Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

On the basis of Law on Cybersecurity November 19, 2015;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. Decision No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; thực hiện một số điều của Luật Tiêu chuẩn và Quy chuẩn kỹ thuật;

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Science and Technology Department,

The Minister of Information and Communications issues this Circular stipulating the National Technical Regulation on Surveillance Cameras Using Internet Protocol - Basic Information Security Requirements.

Article 1. Attached herewith is the National Technical Regulation on Surveillance Cameras Using Internet Protocol - Basic Information Security Requirements (QCVN 135:2024/BTTTT).

Article 2. Effective Date

This Circular takes effect from February 15, 2025.

Article 3. Implementation Schedule

1. As of January 1, 2026, imported and domestically produced surveillance cameras using Internet Protocol must comply with the provisions of QCVN 135:2024/BTTTT.

2. As of February 15, 2025, QCVN 135:2024/BTTTT shall be applied in testing, certification, and conformity declaration.

Article 4. Organization of Implementation

The Head of the Office, Directors of the Science and Technology Departments, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and relevant organizations and individuals are responsible for implementing this Circular./.
