- The Ministry of Information and Communications and the Ministry of Public Security are responsible for guiding and inspecting the implementation of this Decision (Article 3.1).

for the Information and Communications Sector
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;
At the proposal of the Minister of Information and Communications and the Minister of Public Security;
The Prime Minister promulgates this Decision on the List of State Secrets of the Highest Confidentiality Level for the Information and Communications Sector.
Article 1. The List of State Secrets of the Highest Confidentiality Level for the Information and Communications Sector includes information, documents, data, databases, projects, strategies, plans serving national defense, security, homeland defense, war preparedness, emergency response that have not been or will not be disclosed in the following areas: postal services; telecommunications; radio frequency spectrum; information technology and electronics; press; publishing; printing and distribution; broadcasting and television, electronic information, news agencies, foreign information, grassroots information (hereinafter referred to as "information and communications").
1. Information, documents, data, databases, projects, strategies, plans serving national defense, security, homeland defense, war preparedness, emergency response that have not been or will not be disclosed in the following areas: postal services; telecommunications; radio frequency spectrum; information technology and electronics; press; publishing; printing and distribution; broadcasting and television, electronic information, news agencies, foreign information, grassroots information.
2. Information, documents about high-level negotiations, contacts between Vietnam and foreign countries or international organizations regarding information and communications, results of national-level investigations, scientific research projects, inventions, patents, scientific works, useful solutions, technological secrets of the information and communications sector that are particularly important for national defense, security, economy, and society that have not been or will not be disclosed.
3. Documents containing information, documents included in the list of State Secrets of the Highest Confidentiality Level from other agencies and organizations.
Article 2. Effective Date
This Decision shall take effect from August 5, 2019 and replace Decision No. 182/2006/QĐ-TTg dated August 9, 2006 of the Prime Minister on the List of State Secrets of the Highest Confidentiality Level in the Postal Services, Telecommunications, and Information Technology Sectors.
Article 3. Responsibility for Implementation
1. The Minister of Information and Communications and the Minister of Public Security are responsible for guiding and supervising the implementation of this Decision.
2. The ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial People's Committees, and centrally governed city People's Committees are responsible for implementing this Decision.
