CIRCULAR

OF THE MINISTER OF HEALTH

Guidelines for ranking non-bed hospitals in the healthcare sector

Implementing Decree No. 25/CP dated May 23, 1993 of the Government on the temporary salary system for civil servants, administrative officials, public service staff, and armed forces personnel. After receiving the agreement from the Ministry of Labor, Invalids and Social Affairs and the Ministry of Finance, and the Government's Organizational and Cadre Management Board, Circular No. 4804/LDTBXH-TC dated November 7, 1994, the Ministry of Health provides guidelines for ranking non-bed hospitals in the healthcare sector as follows:

A. OBJECTIVES AND REQUIREMENTS

To serve the plan to reorganize the research hospital network nationwide and establish two specialized medical centers in Hanoi and Ho Chi Minh City.

Determine the level of position allowance.

Reasonably allocate and utilize civil servants and administrative officials.

B. RANKING OF NON-BED RESEARCH INSTITUTIONS
NON-BED HOSPITALS

I. SCOPE OF APPLICATION:

Non-bed research institutions.

Vaccine Testing Center, Vaccine Production Center.

II. PRINCIPLES FOR RANKING:

The ranking of non-bed research institutions is based on four groups of criteria as follows:

1. Position, function, tasks, scale of operation 30 points

2. Quality and effectiveness of scientific research and industry guidance 30 points

3. Professional qualifications of the leadership team and technical-economic staff 20 points
4. Equipment and technical infrastructure 20 points

The ranking of non-bed research institutions includes three levels, from Level 1 to Level 3, depending on the total score achieved, with a maximum of 100 points.

III. CRITERIA FOR RANKING:

1.1. Industry guidance activities, serving preventive health care, treatment, and primary health care services (PHCS) 15 points

1. Position, function, tasks, scale of operation 30 points

National scope 15 points
Regional scope 15 points

Provincial scope 5 points

1.2. Training of staff: 10 points

University, postgraduate, and above-postgraduate training 10 points

University and postgraduate training 7 points

Technical secondary training 5 points

No training 0 points

1.3. International cooperation in science and technology (period 1991-1995) 5 points

Implementation of joint research projects 5 points

Cooperation in building specialties 2 points

No such activity 0 points

2. Scientific research (period 1991-1995) 30 points

2.1. Research projects during the period 1991-1995 10 points

Implementation of national-level projects 10 points

Implementation of ministry-level projects 7 points

Implementation of institution-level projects 3 points

No research projects 0 points

2.2. Quality of scientific research 20 points

a. Research results that have been accepted and applied at production trial scale or in practical application (compared to the total number of registered projects) 15 points

Over 70% of projects accepted and applied 15 points

51-70% of projects accepted and applied 10 points
31-50% of projects accepted and applied 5 points
Under 31% of projects accepted and applied 2 points

b. Research results that have been accepted but not yet applied (compared to the total number of registered projects) 5 points

Over 70% of projects accepted with results 5 points

51-70% 4 points

31-50% 2 points

Under 31% 1 point
3. Staff qualifications 20 points

3.1. Qualifications of management staff: 10 points

50% are staff with qualifications above university level and

50% are staff with university qualifications 10 points

30% are staff with qualifications above university level and

70% are staff with university qualifications 8 points

10% are staff with qualifications above university level and

90% are staff with university qualifications 6 points
100% are staff with university qualifications 4 points

Less than 80% are staff with university qualifications 2 points
3.2.2. Research staff 10 points

Over 40% have qualifications above university level among the total university staff 10 points
From 30% to 40% 7 points

From 20% to 30% 5 points

From 10% to 20% 3 points

Less than 10% 1 point

4. Equipment and infrastructure 20 points

4.1. Level of equipment and existing machinery: 5 points

Modern equipment available

(including modern specialized equipment) 3 points

Only ordinary machines available

(no modern specialized equipment) 3 points

4.2. Utilization capacity of machines 10 points

Using over 94% of existing machines for scientific research 10 points
Using over 80% of existing machines for scientific research 7 points

Using from 60% to 79% of existing machines for scientific research 5 points
Using from 40% to 59% of existing machines for scientific research 3 points

4.3. Infrastructure: 5 points

Laboratory meeting standards 4 points

Solid facilities, adequate lighting, good ventilation, ensuring humidity 1 point

Good maintenance of machines and equipment 1 point

Ensuring stable electricity and water supply 1 point

4.3. Material infrastructure: 5 points

Laboratory meets standards: 4 points

Solid structure, sufficient lighting, good ventilation, humidity control: 1 point

Good maintenance regime for machinery and equipment: 1 point

Ensure electrical safety, stable water supply: 1 point

Hygiene and safety conditions that do not cause environmental pollution 1 point

Techniques standardized according to national standards 1 point
and international standards (chemicals, biological products, operational procedures) 1 point

IV. RATING STANDARDS TABLE:

 VI. IMPLEMENTATION

1. Units shall conduct synthesis, analysis, and evaluation of ranking criteria (data up to December 31, 1993, within the same criterion, only the highest level achieved by the unit will be considered) and submit all files and letters requesting ranking to the Ministry of Health (Department of Organization and Cadres).

2. Ranking decision-making levels:

Units ranked Class I: The Ministry of Health shall decide after reaching agreement with the Ministry of Labor, Invalids and Social Affairs, the Ministry of Finance, and the Government's Cadre and Civil Servant Management Board.

Units ranked Class II and below shall be decided by the Ministry of Health.

3. The review period for reclassification is two years.

4. This Circular takes effect from April 1, 1993; previous regulations on ranking institutions without patient beds that conflict with this regulation are hereby abolished.

Any difficulties encountered during implementation should be reported to the Ministry of Health for study and resolution./.
