Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government on financial regulations applicable to revenue-generating public service units and Circular No. 25/2002/TT-BTC dated March 21, 2002;
Pursuant to Decision No. 146/2001/QĐ-BTC dated December 27, 2001 of the Minister of Finance on the allocation of state budget revenues and expenditures for the year 2002;
Pursuant to Circular No. 14376/TC-HCSN dated December 31, 2002 of the Ministry of Finance on the review of revenue-generating public service units for the year 2002;
At the proposal of the Director of the Department of Finance and Accounting;
DECISION:
Article 1. Grant financial autonomy according to the self-sufficiency regime for part of the regular operational expenses to: Agricultural Vocational High School and Rural Development I.
Article 2. The state budget funds allocated to ensure the regular operation of the unit amount to: 6,212 million VND (Six billion two hundred twelve million VND only).
This amount will be stabilized for three years (2002, 2003, 2004) and will be increased annually according to the rate determined by
Article 3. Based on the state budget revenue and expenditure plan for the year 2002 already assigned by the Ministry, the stable expenditure amount specified in Article 2 above, the head of the unit shall be responsible for organizing and implementing the financial autonomy mechanism in accordance with Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government and Circular No. 25/2002/TT-BTC dated March 21, 2002 of the Ministry of Finance.
