         Pursuant to Decree No. 30/2007/NĐ-CP dated March 1, 2007 of the Government on lottery business and Decree No. 78/2012/NĐ-CP dated October 5, 2012 of the Government amending and supplementing some articles of Decree No. 30/2007/NĐ-CP dated March 1, 2007 of the Government on lottery business;

          Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

          Implementing Decision No. 1109/QĐ-TTg dated July 11, 2011 of the Prime Minister approving the Project on establishing a company for operating self-selecting electronic lottery in Vietnam;

          At the proposal of the Director of the Department of Banking and Organizational Financial Affairs;

          The Minister of Finance issues this Circular amending and supplementing some articles of Circular No. 36/2019/TT-BTC dated June 17, 2019 of the Ministry of Finance guiding the operation of self-selecting electronic lottery business.

          Article 1. Amending and supplementing some articles of Circular No. 36/2019/TT-BTC dated June 17, 2019 of the Ministry of Finance guiding the operation of self-selecting electronic lottery business as follows:

           1. Point c Clause 2 Article 24 is amended and supplemented as follows:         

"c) Members of the Lottery Supervisory Board: are leaders of certain departments, divisions, branches of the lottery company;"

           2. Supplement Clause 3a following Clause 3 Article 24 as follows:         

"3a. In case of force majeure caused by natural disasters, epidemics, fires, and other emergency situations according to the decision of the competent state agency leading to the Lottery Supervisory Board not being able to ensure full membership as prescribed in Clause 2 of this Article, the electronic lottery company may supplement the Deputy Chairman of the Lottery Supervisory Board in priority order: heads of departments, divisions, branch directors; deputy heads of departments, divisions, deputy branch directors of the electronic lottery company. If the Lottery Supervisory Board cannot ensure full membership as prescribed in this Article, the electronic lottery company decides to temporarily suspend the draw and must immediately announce it publicly at the main office, branch, management office, draw location, store (if any) of the electronic lottery company, lottery self-selection number stores, the company's electronic information website, or other mass media according to the provisions of the law. The announcement includes: reasons for suspending the draw, the expected time for the next draw, handling of lottery tickets already distributed, and other information required by the management of the electronic lottery company in accordance with the law."

          Article 2. Implementation clause

         1. This Circular takes effect from the date of issuance.

        2.  During implementation, if there are difficulties, organizations and individuals are requested to promptly reflect them to the Ministry of Finance for research and supplementary guidance./
