CIRCULAR
OF THE MINISTRY OF EDUCATION DECREE NO. 21/TT-GD ON DECEMBER 10, 1968
REGULATING THE WORKING REGIME OF TEACHERS TEACHING AT PROFESSIONAL TEACHER TRAINING SCHOOLS
Previously, in Circular No. 46/TT-GD dated October 24, 1962, and Circular No. 49/TT dated September 19, 1964, the Ministry of Education had regulated the working regime for teachers teaching at professional teacher training schools. This regime initially brought teaching activities and management of the teaching staff into order. However, through time and research, the Ministry found that this regime still had unreasonable aspects, failing to create necessary conditions for teachers to fulfill their main functions of teaching, educating, scientific research, and self-study and training to continuously improve teaching quality.
Therefore, this time:
- Starting from the recognition that teacher training schools are heavy industries of the sector, places where future teachers are trained, based on the characteristics of subjects, and the workload and tasks of teachers teaching at professional teacher training schools, the Ministry issues this circular to regulate again the working regime of teachers teaching at professional teacher training schools.
A- GENERAL PRINCIPLES
State employees generally have 52 weeks of work per year, with each week having 48 hours, but due to the nature of teachers' work being different from other officials, teachers, in addition to their main function of teaching and educating students, also have the responsibility of conducting educational scientific research and self-study and training to continuously improve their qualifications in all aspects, therefore, the working regime of teachers must ensure the following principles:
1. One week must ensure working 48 hours.
2. The distribution of time within one week must ensure that teachers complete the following stages of work:
- Teaching and educating students' thoughts.
- Conducting educational scientific research.
- Self-study and training.
- Participating in collective professional activities.
3. One year must ensure that teachers have three months for study and training and one month of summer vacation according to Directive No. 114/CP dated June 29, 1966 issued by the Council of Ministers.
B- SPECIFIC PROVISIONS
I- WORK REGIME
1. One week: (Only applicable during regular class teaching period).

For teachers teaching at mountainous teacher training schools due to difficult travel conditions between classes, and many ethnic groups studying in one class making lesson preparation more challenging, the Ministry decides to reduce the standard teaching hours in class per week for each teacher in all subjects by 2 hours.
b) Teachers concurrently performing other duties.
- Serving as subject group leader each week deducts 2 hours of teaching in class. (1).
- Serving as class head each week deducts 3 hours of teaching in class.
- Responsible for school-wide labor.
- Responsible for school-wide cultural activities each week deducts 2 hours of teaching in class.
2. One year:
- is a communicable disease or parasite listed by the MinistryOrganizing the beginning of the year 1 week
- Regular class teaching 34 weeks
- Year-end summary 1 week
Total: 36 weeks
II- MEETING REGIME
1. Meetings during administrative hours:
a) One month:
Subject group meetings 4 times = 8 hours
Subject team meetings 2 times = 7 hours
School council meeting 1 time = 3 hours 30 minutes
Observing and commenting on lessons 1 time = 1 hour 30 minutes
Total: 20 hours
b) One year:
- Opening ceremony of the academic year 1 session
- Mid-term review meeting 4 sessions
- Year-end summary meeting 5 sessions
- Closing ceremony of the academic year 1 session
- Party Congress meeting 2 sessions
- Youth Union Congress meeting 2 sessions
- Trade Union Congress meeting 2 sessions
Total: 17 sessions
2. Meetings outside administrative hours:
Generally, Party organizations and mass organizations can hold meetings outside administrative hours, but to ensure teachers' health and free time for rest and study, after agreement with the Central Organization Department, the Central Youth League, and the Vietnam Teachers' Union, the Ministry stipulates that each organization may only hold one meeting per week (excluding club activities of the Trade Union and Youth League).
III- STUDY REGIME
1. Studying during administrative hours:
a) One week: Studying one day (according to a unified program guided by the Ministry).
b) One year:
- Summer study training 7 weeks (which may include 2 weeks of practical experience in industry and agriculture to enhance life experience and strengthen proletarian class position).
- Concentrated military training 2 weeks.
2. Studying outside administrative hours:
Two evenings per week (Wednesday and Thursday evenings).

Applying the spirit of Notice No. 19/TT dated March 10, 1961 of the Central Committee of the Vietnam Labor Party regarding Party work, Youth Union work, and Trade Union work in agencies, enterprises, and schools. After consultation and agreement with the Central Organization Department, the Central Youth League, and the Vietnam Teachers' Union, the Ministry stipulates the number of staff responsible for Party, Youth Union, and Trade Union work in professional teacher training schools as follows:

Full-time staff responsible for Party, Youth Union, and Trade Union work are provided by higher-level Party, Youth Union, and Trade Union bodies, while part-time staff are arranged by the school, each week deducting 3 hours of teaching in class.
Secretaries of the Party branch among teachers, secretaries of the Youth Union branch among teachers, and secretaries of the Trade Union branch among teachers each week deduct 3 hours of teaching in class. Schools should arrange sufficient personnel and create favorable conditions for these staff to perform their duties effectively.
This time, the Ministry re-regulates the working regime for teachers teaching at professional teacher training schools to create favorable conditions for teachers to fulfill their main responsibilities of teaching, educating, scientific research, and self-study and training to continuously improve the quality of education in the sector.
The Departments of Education, Principals of vocational teacher training schools shall be responsible for implementing this Circular effectively. Any difficulties encountered during the implementation process should be promptly reported to the Ministry (Department of Organization and Cadres).
This Circular takes effect from the date of issuance. All previous Circulars that conflict with this Circular are hereby abolished.

ANNEX
GUIDELINES ON LABOR REGIMES AND MEETINGS
IN ONE WEEK
1. Labor regime section
- Pre-teaching preparation includes:
Studying the curriculum, textbooks, students' academic level and learning situation, reading reference materials, writing or revising lecture notes, preparing lesson plans, making teaching aids, conducting experiments before having students perform them, etc.
- Post-teaching work includes:
Grading assignments, guiding students through experiments, completing exercises, instructing study methods for each chapter, each lesson, each subject, tutoring underperforming students, nurturing outstanding students, observing student groups or teams, guiding students in refining their pedagogical skills, etc.
- Scientific research includes:
Accumulating experience, collecting and compiling materials, recording experiences after each lesson, chapter, or subject, and summarizing these into scientific documents. Schools must regard scientific research hours as important as classroom teaching hours. Each year, the school's competitive plan must clearly state which research topics the school intends to undertake, along with the implementation plan from the school down to individual teachers. Time usage is not rigidly fixed at three research hours per week but varies according to the nature of each topic. This time can be spread out or concentrated into one or two days for joint research on specific issues or summarizing experiences and topics. As long as the average does not exceed three hours per week, it is acceptable.
2. Meeting regime section
Meetings outside regular working hours are allocated as follows:
The first week for Party meetings
The second week for Youth Union meetings
The third week for Trade Union meetings
The fourth week for Women's meetings
Club activities organized by the Youth Union and Trade Union should be scheduled but should not exceed once a month.
