DECISION

Regarding the issuance of the Regulation on the Operation of the Steering Committee for the Program ADJUSTMENT

to prevent and combat trafficking in women and children

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 130/2004/QĐ-TTg dated July 14, 2004 of the Prime Minister approving the Action Program to Prevent and Combat Trafficking in Women and Children from 2004 to 2010;

Pursuant to Decision No. 187/2004/QĐ-TTg dated October 29, 2004 of the Prime Minister establishing the Steering Committee for the Action Program to Prevent and Combat Trafficking in Women and Children;

Considering the proposal of the Minister of Public Security,

DECISION:

Article 1. This Decision promulgates the Regulation on the Operation of the Steering Committee for the Action Program to Prevent and Combat Trafficking in Women and Children.

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial people's committees under the central city, members of the Steering Committee shall be responsible for implementing this Decision.

REGULATIONS

OPERATIONS OF THE STEERING COMMITTEE FOR THE ACTION PROGRAM TO PREVENT AND COMBAT TRAFFICKING IN WOMEN AND CHILDREN

The Steering Committee for the Action Program to Prevent and Combat Trafficking in Women and Children (referred to as the Steering Committee 130/CP) was established pursuant to Decision No. 130/2004/QĐ-TTg dated July 14, 2004 of the Prime Minister approving the Action Program to Prevent and Combat Trafficking in Women and Children from 2004 to 2010 and Decision No. 187/2004/QĐ-TTg dated October 29, 2004 of the Prime Minister regarding the establishment of the Steering Committee for the Action Program to Prevent and Combat Trafficking in Women and Children.

I. GENERAL PROVISIONS

Article 1. The Steering Committee 130/CP performs tasks as stipulated in Article 2 of Decision No. 187/2004/QĐ-TTg of the Prime Minister regarding the establishment of the Steering Committee for the Action Program to Prevent and Combat Trafficking in Women and Children, including:

Article 2. Assisting the Government in directing the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children.

Guiding, urging, and inspecting ministries, sectors, and localities in their work to prevent and combat trafficking in women and children.

Organizing coordination among ministries, sectors, and mass organizations in the work to prevent and combat trafficking in women and children.

Directing international cooperation activities related to the work to prevent and combat trafficking in women and children.

Members of the Steering Committee 130/CP perform their duties on a part-time basis. Each member is responsible for organizing and directing the implementation of the Prevention and Combating Trafficking in Women and Children Program according to the functions and tasks of their ministry or sector and the assignment of the Chairman of the Steering Committee, ensuring coordination between ministries and sectors in the work to prevent and combat trafficking in women and children.

Article 3. The Chairman of the Steering Committee represents the Prime Minister in directing and managing the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children, assigning members of the Steering Committee to implement the contents and projects of the Program, and is accountable to the Government for the results of the Steering Committee's operations.

II. SPECIFIC PROVISIONS

Article 4 The Deputy Chairman of the Steering Committee has the responsibility to assist the Chairman of the Steering Committee in organizing the implementation of activities according to the plan of the Steering Committee, representing the Chairman of the Steering Committee to manage tasks assigned by the Chairman.

Article 5. Responsibilities of

Article 6Steering Committee members: the Proposing and participating in the activities of the Steering Committee in the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children.

Directly organizing and directing the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children according to the functions and tasks of their ministry or sector and the assignments of the Steering Committee.

Participating in coordinating, inspecting, and urging ministries, sectors, and localities to implement the Program and the work plan of the Steering Committee.

Assisting the Steering Committee in monitoring, summarizing the situation of the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children according to the functions and tasks of their ministry or sector and preparing content for meetings of the Steering Committee.

Appointing specialists to represent their ministry or sector to participate in the permanent office assisting the Steering Committee.

The Steering Committee establishes a permanent office to assist in its work.

Article 7. The permanent office of the Steering Committee 130/CP is located at the Ministry of Public Security, directly managed by one leader at the Bureau level under the General Police Department, consisting of some dedicated staff within the Ministry of Public Security and specialists from relevant ministries and sectors working on a part-time basis.

The staffing, organization, and specific functions and tasks of the Office are decided by the leadership of the Ministry of Public Security.

Meeting and reporting system:

Article 8. The Steering Committee holds regular meetings every six months and annually to hear reports and evaluate the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children by ministries and sectors, the activities of the Steering Committee, and to propose subsequent activities. Reports at these meetings are compiled and reported to the Prime Minister.

In case a member of the Steering Committee 130/CP is on long-term business trips or study (three months or more) or there is a change in personnel, they must report in writing to the Chairman of the Steering Committee to make timely adjustments.

Article 9. The operating funds of the Steering Committee and the permanent office are taken from the approved budget for the Action Program to Prevent and Combat Trafficking in Women and Children by the Government.

Article 10. The Steering Committee 130/CP uniformly manages the funds allocated from the state budget to serve the implementation of the Action Program to Prevent and Combat Trafficking in Women and Children. Based on the budget estimates of ministries and sectors, the Steering Committee prepares an overall budget estimate and plans the allocation of funds to ministries, sectors, and localities, and monitors the use of funds in accordance with their intended purpose and current regulations of the Government./.

Article 11. The Steering Committee 130/CP shall uniformly manage the state budget funds allocated for the implementation of the Action Program to prevent and combat trafficking in women and children. Based on the financial estimates of the ministries and sectors, the Steering Committee will prepare an overall budget estimate and plan the allocation of funds to the ministries, sectors, and localities, and inspect the use of funds in accordance with their intended purposes and the current regulations of the Government./.
