Citing Article 8 of the Regulation on registering and certifying high-quality and reputable Vietnamese agricultural, forestry, and fishery products, amended and supplemented by Decision No. 1895/QD-BNN-CB dated June 24, 2008, issued by the Minister of Agriculture and Rural Development;
Considering the proposal of the Director of the Department of Processing and Marketing of Agricultural, Forestry, and Fishery Products and Salt Industry,
The amount of registration contribution for certifying high-quality and reputable Vietnamese agricultural, forestry, and fishery products in 2008 for organizations and individuals is as follows:
DECISION:
Article 1. - For the first product registered: VND 8,000,000 (eight million dong), to be paid to the Basic Registration Council VND 3,000,000 (three million dong), and to the Ministry-level Registration Council VND 5,000,000 (five million dong).
- For the second product registered: VND 6,000,000 (six million dong), to be paid to the Basic Registration Council VND 2,000,000 (two million dong), and to the Ministry-level Registration Council VND 4,000,000 (four million dong).
- For the third product registered: VND 4,000,000 (four million dong), to be paid to the Basic Registration Council VND 1,500,000 (one million five hundred thousand dong), and to the Ministry-level Registration Council VND 2,500,000 (two million five hundred thousand dong).
- For each product registered from the fourth onwards: VND 2,000,000 (two million dong) per product, to be paid to the Basic Registration Council VND 1,000,000 (one million dong), and to the Ministry-level Registration Council VND 1,000,000 (one million dong).
The contribution for registration and certification by organizations and individuals and the use of such contributions at the Basic Registration Council and the Ministry-level Registration Council shall be guided accordingly.
Article 2. The Head of the Ministry's Office, the Director of the Department of Processing and Marketing of Agricultural, Forestry, and Fishery Products and Salt Industry, and the Heads of related units are responsible for implementing this decision.
Article 3. This Decision takes effect from the date of signature.

To facilitate the proper and lawful use of registration contribution funds for certifying high-quality and reputable Vietnamese agricultural, forestry, and fishery products, the Ministry of Agriculture and Rural Development provides specific guidance as follows:

1. On registration contributions
According to the Regulation on registering and certifying high-quality and reputable Vietnamese agricultural, forestry, and fishery products, amended and supplemented by Decision No. 1895/QD-BNN-CB dated June 24, 2008, issued by the Minister of Agriculture and Rural Development, Article 8 Clause 1 stipulates that organizations and individuals contribute registration fees to the Basic Registration Council and the Ministry-level Registration Council, which are not refundable. Specifically:
1.1. Time of payment:
- First time: to be paid to the Basic Registration Council together with the registration application.
- Second time: to be paid to the Ministry-level Registration Council within 15 days from the date of notification of preliminary results by the Basic Registration Council.
1.2. Proof of payment is a receipt signed and stamped by the receiving unit (Department of Agriculture and Rural Development, Association, Department of Processing and Marketing of Agricultural, Forestry, and Fishery Products and Salt Industry).
1.3. Accounting: the expenses are taken and recorded from the promotional costs of the registering entity.
2. On the use of registration contributions
According to Article 8, Clause 2 of the Regulation on registering and certifying high-quality and reputable Vietnamese agricultural, forestry, and fishery products, which has been amended and supplemented, the registration contributions are used by the Basic Registration Council for evaluation, inspection, and supervision activities, and by the Ministry-level Registration Council for evaluation, certification, supervision, commendation, introduction, and promotion of certified products.
2.1. Objectives of using registration contributions
All activities of the Basic Registration Council and the Ministry-level Registration Council, including office supplies, printing materials, ceremonial events, printing certificates, making certificate frames, cups, conference costs, council members' fees, journalists' fees, remuneration for inspection and supervision staff both during and outside working hours, travel expenses, work allowances, and outsourcing contracts.
2.2. Spending limits
The head of the unit, for the Basic Registration Council, the Director of the Department of Agriculture and Rural Development or the Chairman of the Association; for the Ministry-level Registration Council, the Director of the Department of Processing and Marketing of Agricultural, Forestry, and Fishery Products and Salt Industry, based on regulations, content of work, and economic contracts, decides the spending limits.
2.3. Settlement of registration contribution usage
The Director of the Department of Agriculture and Rural Development, the Chairman of the Association; the Director of the Department of Processing and Marketing of Agricultural, Forestry, and Fishery Products and Salt Industry instructs relevant departments to implement collection, expenditure, settlement, and final accounting according to these provisions./.
