Regulations on the conditions for operating sports facilities organizing Taekwondo activities

“1. Position
Article 1. Other types of artistic performances

The Ministry of Culture, Sports and Tourism stipulates the professional operation conditions for sports facilities organizing Taekwondo activities as follows:
Article 1. Scope of Regulation
This Circular details the conditions regarding infrastructure, equipment, and specialized staff for sports facilities organizing Taekwondo activities.
Article 2. Applicability
This Circular applies to organizations and individuals organizing Taekwondo activities in Vietnam.
Article 3. Issuance of Certificate of Compliance with Operating Conditions
1. A sports facility organizing Taekwondo activities must be a sports enterprise that conducts operations and must obtain a certificate of business registration in accordance with the procedures prescribed in Clause 5, Article 55 of the Law on Physical Education and Sports.
2. A sports facility organizing high-performance Taekwondo training and competition activities must ensure the conditions stipulated in Article 43 of the Law on Physical Education and Sports.
Article 4. Conditions Regarding Infrastructure
The location for Taekwondo activities must meet the following conditions:
1. The floor area must be at least 60 square meters; the minimum training density must be 3 square meters per person.
2. The floor surface must be flat and non-slippery.
3. Adequate lighting and ventilation must be provided.
4. Sound levels must comply with national technical standards.
5. There must be a sufficient supply of common medicines and initial first aid equipment, as well as sanitation areas and parking spaces.
6. There must be a record book tracking participants' training, recording full name, date of birth, place of residence, and each individual's application form.
7. There must be a board displaying the four principles of Taekwondo practitioners; a board with rules, training schedules, and safety regulations during training.
8. Security, labor safety, and fire prevention measures must be ensured in compliance with regulations.
Article 5. Conditions Regarding Training Equipment
1. Sports facilities organizing Taekwondo activities aimed at participating in competitions organized by the Vietnam Taekwondo Federation and the General Department of Sports must meet the following training equipment requirements:

2. Sports facilities organizing Taekwondo activities aimed at improving participants' health without competing at the highest level must meet the following training equipment requirements:

Article 6. Conditions Regarding Specialized Staff
Sports facilities organizing Taekwondo activities must have coaches and instructors meeting the following qualification standards:
1. Sports facilities organizing Taekwondo activities as prescribed in Clause 1, Article 5 of this Circular must have coaches meeting one of the following qualifications:
a) Hold a bachelor's degree in physical education specializing in Taekwondo;
b) Hold a national coaching certification issued by the Vietnam Taekwondo Federation or an international coaching diploma issued by the Kukkiwon Academy.
2. Instructors must meet the qualification standards specified in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the Sports Management Board guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the enforcement of certain articles of the Law on Physical Education and Sports, and hold a black belt of third dan or higher issued by the Vietnam Taekwondo Federation.
3. Each professional instructor may not guide more than 30 practitioners in a single training session.
Article 7. Responsibilities of management agencies
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspectorate shall conduct inspections and handle violations of professional operation conditions by organizations and individuals organizing Taekwondo activities within their authority.
3. Provincial Departments of Culture, Sports and Tourism under the central government are responsible for implementing this Circular.
Article 8. Effective Date
This Circular takes effect from February 15, 2012.
During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports and Tourism for timely resolution./.
