This Circular amends the national technical regulation on safety of electrical and electronic equipment, applicable to wire and cable products manufactured and imported from February 1, 2017. CIRCULAR
Issuing Amendments 1:2016 QCVN 4:2009/BKHCN National Technical Regulation on Safety of Electrical and Electronic Equipment

BASED ON THE LAW ON STANDARDS AND TECHNICAL REGULATIONS dated June 29, 2006;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director General of the National Standardization, Metrology and Quality Control Department and the Head of the Legal Affairs Department;
The Minister of Science and Technology issues this Circular "Issuing Amendments to 1:2016 QCVN 4:2009/BKHCN National Technical Regulation on Safety of Electrical and Electronic Equipment".
Article 1. Accompanying this Circular are Amendments to 1:2016 QCVN 4:2009/BKHCN National Technical Regulation on Safety of Electrical and Electronic Equipment.
Article 2. This Circular does not apply to:
1. Wires and cables already installed within electrical or electronic equipment or as part of a complete electrical or electronic device.
2. Wires and cables imported for installation in electrical or electronic devices that will be exported afterwards (processing export goods, temporarily imported goods for re-export).
Article 3. This Circular takes effect from February 1, 2017
Article 4. As of August 1, 2008, wire and cable products produced, imported, and circulated in the market must comply with the provisions of Amendments to 1:2016 QCVN 4:2009/BKHCN.
Article 5. Implementation
1. The General Department of Standardization, Metrology, and Quality Control shall be responsible for guiding and organizing the implementation of this Circular.
2. The Director of the General Department of Standardization, Metrology and Quality, the Head of the Legal Affairs Department, and relevant organizations and individuals shall be responsible for implementing this Circular.
3. Any difficulties or issues arising during implementation shall be promptly reported in writing to the Ministry of Science and Technology for consideration and resolution./.
