Directive No. 21/2004/CT-BGTVT of the Ministry of Transport on Rectifying the Work of Finalizing Research Topics and Managing, Using, Settling Accounts for, and Finalizing Financial Resources for Scientific and Technological Research in the Transport Industry. The Directive requires agencies and units responsible for research topics to implement according to schedule, report periodically, finalize research topics seriously, and manage finances in accordance with regulations; at the same time, the Department of Science and Technology, the Department of Finance, and the Inspectorate of the Ministry will cooperate to inspect, guide, and audit relevant agencies.

||| Regarding the rectification of the finalization work of research topics and management, utilization, settlement, and final accounting of scientific and technological research funds
In recent times, the management of national, ministerial, and grassroots-level scientific and technological research programs and experimental production projects in the transportation sector (hereinafter referred to collectively as "topics") has shown significant improvements. The advisory agencies of the Ministry and the main agencies and units responsible for the topics have relatively well implemented periodic inspections and reports on the topics.

However, the finalization work of topics and the management, utilization, settlement, and final accounting of scientific and technological research funds in the transportation sector still face some existing issues as follows:
- Some topics have not been implemented according to the planned schedule; periodic reporting and finalization organization have not been conducted in accordance with regulations.
- The management, utilization, settlement, and final accounting of scientific and technological research funds have not followed the prescribed procedures and formalities.
To address these existing issues and enhance the effectiveness of scientific and technological research activities in the transportation sector, contributing positively to improving productivity, quality, and efficiency of transportation operations, the Minister of Transport requests:
1. For the agencies and units responsible for the topics:
- Implement the topics strictly in accordance with the approved research outline and schedule by the Ministry.
- Strictly adhere to the periodic reporting system with the state administrative agency as stipulated.
- Organize internal and grassroots-level topic finalization seriously, ensuring quality, schedule, and compliance with prescribed procedures and formalities.
- Manage finances in accordance with regulations, particularly focusing on contract liquidation and settlement and final accounting of scientific and technological research funds.
2. For the topic leaders:
- Conduct research strictly in accordance with the approved outline, ensuring schedule and quality requirements.
- Adhere to the periodic reporting system as stipulated for the responsible agency or unit.
- Report promptly any difficulties or obstacles arising during the implementation of the topic to the competent state authority for resolution.
- Manage, utilize, settle, and finalize the accounting of scientific and technological research funds in strict accordance with current regulations.
3. For the advisory departments of the Ministry:
a/ Science and Technology Department:
- Take the lead and coordinate with relevant agencies and units to conduct regular inspections of scientific and technological research topics in the transportation sector.
- Organize the finalization of ministry-level topics ensuring schedule and quality.
- Monitor, inspect, and report to the Ministry's leadership on the implementation results of this directive every six months and annually.
b/ Finance Department:
- Take the lead and coordinate with the Science and Technology Department to guide and inspect the responsible agencies and units in managing, utilizing, settling, and finalizing the accounting of scientific and technological research funds in accordance with regulations.
c/ Ministry Inspectorate:
Carry out inspections and audits of agencies and units related to the management, utilization, settlement, and final accounting of scientific and technological research funds in accordance with their assigned functions and tasks.
The Ministry requires the heads of relevant agencies, units, and individuals to strictly implement this directive./.
