Regarding the confirmation of additional exchange rate difference compensation applications

________________________

The Ministry of Finance has issued Circular No. 123/TC/HCP dated December 24, 1958 to supplement the policy on additional exchange rate difference compensation for officers, soldiers, and people from the Southern Indochina and South Vietnam regions who were relocated.

To promptly and accurately address the rights and benefits of those concerned, the Joint Ministry of Finance and State Bank stipulates the following responsibilities for confirming the compensation applications and payment plans:

I. RESPONSIBILITIES FOR CONFIRMING APPLICATIONS AND PAYMENT PLANS.

a) Central Bank (Accounting Department)

The Central Bank's Accounting Department shall be responsible for confirming the units requesting additional compensation or supplementary compensation for the following amounts:

1. Southern Indochina Dong money with receipts: That is, the Southern Indochina Dong money deposited at the assembly points (such as Chac Bang, River Mr. Doc, or the People's Bank of South Vietnam) with receipts, which are brought to the North to claim money.

2. Southern Indochina Dong cash exchanged in the North: That is, Southern Indochina Dong cash brought to the North for exchange at border gates, currency exchange stations, or bank branches.

All such applications must be sent to the Central Bank's Accounting Department for confirmation. After confirmation, the Central Bank will transfer the applications to the relevant financial departments in the regions or provinces for calculation and payment. The applications will be transferred to:

a) Hanoi Financial Department, if the applicant is an officer or resident currently living in Hanoi city or its suburbs.

b) Local financial authorities, if the applicant resides in other provinces.

b) Hanoi Financial Department.

The Hanoi Financial Department shall be responsible for confirming and calculating the payments for applications from officers or residents currently living in Hanoi city or its suburbs, requesting additional compensation for Southern Indochina Dong of the Fifth Liberated Zone.

After confirmation, the Hanoi Financial Department will issue a payment voucher to be transferred to the Central Bank's Accounting Department to hand over to the applicants at the Hanoi Branch of the Bank to collect the money.

c) Bank branches in provinces with assembly points.

Bank branches in Nghe An, Thanh Hoa, etc., which have records of exchanging Southern Indochina Dong and providing additional compensation at a ratio of 1/30, shall confirm all applications from officers and residents in their localities (outside Hanoi) who previously exchanged money at border gates, except for cases where there are receipts from the People's Bank of South Vietnam.

- Cases where Southern Indochina Dong cash was brought to the border gates, currency exchange stations, or bank branches for exchange;

- Cases where Southern Indochina Dong of the Fifth Liberated Zone was exchanged before and during the last three ships.

After confirmation, these applications will be transferred to the financial authority (Region, Province, or Department of Finance) where the officer is working or the resident is residing for payment.

1. To avoid the situation where two places confirm the same matter, leading to double payment of the same amount, the aforementioned bank branches will not confirm:

- Applications for exchanging Southern Indochina Dong of South Vietnam with receipts from the People's Bank of South Vietnam. If mistakenly received, they should immediately transfer them to the Central Bank's Accounting Department for confirmation as stated in Point 1 of Section I.

- Applications from officers of the Fifth Liberated Zone and South Vietnam currently working in Hanoi city or its suburbs requesting additional and supplementary compensation for previously exchanged money at border gates, because these applications have already been confirmed by the Central Bank's Accounting Department or the Hanoi Financial Department as stipulated above.

2. Bank branches that are not border assembly points or did not have currency exchange stations previously are not required to perform this confirmation task.

d) Local financial authorities.

Local financial authorities with records of additional compensation for exchange rate differences of Southern Indochina Dong of the Fifth Liberated Zone previously will base their certification of supplementary compensation applications and calculation of payments on these records if the applicant still resides in their locality. If not, after confirmation, the application will be transferred to the financial authority where the applicant is working or residing for payment.

If they receive applications outside their scope of responsibility, they should transfer them to the responsible locations as mentioned above.

II. METHODS OF CONFIRMATION

Only confirm applications that have been fully certified as prescribed in Circular No. 123-TC/HCP mentioned above.

For exceptional cases not specifically defined, if unresolved, report to the Ministry of Finance with proposed solutions. However, fundamentally, localities need to carefully study the spirit of the aforementioned circular to resolve issues quickly, efficiently, and well, avoiding submitting trivial matters to the Ministry. It is necessary to guide officers and people on how to write applications.

In the application, the following essential items must be clearly stated, concisely and completely, avoiding lengthy narratives.

a) For Southern Indochina Dong of South Vietnam:

- Name, position, and the province where the office is located before relocation.

- How much Southern Indochina Dong of what origin (savings, sale of assets, family support, etc.) was exchanged for receipts or brought as cash to the North. (If from family support, specify the province and whether it is in a free or temporarily contested area).

- Where and when was the money exchanged, by oneself or through a representative? If exchanged by a representative, a certificate from the representative about the amount exchanged is needed.

- Has the amount been exchanged or supplemented to how much bank money, where, and when?

b) For Southern Indochina Dong of the Fifth Liberated Zone:

- Name, position, and the province where the office is located before relocation.

- Date and ship of relocation.

- How much Southern Indochina Dong of what origin (salary, savings, sale of assets, family support, etc.)?

- Where and when was the money exchanged, by oneself or through a representative? If exchanged by a representative, a certificate from the representative is needed.

- Has the amount been exchanged or supplemented to how much bank money, where, and when?

When confirming, the following should be recorded on the application:

The Central Bank or Bank Branch ... confirms that Mr./Ms. ... exchanged ... Southern Indochina Dong on ... at the rate of ... and has been paid or supplemented ... bank money on ... Signature and stamp.

Each time confirming, it is necessary to record or mark in the book immediately to avoid double confirmation.

Additionally, for collective exchanges, it is also necessary to record in the book for tracking to prevent over-compensation beyond the amount collected during relocation.

The Joint Ministry hopes that the responsible agencies will pay attention to arranging plans to proceed quickly, thoroughly, and carefully within the specified timeframe.

Regarding the format of reports and adjustment distribution, the Ministry of Finance has issued Circular No. 227-TC/HCP dated March 2, 1959 to the Administrative Committees of Regions, Provinces, Cities, and Departments of Finance.
