CIRCULAR
Regulations on the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Higher Vocational Qualifications for certain trades belonging to the groups of trades: Mechanical Engineering Technology - Applied Fine Arts - Accounting and Auditing - Information Technology

Pursuant to the Law on Vocational Training, November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications;
Pursuant to the results of the assessment by the Assessment Councils for the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the following trades: Metal Cutting; Welding; Installation of Mechanical Equipment; Marine Engine Repair; Automotive Technology; Industrial Electrical; Ship Hull Manufacturing Technology; Business Accounting; Network Management for Computers; Wood Product Machining and Design;
Considering the proposal of the General Department of Vocational Training, Ministry of Labor, War Invalids and Social Affairs to stipulate the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the above-mentioned trades as follows:
Article 1. Scope of Regulation and Applicability:
This Circular stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications to be applied to public and private vocational training institutions (hereinafter referred to as vocational training institutions) that have registered to provide vocational training for the trades specified in this Circular.
The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications prescribed in this Circular are not mandatory for vocational training institutions with foreign investment capital.
Article 2. The framework program stipulated in this Circular includes:
1. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Metal Cutting" (Annex 1).
2. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Network Management for Computers" (Annex 2).
3. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Installation of Mechanical Equipment" (Annex 3).
4. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Marine Engine Repair" (Annex 4).
5. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Automotive Technology" (Annex 5).
6. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Industrial Electrical" (Annex 6).
7. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Ship Hull Manufacturing Technology" (Annex 7).
8. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Wood Product Machining and Design" (Annex 8).
9. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Welding" (Annex 9).
10. The framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the trade "Business Accounting" (Annex 10).
Article 3. Responsibilities for developing vocational training programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their institutions.
Article 4. Implementation provisions:
1. This Circular takes effect from September 12, 2011, and replaces Decisions 29/2007/QĐ-BLĐTBXH, 33/2007/QĐ-BLĐTBXH, 11/2008/QĐ-BLĐTBXH, 14/2008/QĐ-BLĐTBXH, 23/2008/QĐ-BLĐTBXH, 30/2008/QĐ-BLĐTBXH, 33/2008/QĐ-BLĐTBXH, 43/2008/QĐ-BLĐTBXH, 47/2008/QĐ-BLĐTBXH, and Decision 49/2008/QĐ-BLĐTBXH. All previous regulations that conflict with this Circular are hereby abolished.
2. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees under the central government, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide intermediate vocational training and higher vocational training for the trades specified in this Circular, and related units are responsible for implementing this Circular./.
