Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Article 3 and Article 26 of the Ordinance on Preferential Treatment for Persons Engaging in Revolutionary Activities, Martyrs and Their Families, War Invalids, War Veterans, and Those Contributing to the Revolution dated August 29, 1994;
Pursuant to Decree No. 91/1998/NĐ-CP dated November 9, 1998 of the Government promulgating the Charter for the construction and management of the "Repaying Debts and Gratitude" Fund;
After consultation with the Standing Board of the Central Vietnam Fatherland Front Council;
At the proposal of the Minister of Labor, Invalids and Social Affairs and the Heads of the Government Organization and Cadre Department,
DECISION:
Article 1. The Central Steering Committee for Building and Managing the "Gratitude Repayment" Fund is hereby established with the following members:
1. Ms. Nguyen Thi Hang, Minister of Labor, Invalids and Social Affairs, Chairperson.
2. Mr. Nguyen Dinh Lieu, Deputy Minister of Labor, Invalids and Social Affairs, Vice-Chairperson in charge.
3. Mr. Le Truyen, Member of the Standing Board of the Central Vietnam Fatherland Front Council, Vice-Chairperson.
4. Ms. Truong Thi Hue, Deputy Chairwoman of the Vietnam Women's Union, Vice-Chairperson.
5. Ms. Nguyen Thi Kim Ngan, Deputy Minister of Finance, member.
6. Mr. Nguyen Trong Xuyen, Deputy Minister of National Defense, member.
7. Mr. Dang Ngoc Chien, Deputy Chairman of the Vietnam General Confederation of Labor, member.
8. Ms. Hoang Thi Dieu Tuyet, Deputy Chairwoman of the Vietnam Farmers' Association, member.
9. Mr. Huu Khac Thuong, member of the Central Executive Board of the Vietnam Veterans Association, member.
10. Mr. Vu Van Tam, Secretary of the Communist Youth Central Committee, member.

Article 2.
1. The Standing Body of the Central Steering Committee for Building and Managing the "Gratitude Repayment" Fund consists of the Chairperson and the Vice-Chairpersons.
2. The Central Steering Committee for Building and Managing the "Gratitude Repayment" Fund shall have an office located at the Ministry of Labor, Invalids and Social Affairs.
Article 3. The Chairperson of the Steering Committee for Building and Managing the "Gratitude Repayment" Fund is responsible for drafting and promulgating the operational regulations of the Steering Committee, deciding to establish an office to assist the Steering Committee and its Standing Body in effectively performing their functions and tasks as stipulated in the Regulations on Building and Managing the "Gratitude Repayment" Fund issued together with Decree No. 91/1998/NĐ-CP dated November 9, 1998.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial and municipal People's Committees directly under the central government, and the members named in Article 1 are responsible for implementing this Decision.
