Regulations on the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Higher Vocational Qualifications in the Agriculture, Forestry, and Fisheries Group

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/ND-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids, and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications;

Pursuant to the results of the appraisal by the Appraisal Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the following trades: Marine and Brackish Water Aquaculture; Freshwater Aquaculture; Livestock and Poultry Raising; Forestry; Plant Protection;

The Ministry of Labor, Invalids, and Social Affairs hereby stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the above trades as follows:

Article 1. Scope of Regulation and Objects of Application:

This Circular stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications to be applied to public and private vocational training institutions (hereinafter referred to as vocational training institutions) that have registered to provide vocational training for the trades specified in this Circular;

The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. Contents of the Framework Program stipulated in this Circular include:

1. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Freshwater Aquaculture" (Annex 1);

2. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Marine and Brackish Water Aquaculture" (Annex 2);

3. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Livestock and Poultry Raising" (Annex 3).

4. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Plant Protection" (Annex 4).

5. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Forestry" (Annex 5).

Article 3. Responsibilities for Developing Vocational Training Programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the trades specified in this Circular shall organize the development, appraisal, and approval of the vocational training programs of their respective institutions.
