between culture, information, and physical training and sports at the grassroots level

Cultural and sports activities play a significant role in implementing the Party and State's policies aimed at nurturing and promoting strong individuals with rich spiritual lives and pure morals. Grassroots cultural and sports activities are always closely linked in building a civilized lifestyle and developing the economy and society. Although cultural and sports activities have shown positive changes in serving local politics, the cultural and sports life at the grassroots level remains impoverished and lacks strict management and coordination between the two sectors, especially in rural, mountainous, and highland areas.
To enhance the effectiveness of cultural and sports work, the Ministry of Culture, Sports and Tourism and the General Department of Physical Training and Sports jointly launch and direct the movement to build a civilized lifestyle and sports activities at the grassroots level. The following outlines the guidelines for coordinating organizational activities.
I. CONTENTS OF COORDINATED ACTIVITIES
1. Strengthen propaganda and education among the people about the benefits and effects of cultural and sports activities on both physical and mental development and the construction of a civilized society and happy families. Both sectors should intensify the publication of professional materials to serve grassroots cultural and sports activities.
2. Coordinate in directing and organizing biennial cultural and sports competitions from grassroots units to the national level. The competition subjects and contents are determined by the inter-sectoral Organizing Committee according to each annual cycle.
3. Coordinate in guiding the development of grassroots cultural and sports activities, providing requirements for cultural and sports aspects in building cultural and sports families, family cultural and sports clubs, cultural and sports clusters, and culturally and sports-oriented villages. Cultural and information centers at grassroots levels need to organize appropriate sports activities. Folk games, ethnic sports, and traditional songs and dances should be promoted through cultural and sports days.
4. Enhance state management over grassroots cultural and sports activities. Cultural and recreational activities (such as football tables, cockfighting, card playing, etc.) are managed by the Department of Culture and Information. Physical training and competitive activities (such as ping pong, table tennis, billiards, martial arts, traditional wrestling, etc.) are managed by the Department of Physical Training and Sports.
Revenue-generating services for these activities must comply with state financial regulations.
II. IMPLEMENTATION
1. The Ministry of Culture, Sports and Tourism assigns the Grassroots Culture and Information Bureau, while the General Department of Physical Training and Sports assigns the Mass Sports Department to organize and direct the implementation of this Inter-Ministerial Circular and regularly coordinate to unify content for submission to the leadership of both sectors for consideration and decision.
2. Provincial Departments of Culture, Sports and Tourism and Sports Departments are responsible for implementing the content of this Inter-Ministerial Circular. At all levels, the two sectors of Culture, Sports and Tourism and Physical Training and Sports should strengthen coordination in formulating annual content and plans for grassroots cultural and sports activities, reporting experiences to guide the movement.
This Circular takes effect from the date of issuance. Any previous provisions that conflict with this Circular are abolished.
