Circular No. 21/2019/TT-BLDTBXH promulgates the minimum amount of knowledge and requirements for skills that students must achieve upon graduation at the intermediate and advanced college levels in fields related to computers, information technology, and engineering technology.

CIRCULAR

Issuing regulations onthe minimum volume of knowledge and requirements for competencies that

students achieve upon graduation from intermediate and higher vocational education levels

in fields and trades related to computers, information technology, and

engineering technology

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;

Pursuant to Decision No. 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;

Pursuant to Circular No. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, Invalids and Social Affairs stipulating the minimum volume of knowledge and requirements for competencies that students achieve upon graduation from intermediate and higher vocational education levels;

At the proposal of the Director General of the Department of Vocational Education and Training,

guiding the implementation of the provisions on unit price of wage packages, actual wage fund of employees, and Management Board stipulated in Article 7 and Article 8 Article 24hereby promulgates the minimum volume of knowledge and requirements for competencies that students must achieve upon graduation from intermediate and higher vocational education levels in fields and trades related to computers, information technology, and engineering technology for application at intermediate and higher vocational schools, colleges, and universities offering higher vocational education programs (hereinafter referred to as schools), including:

Article 1. 1. Field and trade: Telecommunications and computer networks;

2. Field and trade: Computer science;

3. Field and trade: Solar energy system engineering technology;

4. Field and trade: Electronic technology and building energy;

5. Field and trade: Mechanical engineering, heating, and air conditioning technology;

6. Field and trade: Metal casting technology;

7. Field and trade: Pesticide production;

8. Field and trade: Printing technology;

9. Field and trade: Construction surveying;

10. Field and trade: Topographic surveying.

The Director General of the Department of Vocational Education and Training shall issue detailed guidelines on the minimum volume of knowledge and requirements for competencies that students achieve upon graduation from intermediate and higher vocational education levels for each job position according to the fields and trades specified in Article 1 of this Circular for schools to use as a basis for organizing the development, review, and approval of training programs and curricula applicable to their institutions.

Article 2. This Circular takes effect from February 6, 2020.

Article 3. Ministries, ministerial-level agencies, government agencies, political and social organizations, provincial People's Committees of centrally governed cities with provincial status having affiliated schools; schools registered for intermediate and higher vocational education activities in the fields and trades specified in Article 1 and other relevant organizations and individuals are responsible for implementing this Circular./.

The ministries, ministerial-level agencies, government agencies, political-social organizations, provincial people's committees under the central government with affiliated schools; vocational education institutions at intermediate and higher levels for trades specified in Article 1; and other related organizations and individuals shall be responsible for implementing this Circular./.
