RESOLUTION

ON QUESTIONING AND ANSWERING QUESTIONS AT THE SECOND SESSION OF THE THIRTEENTH NATIONAL ASSEMBLY

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;

Pursuant to the Law on the Supervision Activities of the National Assembly and the Standing Rules of the National Assembly Session;

Based on the results of questioning and answering questions at the second session of the Thirteenth National Assembly,

RESOLUTION:

I. The National Assembly welcomes the determination of the Government and the Prime Minister in directing and managing work to overcome difficulties and challenges, striving to complete the economic and social tasks, national defense, security, and foreign affairs for 2011, creating momentum for successfully implementing the economic and social tasks determined by the National Assembly for 2012 and subsequent years; ensuring macroeconomic stability, keeping inflation at a single-digit level; implementing resolute measures to prevent the economy from falling into stagnation, and continuing the development of production and business.

II. The National Assembly acknowledges some of the commitments made by the Prime Minister and the Ministers and Heads of Departments before the National Assembly, including:

1. In the field of transportation:

- Affirming the political resolve of the Government, sectors, and levels in addressing traffic accidents and traffic congestion; setting the target to reduce the number of traffic accidents and deaths from traffic accidents by 5-10% annually starting from 2012; reducing the level of traffic congestion in Hanoi and Ho Chi Minh City; declaring 2012 as the year to re-establish discipline in traffic management.

- Supporting the policies and measures of the Government and the Ministry of Transport aimed at enhancing the effectiveness of state management over traffic safety; intensifying public awareness campaigns, dissemination, and education on traffic laws; making significant changes in the management of people and vehicles participating in traffic, vehicle inspection work; increasing penalties for violations of traffic laws; eliminating black spots for road traffic accidents.

- Assigning the People's Councils, People's Committees of Hanoi and Ho Chi Minh City, the Ministry of Transport, the Ministry of Public Security, and relevant ministries and sectors within their respective functions and powers to implement comprehensive measures to address traffic congestion as reported to the National Assembly.

2. In the field of agriculture and rural development:

- Increasing investment in agriculture, farmers, and rural areas, ensuring that the investment level over the next five years will be twice that of the period 2005-2010; striving to have 20% of communes nationwide meet the criteria for new rural areas by 2015.

- Organizing research, production, and supply of high-quality seeds to meet the needs of different regions; linking production with consumption, adopting appropriate policies for businesses and supermarkets to purchase products from farmers; applying international standards for agricultural product imports; rectifying procurement activities; building wholesale markets, strengthening trade promotion, opening trading floors, introducing agricultural products; combating dumping and discriminatory treatment against Vietnamese agricultural products.

- Implementing land use planning and plans strictly, taking comprehensive measures to limit the conversion of rice cultivation land; supporting farmers in rice production to ensure the preservation of 3.812 million hectares of rice cultivation land.

- Developing cooperative forms in agriculture, connecting four parties, regional linkage; expanding the model of "large demonstration fields" to mechanize and apply advanced science and technology in production.

- Organizing the implementation of pilot agricultural insurance programs from 2011 to 2013, especially insurance against natural disasters and diseases affecting rice, livestock, poultry, and aquaculture.

- Strengthening management of pesticide and plant protection chemical production, business, and use; severely punishing organizations and individuals who violate regulations.

- Reviewing and adjusting economic and social development plans in response to climate change impacts, flood prevention, particularly coastal dike systems; encouraging enterprises to invest in environmental protection and sustainable development projects; enhancing the effectiveness of forest land management to ensure forest owners manage and protect forests; severely punishing violations of forest protection laws; strongly supporting local authorities, forest rangers, and farmers in afforestation and forest protection efforts.

3. In the field of education and training:

- Building a fundamental and comprehensive reform program for education and training to improve human resource quality to meet industrialization, modernization, and international integration requirements; strictly defining conditions for joint training with foreign countries, distance learning, and part-time training to ensure university education quality; strengthening supervision, inspection, and strict handling of universities violating quality assurance conditions. Strictly controlling additional teaching and learning to avoid overloading and pressure on primary school students.

- Enhancing the effectiveness of state management, perfecting legal documents on education and training. In 2012, implementing subsidies for retired teachers who did not receive seniority benefits; subsidies for kindergarten teachers, focusing on those working in villages and ethnic minority areas, and support for poor ethnic minority students, Buddhist monks, Khmer script teachers, and teachers of other ethnic scripts; implementing the universal preschool education program for five-year-olds.

- Continuing to prioritize investment in developing education and training for children of ethnic minorities and difficult regions, the Mekong Delta, Central Highlands, central coast, and northern mountainous areas.

4. In the field of finance:

- Implementing market pricing mechanisms for electricity, oil, coal, and other important goods and services, with appropriate support policies for policy beneficiaries. Enterprises operating in these fields must publicly disclose their production and business results and product costs for National Assembly deputies and the public to monitor; completing the divestment of investments outside their core business by 2015.

- Continue to implement price stabilization policies; link circulation and distribution with producers and retailers; expand the target group to small and medium-sized enterprises; widely implement in rural, mountainous, remote, and far-flung areas.

- Reorganize and create conditions for the development of the securities market, bond market, insurance market, and investment funds according to a management system consistent with international practices to meet the capital needs of the economy.

- Effectively implement measures to prevent revenue loss for the state budget; control transfer pricing that causes revenue loss; establish a roadmap to reduce the budget deficit; strengthen the effectiveness of public debt management; strictly control government-guaranteed debts and local borrowings.

5. In the banking sector:

- Reorganize the commercial banking system to ensure effective operations, diverse banking products and services that meet economic development requirements; gradually enhance financial strength and competitiveness; ensure no weak banks persistently exist, adversely affecting the economy.

- Implement prudent and flexible monetary policy to ensure inflation control and meet economic growth requirements, capital needs for production by enterprises and agriculture; manage exchange rates based on market signals to encourage exports, reduce trade deficits, and ensure the value of the Vietnamese currency.

- Strictly manage import and export activities and the gold market; strive to keep domestic gold prices from significantly deviating from world prices; protect citizens' gold ownership rights; develop policies to mobilize gold resources among the people to serve development goals.

- Reduce lending interest rates to facilitate enterprise access to capital, reduce input costs; prioritize credit for production, especially for agricultural production, rural areas, electricity generation, exports, and small and medium-sized enterprises.

- Closely monitor commercial banks' credit activities; control real estate lending, securities trading, and bad bank loans; strengthen inspection, supervision, and strict handling of negative phenomena in banking, foreign exchange, and gold business.

III. The National Assembly entrusts the Standing Committee of the National Assembly to examine issues raised by National Assembly deputies during the session and other questions submitted between sessions to organize questioning and answering at the Standing Committee's meeting, paying attention to certain issues:

- Investment sector: The situation of scattered state budget investment with low efficiency; measures to address this situation.

- Health sector: Ensuring resources to meet disease prevention and treatment needs for the people; ethical issues in the health sector.

- Education and training sector: Issues related to fundamental and comprehensive educational reform, improving quality.

- Civil Service sector: Recruitment, training, and support for civil servants; solutions to improve the quality of grassroots administrative machinery.

Entrust the National Ethnic Council, the National Assembly Committees to conduct meetings where ministers and heads of sectors provide explanations on urgent issues within their respective fields, as requested by voters and questioned by National Assembly deputies.

IV. The Government, the Prime Minister, the Minister of Transport, the Minister of Agriculture and Rural Development, the Minister of Education and Training, the Minister of Finance, the Governor of the State Bank of Vietnam, relevant ministers and heads of agencies at ministerial level, People's Councils, and People's Committees of provinces and centrally-administered cities within their respective duties and powers are responsible for implementing this Resolution.

The Standing Committee of the National Assembly, the National Ethnic Council, National Assembly Committees, Delegations of National Assembly members, and National Assembly deputies within their respective duties and powers are responsible for supervising the implementation of this Resolution.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 13th term, second session, on November 26, 2011./.
