Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Ministry of Agriculture and Rural Development (circular number 4340/BNN-PCLB dated November 25, 1999; circular number 358/BNN-PCLB dated January 28, 2000),
DECISION:
Article 1. To ensure the completion of the dike construction and revetment plan for 2000 before the rainy season, while awaiting the issuance of amended and guiding documents for Decree No. 52/1999/NĐ-CP dated July 8, 1999, and Decree No. 88/1999/NĐ-CP dated September 1, 1999 of the Government, the Ministry of Agriculture and Rural Development and People's Committees of provinces and cities with dikes shall implement the designation of tenders for dike construction and repair work:
1. Designate tenders for consulting surveys, designs, and construction of regular dike repair projects;
2. Designate tenders for dike construction and repair projects with investment capital less than VND 500 million;
3. Designate tenders for dike construction and repair projects using public works labor. The Ministry of Agriculture and Rural Development shall be responsible for guiding and supervising the above tender designations.
Article 2. This Decision takes effect from the date of signature.
