At the proposal of the Director of the Cinema Department.
Pursuant to the Law on Mobilization and Awards dated November 26, 2003, and the Law Amending and Supplementing Certain Provisions of the Law on Mobilization and Awards dated June 14, 2005;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decision No. 177/QĐ-BVHTTDL dated January 16, 2008 of the Minister of Culture, Sports and Tourism on the establishment of the Department of Mobilization and Awards;
Considering the proposals of the Director of the Department of Mobilization and Awards and the Director of the Department of Organization and Cadres,
DECISION:
Article 1. Position and Functions
The Department of Mobilization and Awards is an agency under the Ministry of Culture, Sports and Tourism with the function of advising the Minister of Culture, Sports and Tourism on state management of mobilization and awards work in cultural, family, physical education, sports, and tourism fields in accordance with the law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Drafting programs, normative legal documents on mobilization and awards work consistent with the functions, tasks, powers, and organizational structure of the Ministry.
2. Serving as the permanent Secretariat of the Ministry's Mobilization and Awards Council; assisting the Minister in submitting to competent authorities for approval the conferral of Ho Chi Minh Award, State Award for Literature and Art, and national honor titles in the cultural, family, physical education, sports, and tourism fields; submitting to the Minister for approval the establishment of the Council for examination and recommendation of national honor titles in the education and health sectors within the authority of the Minister of Culture, Sports and Tourism.
3. Drafting short-term and long-term plans, contents of mobilization and awards activities, submitting them to the Minister for approval and implementing them upon approval.
4. Organizing the launch of mobilization campaigns and implementing award regulations within the scope of the Ministry's state management.
5. Inspecting the implementation of mobilization and awards work in agencies and units under the Ministry and localities according to the delegation of the Ministry.
6. Directing the organization of mid-term and final reviews, identifying exemplary models, summarizing and disseminating experiences, expanding patriotic mobilization campaigns and exemplary models; proposing reforms in mobilization and awards work; examining and recommending appropriate and timely award forms in accordance with the law; proposing and examining special award forms.
7. Organizing training and enhancing professional skills for cadres and civil servants engaged in mobilization and awards work in the sector.
8. Cooperating in resolving complaints and denunciations regarding mobilization and awards work within the scope of the Ministry's management in accordance with the law when required.
9. Implementing international cooperation on mobilization and awards in accordance with the law.
10. Establishing and managing the use of the Mobilization and Awards Fund in accordance with the law.
11. Organizing and coordinating the presentation of award forms in accordance with the law; managing the distribution of award items; confirming award forms within the scope of the Ministry's state management.
12. Implementing scientific and technological progress, building information systems and archives; managing files, documents, and materials related to mobilization and awards work of the Ministry.
13. Implementing administrative reform within the Department; managing civil servants, implementing policies and systems for cadres and civil servants in the Department, managing assets assigned in accordance with the law.
14. Performing other tasks assigned by the Minister.
Article 3. Organizational Structure
1. The Director and Deputy Directors.
2. Professional civil servants. The Director of the Department of Mobilization and Awards is responsible for arranging and assigning civil servants according to the position structure and professional standards; drafting and promulgating the Department's operational regulations.
Article 4. Effective date
This Decision takes effect fifteen days from the date of publication in the Official Gazette. Previous provisions contrary to this Decision are abolished.
Article 5. Responsibilities for Implementation
The Head of the Office, the Director of the Department of Organization and Cadres, the Director of the Department of Planning and Finance, the Director of the Department of Mobilization and Awards, the Heads of agencies and units under the Ministry, and the Heads of relevant agencies and units are responsible for implementing this Decision./.
