Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Education and Training at Circular No. 13630/TTr-BGDĐT dated November 27, 2006 regarding the approval of the Project on organizing the 48th International Mathematical Olympiad in Vietnam in 2007.

DECISION:

Article 1. Approving the Project on organizing the 48th International Mathematical Olympiad (IMO 2007) in Vietnam with the following main contents:

1. Purpose:

Organizing the 48th International Mathematical Olympiad well; encouraging and promoting the general study movement, particularly mathematics among Vietnamese youth; contributing to the discovery, nurturing, and training of mathematically talented students; contributing to the effective implementation of foreign policy and the integration policy of the Party and State.

2. The remaining 60% shall be used to supplement the operating funds of units directly responsible for public debt management at the Ministry of Finance (outside the regular state budget allocation for ongoing operations as currently provided) for the purposes specified in Article 4 of this Decision.

a) Strictly adhering to the Regulations of IMO, the provisions of the International Mathematical Olympiad Advisory Board (IMOAB) for the host country organizing IMO, and the laws of the Socialist Republic of Vietnam;

b) Mobilizing the participation and contributions of agencies, departments, organizations, social groups, localities to organize IMO 2007 scientifically, economically, ensuring security and safety, and success in all aspects;

c) Clearly showcasing the national cultural identity and hospitality in all activities to create a good impression about the country and people of Vietnam to international friends.

3. Scale:

IMO 2007 will be organized with the participation of approximately 100 delegations from about 100 countries and territories worldwide that Vietnam has invited to attend IMO 2007 according to the regulations of IMOAB and the Regulations of IMO.

Each delegation will have an average of 10 members including 02 leaders, 06 students, and 02 observers.

4. Time: IMO 2007 will take place over 13 days, from July 19 to July 31, 2007.

5. Main venue: Hanoi City.

6. Main tasks:

a) Building and directing the implementation of the Regulations of IMO 2007 in accordance with the Regulations of IMO, the provisions of IMOAB for the host country organizing, customary practices of organizing IMO, and the laws of the Socialist Republic of Vietnam;

b) Organizing the reception and farewell of delegations and guests attending IMO 2007; guiding and supporting delegations in completing entry and exit procedures in Vietnam;

c) Organizing the drafting of examination questions, invigilation, and marking in accordance with the Regulations of IMO and the provisions of IMOAB for the host country organizing IMO; organizing the recruitment, training, and utilization of the professional staff team to ensure standards and qualifications as stipulated by IMO, working and studying domestically or abroad to develop examination questions, marking, and related professional activities.

- Organizing the hiring of foreign mathematics experts to participate in professional work when necessary. Contracting a dedicated secretary for organizational work;

- Organizing the recruitment, training, education, and utilization of the support staff and volunteer teams serving the delegations participating in IMO 2007;

d) Organizing meals, accommodation, preparing infrastructure, technical services, information technology services to serve the activities of IMO 2007;

đ) Organizing cultural exchange activities, sightseeing, and tourism for participating delegations;

e) Implementing information, propaganda; financial, sponsorship; ceremonial, reception; order, security, safety, health, and food hygiene; transportation, logistics, and public services throughout the period of organizing IMO 2007.

7. Implementation budget:

a) The preparation and organization budget for IMO 2007 will be implemented from the following sources:

+ State budget;

+ Registration fees from delegations;

+ Sponsorship and other lawful sources.

b) The construction, approval, implementation, and settlement of the budget will be carried out in accordance with the Law on State Budget and relevant legal documents, ensuring the purpose, economy, and effectiveness;

c) The allocation of the implementation budget will be based on specific content and tasks and implemented in accordance with the Financial Management Regulation for Organizing IMO 2007 in Vietnam issued and guided by the Ministry of Finance.

Article 2. Implementation

1. Command and management structure:

a) Establishing the National Steering Committee for Preparing and Organizing the 48th International Mathematical Olympiad IMO 2007 in Vietnam (the Steering Committee), chaired by the Prime Minister as Honorary Chairman, the Minister of Education and Training as Chairman, and members comprising representatives from the following agencies: Central Science and Technology Office, Government Office, Ministry of Education and Training, Ministry of Planning and Investment, Ministry of Finance, Ministry of Foreign Affairs, Ministry of Public Security, Ministry of Culture, Sports and Tourism, Central Communist Youth Union, People's Committee of Hanoi City, Vietnam Mathematical Society.

The Steering Committee shall be responsible for directing the organization of IMO 2007; resolving arising issues; proposing solutions to the Prime Minister for consideration and resolution of matters beyond their authority.

b) Establishing the Organizing Committee for the 48th International Mathematical Olympiad in 2007 (referred to as the IMO 2007 Organizing Committee), chaired by a Deputy Minister of Education and Training, with members being representatives from relevant agencies and organizations.

2. Assignment of responsibilities

a) Ministry of Education and Training:

- Taking the lead and coordinating with the Vietnam Mathematical Society, Institute of Mathematics - Vietnam Academy of Science and Technology, Faculty of Natural Sciences - Hanoi National University and related ministries and agencies to build plans and implement IMO 2007;

- Coordinating activities between ministries, sectors, and related localities to resolve difficulties arising during the preparation and organization process of IMO 2007;

- Leading the preparation of the budget estimate for organizing IMO 2007, coordinating with the Ministries of Planning and Investment, Finance, and submitting to the Prime Minister in accordance with the Law on State Budget and relevant laws.

b) Ministry of Planning and Investment, Ministry of Finance shall be responsible for coordinating with the Ministry of Education and Training:

- Building and issuing, guiding the implementation of the Financial Management Regulation for Organizing IMO 2007 in accordance with requirements, content, and the characteristics of organizing IMO 2007, consistent with current legal provisions;

- Allocating funds for the implementation of IMO 2007;

- Reviewing, approving, guiding the implementation, and settling the budget for organizing IMO 2007 in accordance with regulations.

c) The Ministry of Foreign Affairs advises and assists the Chairman of the National Steering Committee, the IMO 2007 Organizing Committee in developing and implementing plans to welcome delegations and reception services; directs Vietnamese diplomatic agencies abroad to support and facilitate activities related to the organization of IMO 2007;

d) The Ministry of Health coordinates with relevant ministries and sectors to direct the provision of health services, border quarantine, food safety for IMO 2007;

đ) The Ministry of Culture, Sports and Tourism directs information agencies, communication agencies, departments, and sectors to develop and implement extensive domestic and international publicity work regarding IMO 2007;

e) The Ministry of Public Security collaborates with the People's Committee of Hanoi City and People's Committees of related localities to direct the development and guidance on the implementation of plans to ensure security and safety during the organization of IMO 2007;

g) The Vietnam National Administration of Tourism collaborates with the Ministry of Education and Training and the IMO 2007 Organizing Committee to organize and implement tour and travel programs for participating delegations at IMO 2007;

h) The People's Committee of Hanoi City collaborates with related sectors and the IMO 2007 Organizing Committee to develop and implement plans to ensure traffic, security, safety, social order, public services... and other preparatory and organizational tasks for IMO 2007 within the territory of Hanoi;

i) Requests the Central Committee of the Ho Chi Minh Communist Youth Union to collaborate with the Ministry of Education and Training, the IMO 2007 Organizing Committee, and related units to assist the Chairman of the Steering Committee in organizing deep and wide-ranging publicity among students and university students about IMO 2007;

Article 3. This Decision shall take effect from the date of signing.

Article 4. The Minister of Education and Training, the Chairman of the People's Committee of Hanoi City, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for enforcing this Decision./.
