JOINT CIRCULAR
Specifies the list of products for which the Ministry of Materials sets prices
Pursuant to Decree No. 33-HĐBT dated February 27, 1984, issued by the Council of Ministers on the Regulations for Price Management; the Inter-Ministerial Committee now specifies the list of products for which the Ministry of Materials sets prices as follows:
1. Based on the standard price of the Council of Ministers and the State Material Pricing Committee to determine the specific price of machinery, equipment, materials... listed at Point 1, Point 2, Section II of List No. 1 and Point 2, Section II of List No. 2 that the Ministry engages in business.
2. Based on the standard price collected in Vietnamese currency or foreign currency of the State Material Pricing Committee to determine the specific price of materials (gasoline, diesel, lubricating oil, grease...) sold to foreigners (including overseas Vietnamese returning to visit their homeland...).
3. Based on the circulation discount rate of the entire industry (industry) of the Council of Ministers, or of the State Material Pricing Committee to determine the specific circulation discount rate of materials within the industry.
4. Set the wholesale price for the following products:
- Spare parts for various types of machinery and equipment (automobiles, tractors, water pumps, combustion engines...). Except for spare parts whose prices are determined by the State Material Pricing Committee.
- Electrical materials: cables, electrical cables, circuit breakers, fuses, sockets, light bulbs, ceiling fans, electricity meters...
- Cutting tools: cutting tools, grinding stones, threading benches, taps, saw blades, drills, sandpaper, abrasive cloth, alloys...
- Mechanical tools: mechanical measuring tools, welding torches, calipers...
- Specialized materials in the industry: rubber hoses resistant to gasoline, voltmeters, hydrometers, packaging materials.
For certain items (ceiling fans, light bulbs, fuses...) that the Ministry of Commerce engages in business, the Ministry must consult with the Ministry of Commerce before setting the price.
5. Determine the price (including both purchase and sale prices) of scrap obtained during production (including scrap from colored metals, waste oil...), supplied by the Ministry of Materials. Before setting the price, the Ministry must consult with the relevant provincial authorities (if deemed necessary).
6. Determine the purchase price of scrap metal from the public and scrap recovered from war.
7. Determine the purchase price, processing price (standard price or price range) of small-scale industrial products (including products processed by units under the Ministry using all or most of the main raw materials such as wire, electrical materials, mechanical tools...) to serve as a basis for units under the Ministry and production facilities to agree on purchase and sale prices; but shall not increase the wholesale price of materials currently in effect. In cases where it is necessary to change the wholesale price of materials, the Ministry will develop a pricing plan to be submitted to the State Material Pricing Committee for resolution simultaneously with the determination of processing prices and purchase prices.
For materials allowed to be traded at flexible prices by the Council of Ministers and which fall under the pricing authority of the Council of Ministers or the State Material Pricing Committee, the State Material Pricing Committee will set the price range. The Ministry of Materials will set the specific price within that range. The sale of materials collected in foreign currency will be implemented according to the provisions in Circular No. 3361-V16 dated June 29, 1985, issued by the Chairman of the Council of Ministers regarding the sale of materials collected in foreign currency.
During the course of business, if new products arise or changes in pricing authority are needed, the Inter-Ministerial Committee will continue to supplement them.
