Regarding the approval of the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Application of advanced technology in the production of export products and key products" |||

MINISTER OF THE MINISTRY OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT

BASED ON DECREE NO. 22/CP dated MAY 22, 1993 of THE GOVERNMENT on the tasks, powers, and organizational structure of the Ministry of Science and Technology and Environment;

Pursuant to Decision No. 82/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the direction, objectives, tasks, and main science and technology programs of the National Key Science and Technology Program for the 2001-2005 period;

DECISION:

Article 1. Approves the main objectives and contents of the National Key Science and Technology Program for the 2001-2005 period: "Application of advanced technology in the production of export products and key products"Code: KC.06 (Annex attached).

Article 2. The Heads of the Department of Industrial Science and Technology Management, the Department of Agricultural Science and Technology Management, the Planning Department, the Director of the Ministry's Office, the Heads of units under the Ministry of Science, Technology and Environment, and the Heads of related agencies and organizations are responsible for implementing this Decision.

MAIN OBJECTIVES AND CONTENTS OF THE NATIONAL KEY SCIENCE AND TECHNOLOGY PROGRAM FOR THE 2001-2005 PERIOD: "APPLICATION OF ADVANCED TECHNOLOGY IN THE PRODUCTION OF EXPORT PRODUCTS AND KEY PRODUCTS", CODE: KC.06 (Attached to Decision No. 21/2001/QĐ-BKHCNMT dated June 11, 2001
of the Minister of Science, Technology and Environment) - Increase export turnover.

a. Objectives:

- Shift the structure of exports towards higher proportions of processed products, high-tech products, and promote service exports.

- Master, improve, and apply basic advanced technologies to produce key products of various economic sectors at a quality level that is advanced in the region, focusing on energy savings, cost reduction, and product quality improvement.

b. Main contents:

- Research solutions and develop technologies for crop and livestock (including aquaculture) varieties with high yield and quality, disease resistance, and meet export requirements.

- Study and build intensive farming and industrial production models for agriculture, forestry, and aquaculture in a sustainable and environmentally friendly manner to create large raw material areas serving the export processing industry.

- Apply and develop modern technology to innovate preservation, preliminary and refined processing technologies for agricultural, forestry, and aquatic products to increase product value and diversify export products.

- Improve equipment, technology, and create new high-value-added products from wood, handicrafts, textiles, and footwear to meet import market requirements and contribute to solving employment issues.

- Research new technologies in mineral extraction to reduce environmental pollution and increase export value.

- Study export strategies and markets to guide production and business activities in agriculture, forestry, aquaculture, handicrafts...

- Research and manufacture types of power machinery suitable for production to mechanize land preparation and harvesting processes, rice milling machines, and small power machinery for two major rice-growing regions: the Mekong Delta and the Red River Delta.

- Research and apply new technologies in the design and manufacture of shipbuilding equipment and parts for ships with a carrying capacity of 11,500 tons.

- Study the application of new technology in the design and manufacture of equipment and spare parts for shipbuilding with a carrying capacity of 11,500 tons.
