DECISION OF THE PRIME MINISTER
Regarding the functions, tasks, powers, and organizational structure of the Steering Committee for Planning and Construction of Hanoi Capital
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
To implement the adjustment of the General Plan for Hanoi Capital pursuant to Decision No. 108/1998/QĐ-TTg dated June 20, 1998 of the Prime Minister;
Considering the proposal of the Chairman of the People's Committee of Hanoi City and the Minister, Head of the Organization-Cadre Department of the Government,
DECISION:
Article 1: The Steering Committee for Planning and Construction of Hanoi Capital assists the Prime Minister in directing and coordinating the implementation of planning and construction activities in Hanoi Capital with the following tasks and powers:
1. Implement the adjustment of the General Plan for Hanoi Capital according to the contents approved by the Prime Minister in Decision No. 108/1998/QĐ-TTg dated June 20, 1998 and other government documents.
2. Direct the review and propose projects, regulatory documents, mechanisms, and special policies for the development of new urban areas and other regions of Hanoi Capital to be submitted to the Prime Minister for issuance.
3. Supervise and urge relevant ministries, departments, the People's Committee of Hanoi City, and provincial People's Committees to implement Decision No. 108/1998/QĐ-TTg dated June 20, 1998 of the Prime Minister and related documents; report to the Prime Minister or be authorized by the Prime Minister to decide on measures to resolve issues arising during implementation.
4. Direct cooperation with domestic and foreign organizations during the implementation of planning and construction in Hanoi, particularly for the new urban area of Hanoi, in accordance with government regulations.
5. Be invited or hire organizations and experts both domestically and internationally to advise on important projects during the direction process; review mechanisms, policies, organizations, and implementation measures for planning and construction in Hanoi, especially for the new urban area of Hanoi.
6. Report regularly and urgently to the Prime Minister on the progress of implementing planning and construction activities in Hanoi.

Article 3. The working body of the Steering Committee consists of the Standing Secretariat of the Steering Committee and the Secretariat assisting the Steering Committee.
The Standing Secretariat of the Steering Committee is assigned by the Chairman.
The Secretariat of the Steering Committee uses the seal of the People's Committee of Hanoi City in its work relations, with staffing determined by the Chairman of the Steering Committee and added to the staffing of Hanoi City.
The People's Committee of Hanoi City shall arrange office premises and working facilities for the Secretariat of the Steering Committee.
The operating budget of the Steering Committee is provided from the state budget and consolidated into the budget of the People's Committee of Hanoi City.
The operational regulations of the Steering Committee are stipulated by the Chairman.
Article 4. For legal documents within the authority of the Prime Minister, the Head of the Steering Committee shall use the seal of the Government.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The Chairman of the Steering Committee for Planning and Construction of Hanoi Capital, Ministers, Heads of ministerial-level agencies under the Government, the Chairman of the People's Committee of Hanoi City, Chairmen of provincial People's Committees directly under the central government, and members of the Steering Committee are responsible for implementing this Decision.
