Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational level and the framework program for higher vocational level;
At the proposal of the General Director of the Vocational Training Administration,
The Minister of Labor, Invalids and Social Affairs issues this Circular to regulate the framework program for intermediate vocational level and the framework program for higher vocational level for six occupations: Industrial Automation; Electrical Power Transmission Line Installation and Substation with Voltage of 220kV or Higher; Cable Television Technology; Rubber Product Manufacturing Technology; Fisheries Inspection; Vegetable Cultivation as follows:
Article 1. This Circular hereby promulgates the framework program for intermediate vocational level and the framework program for higher vocational level for six occupations: Industrial Automation; Electrical Power Transmission Line Installation and Substation with Voltage of 220kV or Higher; Cable Television Technology; Rubber Product Manufacturing Technology; Fisheries Inspection; Vegetable Cultivation to be applied to vocational colleges, intermediate vocational schools, universities, colleges, and private and public specialized intermediate vocational schools that have registered to teach these occupations (hereinafter referred to as vocational training institutions), but it is not mandatory for foreign-invested vocational training institutions.
1. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Industrial Automation" is stipulated in Appendix 1 attached hereto.
2. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Electrical Power Transmission Line Installation and Substation with Voltage of 220kV or Higher" is stipulated in Appendix 2 attached hereto.
3. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Cable Television Technology" is stipulated in Appendix 3 attached hereto.
4. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Rubber Product Manufacturing Technology" is stipulated in Appendix 4 attached hereto.
5. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Fisheries Inspection" is stipulated in Appendix 5 attached hereto.
6. The framework program for intermediate vocational level for the occupation "Vegetable Cultivation" is stipulated in Appendix 6 attached hereto.
Article 2. Based on the provisions of this Circular, the principals of schools that have registered to teach these occupations shall organize the development, review, and approve the vocational training programs of their schools.
Article 3. This Circular takes effect from August 1, 2015.
Ministries, ministerial-level agencies, governmental agencies, political and social organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, vocational training institutions that have registered to teach intermediate vocational level and higher vocational level for the six occupations specified in this Circular, and related units are responsible for implementation./.
