Regulations on identification marks for types of wires, cables, and pipes installed in shared technical infrastructure works projects

Pursuant to Decree No. 62/2013/NĐ-CP dated June 25, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Decree No. 72/2012/NĐ-CP dated September 24, 2012 of the Government on management and shared use of technical infrastructure works;

Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011 of the Government detailing and guiding implementation of certain provisions of the Telecommunications Law.

The Ministers of Construction, Industry and Trade, and Information and Communications hereby issue this Joint Circular regulating identification marks for types of wires, cables, and pipes installed in shared technical infrastructure works.

Article 1. Scope of Regulation and Applicability

Article 1. This Joint Circular regulates identification marks for types of wires, cables, and pipes installed in shared technical infrastructure works.

Article 2. Organizations and individuals involved in the management and shared use of technical infrastructure works must comply with the regulations stipulated in this Joint Circular and other relevant laws.

Article 2. General Provisions on Identification Marks

Clause 1. Types of wires, cables, and pipes installed in shared technical infrastructure works must have identification marks.

Clause 2. Identification marks must be consistent in symbols and colors for each type of wire, cable, and pipe.

Clause 3. Identification marks (identification tags; warning tapes, nets, plates; poles, stakes, positioning markers) must be manufactured and displayed simply, easily recognizable, durable over time, resistant to harsh weather and environmental conditions, easy to arrange, install, replace, maintain, repair, and ensure safety during use.

Clause 4. Marking identification marks must comply with the regulations set forth in this Joint Circular and national technical standards and specifications applicable to each specialty, without causing damage to other technical infrastructure works.

Article 3. Identification Marks for Wires and Cables Installed on Cable Suspension Poles

Clause 1. Identification marks for wires and cables installed on cable suspension poles are indicated by symbols and colors on identification tags with dimensions (length x width) not less than 60x40 mm and not more than 130x80 mm.

Clause 2. Information displayed on the identification tag includes:

Point a. Information about the specialty of the wires and cables;

Point b. Information about the owner or authorized managing entity of the wires and cables.

Clause 3. Position for installing the identification tag.

Point a. The identification tag is attached to the wires and cables at the cable suspension pole;

Point b. The position and spacing for installing the identification tag must comply with national technical standards and specifications applicable to each specialty.

Article 4. Identification Marks for Wires, Cables, and Pipes Installed in Cable Conduits, Trenches, and Technical Tunnels

Clause 1. Identification marks for wires, cables, and pipes installed in cable conduits, trenches, and technical tunnels are indicated by symbols and colors on identification tags with dimensions (length x width) not less than 60x40 mm and not more than 130x80 mm.

Clause 2. Information displayed on the identification tag includes:

Point a. Information about the specialty of the wires, cables, and pipes;

Point b. Information about the owner or authorized managing entity of the wires, cables, and pipes.

Clause 3. Position for installing the identification tag.

Point a. The identification tag is attached to the wires, cables, or pipes at the cable pit or technical manhole.

Point b. The position and spacing for installing the identification tag must comply with national technical standards and specifications applicable to each specialty.

Article 5. Identifying Marks for Underground Cables, Wires, and Pipelines

1. Identifying marks for underground cables, wires, and pipelines are indicated by symbols and colors on tapes, nets, warning plates, or poles, stakes, positioning markers according to the requirements for each type of construction.

2. Information displayed through identifying marks includes:

a) Tapes, nets, or warning plates displaying information about the specialty of cables, wires, and pipelines;

b) Poles, stakes, positioning markers displaying information about the specialty and direction, intersection points of cables, wires, and pipelines.

3. Installation Position.

a) Tapes, nets, or warning plates are placed above underground cables, wires, and pipelines located under sidewalks or roadbeds;

b) Poles, stakes, positioning markers are placed on sidewalks or roadbeds along underground cables, wires, and pipelines;

c) The position and distance of installation of poles, stakes, positioning markers or tapes, nets, warning plates comply with national technical standards and regulations of each specialty.

Article 6. Identifying Marks for Cables, Wires, and Pipelines Installed on Bridges and Tunnels

1. Identifying marks for cables, wires, and pipelines installed on bridges and tunnels are indicated by symbols and colors on identification cards as prescribed in Clause 1 and 2, Article 4 of this Joint Circular.

2. Identification cards are attached to cables, wires, and pipelines at positions convenient for recognition, installation, maintenance, and comply with national technical standards and regulations of each specialty.

Article 7. Displaying Information on Identification Cards

1. Information about the specialty of cables, wires, and pipelines is displayed through the background color of the identification card.

a) Red to identify power cables and public lighting cables;

b) Yellow to identify telecommunications cables;

c) Blue to identify water supply pipelines;

d) White to identify drainage pipelines;

e) Brown to identify energy supply pipelines.

2. Information about the owner or authorized management unit includes:

a) Contact phone number of the owner or authorized management unit of cables, wires, and pipelines;

b) Name of the owner or authorized management unit (as specified by national technical standards and regulations of the specialty).

Article 8. Displaying Information on Tapes, Nets, Warning Plates, and Poles, Stakes, Positioning Markers

1. Information about the specialty of cables, wires, and pipelines is displayed by writing full or abbreviated words in uppercase letters.

a) Water supply pipeline is displayed by the word: "Water Supply" or CN;

b) Drainage pipeline is displayed by the word: "Drainage" or TN;

c) Power cable is displayed by the word: "Power" or DL;

d) Lighting cable is displayed by the word: "Lighting" or CS;

e) Telecommunications cable or related information is displayed by the word: "Telecommunications" or VT;

f) Energy supply pipeline (petrol, oil, gas...) is displayed by the word: "Energy (Petrol, Oil, Gas...)" or NL.

2. Information about the direction and intersection points of underground cables, wires, and pipelines is displayed by symbols as follows:

Article 9. Responsibility for marking and maintaining identification signs

1. The owner of power lines, cables, and pipelines shall be responsible for marking identification signs on power lines, cables, and pipelines owned by themselves.

2. Maintenance of identification signs.

a) The owner or the unit authorized to manage power lines, cables, and pipelines shall be responsible for managing and maintaining identification signs in accordance with the provisions of this Joint Circular and other relevant laws;

b) The management units operating shared technical infrastructure projects shall carry out management and maintenance of identification signs according to the shared use contracts signed.

3. The owner or the unit authorized to manage shared technical infrastructure projects shall be responsible for coordinating with related units in organizing the implementation, inspecting the marking and maintenance of identification signs.

Article 10. Responsibilities of State Management Agencies

1. The Ministry of Construction, the Ministry of Industry and Trade, and the Ministry of Information and Communications within their respective duties and authorities shall be responsible for researching, reviewing, and adjusting and supplementing relevant regulations to align with the provisions of this Joint Circular.

2. Provincial People's Committees:

a) Organizing the implementation and delegating responsibilities to People's Committees at all levels and specialized agencies under their direct supervision to implement the provisions of this Joint Circular;

b) Directing the development of plans, phased implementation, and monitoring the process of marking identification signs for power lines, cables, and pipelines installed in shared technical infrastructure projects within their jurisdiction.

3. Department of Construction:

a) Taking the lead and coordinating with the Department of Information and Communications, the Department of Industry and Trade, and related units to draft management documents for various types of power lines, cables, and pipelines to be submitted to the provincial People's Committee for consideration and issuance when necessary;

b) Taking the lead and coordinating with related units and People's Committees at all levels within their jurisdiction to guide, inspect, and handle violations of regulations concerning the management of identification signs for various types of power lines, cables, and pipelines within their jurisdiction according to their authority.

4. Department of Information and Communications, Department of Industry and Trade:

a) Providing guidance and organizing the implementation of the provisions of this Joint Circular in areas under their management;

b) Coordinating with competent state agencies to conduct inspections and handle violations of the provisions of this Joint Circular according to the law.

Article 11. Transitional Provisions

1. Existing identification signs of power lines, cables, and pipelines installed in shared technical infrastructure projects before the effective date of this Joint Circular shall remain unchanged.

2. Existing identification signs that do not comply with the provisions of this Joint Circular must be replaced during repairs, renovations, or upgrades of power lines, cables, and pipelines, or gradually replaced according to the annual maintenance plan for power lines, cables, and pipelines installed in shared technical infrastructure projects.

Article 12. Implementation Provisions

1. This Joint Circular takes effect from February 17, 2014.

2. From the effective date of this Joint Circular, new installations of power lines, cables, and pipelines in shared technical infrastructure projects must comply with the provisions of this Joint Circular.

3. During the implementation process, if there are any difficulties, organizations and individuals are requested to promptly report to the Ministry of Construction; the Ministry of Industry and Trade; the Ministry of Information and Communications for consideration and resolution./.
