing of the Export Support Center is drawn from the total staffing quota of the Department of Trade Promotion.
The Export Support Center has legal personality, is entitled to open an account at the State Treasury, and may use its own seal for transactions in accordance with the law.
The main office of the Export Support Center is located in Hanoi City.
Article 2The Export Support Center shall have the task of supporting export activities, promoting, developing, and enhancing the competitiveness of Vietnamese export goods specifically as follows:
1. Supporting Vietnamese enterprises in finding partners, expanding markets, and increasing export turnover through organizing, guiding, and creating conditions for Vietnamese enterprises to participate in Vietnamese Product Introduction Centers abroad, and participating in trade fairs and exhibitions both domestically and internationally.
2. Researching and supporting Vietnamese enterprises in researching export products (product designs, packaging, and labels...) to diversify Vietnamese export products entering the world market.
3. Organizing seminars, training sessions, and workshops to enhance professional expertise in exporting goods and promoting trade to meet the needs of enterprises in various economic sectors.
4. Collecting, compiling, processing, and providing commercial and market information both domestically and internationally to support exports, advising enterprises on developing export products and expanding business relationships both domestically and internationally.
5. Managing organization, staffing, asset utilization, material infrastructure, allocated financial resources, and accounting for income and expenditures according to current state regulations and the delegated management authority of the Department of Trade Promotion.
Article 3The Export Support Center shall be led by a Director under the head system and shall have one to two Deputy Directors to assist.
Authorize the Director of the Department of Trade Promotion to specify the functions, tasks, powers, organizational structure, staffing, organizational rules and operations, appointment and removal of the Director and Deputy Directors of the Export Support Center in accordance with state regulations and the delegated management authority of the Ministry of Commerce.
Article 4THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 5The Head of the Ministry's Office, the Head of the Cadre Organization Department, the Director of the Department of Trade Promotion, and the Heads of related units under the Ministry are responsible for implementing this Decision./.
