CIRCULAR
Regarding the issuance of the "National Technical Regulation on Technical Supervision and Small Seagoing Vessel Construction" Registration Code: QCVN 03: 2009/BGTVT
On the basis of the Law on Standards and Technical Regulations dated June 29, 2006, and Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

On the basis of Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
On the basis of Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical regulations;
Considering the proposal of the Director of the Department of Science and Technology and the Director General of the Vietnam Ship Inspection Corporation;
Issuing along with this Circular the "National Technical Regulation on Technical Supervision and Small Seagoing Vessel Construction"; Registration Code: QCVN 03: 2009/BGTVT.
The Minister of Transport hereby promulgates:
Article 1. This Circular shall take effect 45 days from the date of issuance.
Article 2. For vessels that have signed new construction contracts or have been ordered before this Circular takes effect, the Vietnamese standards from TCVN 7061-1: 2007 to TCVN 7061-9: 2007 regarding Technical Supervision and Small Steel-Hulled Seagoing Vessel Construction shall still be applied.
Article 3. The Heads of the Office, Directors of the Department of Science and Technology, Director General of the Vietnam Ship Inspection Corporation, heads of agencies and units under the Ministry of Transport, and related organizations and individuals are responsible for implementing this Circular./.

The Director of the Office, the Head of the Science and Technology Department, the Director of the Vietnam Vehicle Inspection Agency, the heads of agencies and units under the Ministry of Transport, and relevant organizations and individuals are responsible for implementing this Circular./.
